program was described here Fri
day as “one of the cheapest ways
the United States can invest in the
future of the world.”
W. Tapley Bennett jr., U. S.
tSate department official in charge
of Central America and Panama
affairs, told a University of Geor
gia audience that the Point Four
program has proved to many un
derprivileged people that demo
cracy offers a better way of life.
“A few technicians, agricultural
experts, and public health officials,
placed in countries where they are
really needed can have tremendous
success at spreading democracy at
a small cost,” he said,
Bennett spoke in the University
Chapel under the sponsorship of
the International Relations Club
and the Committee on Special
Convocations, He traced the basic
stens in the formulation of foreien
nolicy including the powers of the
President, Congress, and the State
Denartment itself.
He pointed out that one of the
most important factors shaping
foreign policy is American public
opinion, adding that it was impor
tant that the people have a vgor
ous and alert interest in foreign
affairs.
Frank Dillard
Gets Promotion
Frank Dillard, who has been
stationed with the Army’s ORC
Instructor Group in Athens for the
past nine months, has recently
been promoted to the rank of ser
geant. -
Sergeant Dillard is a native of
Athens, a graduate of Athens High
School, and formerly worked with
the Coca-Cola Company here. He
served in the European Theater
during World War 11.

he was known to countless friends,
it is difficult to know which quali
ties to accent greatest. Certain,
