NOTICE TO CONTRACTORS
Sealed proposals will be receiv
ed by the Board of Commissioners
of Roads and Revenue for Clarke
County, Georgia, at their office in
the Courthouse at Athens, Georgia,
‘until eleven o'clock a. m., Eastern
Standard Time, July 31, 1951, for
the construction of a complete
Night Lighting System at the Ath
ens Municipal Airport. Bids will
be publicly opened at the time
and place stated above and read
aloud, as provided by law.
. Drawings and Specifications for
'« construction may be obtained
from the office of the County En
gineer, County Courthouse, Ath
ens, Georgia, upon payment of
SIO.OO per set. Any bidder upon
returning such set or sets before
the time of opening of bids will be
refunded SIO.OO per set.
A corporate bond for the faith
ful performance of “the contract
and the payment in full of all just
clainrs for labor and materials
used in the construction in the
sum of double the contract price
will be required of the successful
bidder. All bids must be accom
panied by a certified check or bid
bonds in an amount not less than
5% of the base bid.
No bid may be withdrawn after
the scheduled closing time for the
receipt of bids for a period of
thirty days.
The work umnder the contract
must commence within ten days
after the contract is executed, and
the work shall be completed with
in 60 working days.
Bids will be based upon rates of
wages not less than the minimum
rates of wages as predetermined
by the Secretary of Labor, a
schedule of which is contained in
the Special Provisions.
The County of Clarke shall
make payments on account of the
contract as provided therein, as
follows:
On or before the tenth day of
each month ninety percent of the
value, based on the contract prices
of labor and materials incorporat
ed in the work, and of materials
suitably stored at the site, up to
the first of that month, as esti
mated and certified by the Engi
neer, less the aggregate of previ
ous payments; and upon substan
tial completion of the entire work,
a sum sufficient to increase the
total payments to ninety-five per
cent of the price. |
Final payment shall be due
sixty days after substantial com
pletion of the work, provided the
wogk be then fully completed and ‘
the contract fully performed.
The undersigned reserves the‘
right to reject any and all bids
and to waive ihformalities. |

Refuses Chance
To Deny Charge
WASHINGTON, July 13—(AP)
Maurice Braverman, Baltimore at
torney identified by an FBI un
dercover agent as a Communist,
Thursday rejected a chance to af
firm or deny the charge before
the House un-American Activities
Committee.
He appeared before the group in
the role of counsel for Harold
Round, a one-time Baltimore
schol teacher, who refused to
answer any questions about the
Communist party.
Both Braverman and Round
were named as Communists by
Mrs. Mary Stalcup Markward, a
Virginia housewife who spent sev
en years keeping tab on Commun
ists in the capital and Maryland
for the FBIL
Rep. Walter (D.-Pa.) referred
to Mrs. Markward’s testimony of
Wednesday and asked Braverman
if he would like to answer her
charge.
“I wouldn’t have an answer for
any stool-pigeon,” said Braver
man. “I am here as counsel and
not as a witness.”
“You may regard her as a stool
pigeon,” replied Walter, *“but I
think she is a great American.”
The committee than prepared to
hear a former Communist relate
publicly the testimony formerlv
given behind closed doors ahout
the 1932 soldiers’ bonus march on
‘Washington.
Chairman Wood (D.-Ga.) said
John T. Pace of Centerville, Tenn..
a former Communist, had asked
for a chance to repeat-testimony
he gave the group behind closed
doors in 1949,
The hearing apparently stem
med from a Republican charge last
month that Democrats earlier sup
pressed Pace’s testimony because
it reflected creditably on Gen.
Douglas MacArthur.
MacArthur was Army Chief of
Staff when the bonus seekers
’swarmed into Washington and
finally were dispersed by regular
troops after violence occurred.
