ELECTOR BILL FOR VOTERS

ATLANTA, Feb, 21 — (AP) —
Now that Governor “Talmadge’s
controversial presidential electors
bill is the law of the land, Mr. and
Mrs. Average voter may be won
dering how it affects their place
| in the electoral processes.
! Generally it means that the
average voter in Georgla, who has
never had any direct ballot box
role in the nomination of candi
| dates for president, has lost most
| of the ilndirect voice he had in
electing presidents in the general
elections.
To see how that comes about,
{calls for a review of the state’s
| electoral processes. Since Geor
gia is predominantly Democratic,
only that party’s setup need be
considered. ¢ .
At the basic level are the Coun
ty Democratic committees. Mem
bers of the county commiitees are
elected—usually by a write-in
vote.
The county committees select
delegates to the state convention.
| But since the Governor actually is
the state party leader, delegates
favorable to the Governor or Gov
ernor-elect almost always are
chosen.
The State Convention then se
lects the State Executive Commit
tee. And with solid delegate sup
port, the Governor actually is the
one who names members of the
Executive Committee.
Hand-Picked Group
This carefully handpicked group
has the authority to choose dele
% gates to the national convention—
|and can be relied on to select
delegates of the Governor’s choice.

relied on to pick those who will
follow the Governor’s wishes.
Of course, in any system involv
ing so many human elements,
there are miscalculations and oc
casional defections. But there
have been no recent indications
that Governor Talmadge has not
chosen carefully and is not in
complete control of the present
State Executive Committee.
The Governor is actively in
volved in a large struggle to block
renomination of President Tru
man, or attempt to defeat him if
he is renominated. The presiden
tial electors bill was pushed
through the Georgia Legislature
to give Talmadge a weapon in that
fight.
The measure gives state execu
tive committees of political parties
authority to nominate presidential
electors; restricts the ballot next
November to the Democratic, Re
publican and States Rights parties;
prohibits the name of candidates
for President and Vice-President
from appearing on the ballot; and
gives a board composed of the
Governor, Secretary of State and
Attorney General absolute power
to settle any disputes.
The Democratic State Execu
tive Committee already had party
authority to nominate electors, but
that power is now granted by law.
The act also recognizes only
pa~tias which polled at least five
"t =% tha vote in the last
presidential election. Only the
-, «tpublicans and States
Righlers got that percentage.
Other Parties Barred
All other parties virtually are
barred by stiff petition provisions.
The kev to the aet apparently
is the prohibition against names of
any candidates for President or
'Vice-Pretident appearing on the
ballot,
Courts have held that electors
cannot be legally bound to vote
for any candidate. But, hereto
fore, names of nominees have ap
peared at the head of each ticket
and electors generally have recog
nizd a moral obligation to vote for
the candidate whose namc¢ headed
his ticket.
With no names of candidates
appearing, that moral obligation
is removed, or, at least, consid
erably weakened.
The Democratic electors on the
baliot next November will be elec
tors of the Georgia Democratic
party and under no strong obliga
tion to vote except as the Gover
nor wishes. .
.Should Mr. Truman be renomi
nated and some of his Georgia
friends attempt to get a slate of
Truman electors on the ballot,
they would run into the petition
requirements. That requires sig
natures of at least 200 registered
yoters in each of at least 100
counties,
And if there is any argument,
the vast power conferred on the

Even after the smoke of the leg
islative controversy has cleared
away, politicians are not sure
what the real effect of the Presi
dential Electors Bill will be.
Some think it will be used as a
club in the Democratic National
Convention., There Talmadge
could hold it as a threat to with
hold Georgia’s electoral vote if
Mr. Truman is renominated.
Together with other southern
groups, Talmadge may attempt in
that manner to force nomination
of a compromise candidate accep
table to the South.
~ If Mr, Truman is renominated
‘and the election is close, the
Southern states, if enough would
'go along, might cast their elec
‘toral votes for a third candidate.
If enough Southern electoral
yotes were so cast to insure that
‘neither the Democratic nor the
Republican nominee received a
majority, the issue would be
‘thrown into the House of Repre
sentatives, where each state would
have one vote and could cast it for
one of the three men receiving the
highest number of electorial votes,

NEW YORK, Feb, 21—(AP)_
l Relics of a one-time country lay,.
ver sold for $185,253 here Tues
day.
The lawyer was Abraham Lin.
coln. The 392 relics were among
842 items in the famed Lincoln
collection of the late Oliver R.
Barrett of Chicago, on auction sale
yesterday and today at Parke-Ber
net galleries,
The sales told the story of Lin
coln the man, troubled by self
doubts, quick in wit, rich in pro
phesy.
“How miserably things seem
arranged in this world,” he wrote.
“If we have no friends, we have
no pleasure; it we have them, we
are soon to lose them .. .”
He wrote these words to his
intimate friend, Joshua Fry Speed.
For this letter and 13 others to
| :&ud, the Barrett Lincoln collec
‘tion fund paid s3s,ooo—the high
est price ever paid for a collection
of &ncoln letters. They will pe
given to the Illinois State Histori

Lincoln’s own record of the
