Municipal Home Rule Law there
will be submitted to the qualified
voters of the City of Athens in the
general leection for said City to
be held on December 5, 1951 the
following separate amendments to
the Charter of the Mayor and
Council of the City of Athens to
be accepted or rejected by said
voters:
1. An amendment to the Charter
THE BANNER-BERALD, ATHENS, GEORGIA
of the Mayor and Council of the
City of Athens to amend an act
approved August 24, 1872 (En
titled An Act to Amend the Char
ter of the Town of Athens and the
various Acts amendatory thereof)
soo as to provide for the ereation of
the Office of City Tax Assessor;
to provide for all owners of reni
and personal property located
within the City of Athens to make
annual return of such property
and the fair market value thereof
to said City Tax Assessor; to pro
vide that said City Tax Assessor
shall be authorized (after giving
notice thereof to the owners) to
alter the value of property which,
in his opinion, has not been re
turned to its fair market value,
and to return property which has
not been returned for taxation; to
authorize said City Tax Assessor
(after giving fubl{c notice there
of) to return for taxation proper=
ty, the ownership of which is un=-
known; to create a Board of Tax
Appeals; to provide for appeals
from valuations imposed by the
City Tax Assessor to the Board of
Tax Appeals; to authorize the

the Mayor and Council of the
City of Athens shall have the au
thority to prescribe by ordinance
a method for casting absentee bal
lots by qualified voters of the City
of Athens in any primary or gen
eral election conducted by the
Mayor and Council of the City of
Athens, and the conditions under
which such absentee ballotts may
be cast and counted. .
3. An Amendment to the Char
ter of the Mayor and Council of
the City of Athens to amend an
Act entitled “An Act to amend
the Charter 'of the Town of Ath
ens and the various acts amenda
tory thereof,”” approved August
14, 1872, and the several acts
amendatory thereof, so as to pro
vide that in all primary and gen
eral elections conducted by the
Mayor and Council of the City of
Athens the polls shall be opened
at seven o'clock in the forenoon
and closed at six o’clock in the
afternoon.
4. An Amendment to the Char
ter of the Mayor and Council of
the City of Athens to amend an
Act entitled, “An Act to amend
the charter of the Town of Athens
and the various acts amendatory
thereof,” approved August 24,
1872, and the several acts amend
atory thereof, so as to provide that
the present term of office of the
Recorder of the City of Athens
shall continue until the 31st day
of December 1953; so as to provide
that thereafter the term of office
of the Recorder shall be for four
years; and so as to provide for the
election of the Recorder at the
same time and under the same
rules and regulations as govern
the election of council at the elec
tion for members of council next
preceding the expiration of the
term of office of the Recorder.
5. An Amendment to the Char
ter of the Mayor and Council of
the City of Athens, to Amend an
Act entitled, “An Act to amend
the charter of the Town of Athens
and the various acts amendatory
thereof, so as to provide that the
present term of office of the City
Attorney of Athens shall continue |
until the last day of December!
1953; and so as to provide that
thereafter the City Attorney of
the City of Athens shall be elected
by he Council annually for a term
of one year.
