Unpaid Taxes Hurt French
Economy; Hit By Gold Shortage

PARIS—(NEA)—If the French|
government could make people
pay their taxes, revenue would
exceed expenditure, If they would
turn over to it their holdings of
gold and gold currencies there
would be no trouble about paying
off debts incurred abroad.
Against the less than 500 tons
of gold that constitute the official
national reserve, there are at least
2000, probably 3000 and possibly
4000 tons owned by French citi
zens,
What taxes citizens should pay
-but don't—is the equivalent of
at least one billion, probably twol
b.llion and possibly three billion |
dollars a year. ‘
Within two months recently,
two governments bit the dust be- l
cause Parliament refused to step
up taxes in order to make the |
1952 budget balance, A third, now
in office, pronounced ils aim to
collect existing taxes instead of |
raising tax rates, Estimates of tax !
evasion run from 20 to 50 per
cent. The budget deficit would be
more than covered if just 20 per
gent could be collected.

But it probably can't be, for just
the same reason as the two or |
three thousand tons of hoarded
gold can't be gotten into the com
modious, nearly-empty, all-steel
vaults of the national bank.
One shrewd Parisian put it this |
way:
“Almost every citizen of France
18 convinced that the government
is certain to lose or waste a good I
part of any gold or francs he may i
surrender into its keeping.
“Therefore he says to himself:
“The less surrendered, the bet
tert'” ;
Seeing what has been happen- |
ing to the national currency for
almost 40 years past, it is only
natural that the French citizen
should hold onto his gold and
evade his taxes. {
The government, after trying in
vain to extort his gold, finally
made it legal for him to buy and
sell and hold it. It has now begun
to make it legal for him to evade
his taxes in full because they have
become exaggerated, inequitable
and complicated to the point of
confusion.

The fiscal system developed |
these three defects by reason of’
the French genius for dodging
taxes and successive short-lived |
governments’ need of getting in
more money as quickly as possible
by any and every means. So one
tax was piled on top of another
and rates of taxation constantly
raised.. :
Income taxes, introduced into
France less than 50 years ago and
never a success, proved slower and
ower to react to incessantly ris
prices and harder and harder
to collect as their rates were
raised. Of all state revenue, they
never nro@u«&gou than 26 per
cent and now produce 23 per
cent. Where they are paid in full
it is by the salary-earners, who
represent 60 per cent of all income
declarations. : :
Businesg contributes only 20 per
cent and agriculture a mere 1.3
per cent. ‘
In 1950 just 80,000 farmers paid
income tax on profits averaging
less than $650, while the 640,000
businessmen liable to tax on in
dustrial and commercial profits
declared an average of less than
‘slsoo, the majority of them being
taxed exofficio as having earned
less than SIOOO. Of course the pro
gress of inflation brought pay
ment in francs of less and less
purchasing value.
Disappointment over the yield
of direct taxation®* made France
rely more and more on indirect

But there is evasion there also.
These . turnover taxes amount
sometimes to 20 per cent of the
cost of a product, and naturally
they rise. Thus the temptation is
to make out bills for less than real
values, the balance passing in
cash. The estimated tax loss is
hundreds of millions of dollars a
year,
Another defect in indirect taxa
tion is its multiplicity. For in
stance, 14 taxes fall on coffee on
its way from the plantation to the
consumer. Another, still more
serious, is that the more rates are
raised the more prices rise,

The taxpayeér has another griev
ance. Only 64 per cent of all pub
lic revenue comes from national
taxes, In addition, 26 per cent
represents ‘“parafiscal” charges,
such as social insurance, and 10
per cent local taxes. The Ministry
of Finance estimates that ‘“fiscal
and parafiscal pressure” absorbed
38 percent of the national income
in 1951, -against 28 per cent in
U. S.A. and 40 per cent in Great
Britain.
Parliament’s recent revolt
against higher taxation makes
some sense. What is wanted is
simplifacation of taxes, more
equitable incidence, more moder
ate rates, and, last but not least,
something like stability of the
currency. ;
An authority on taxation sug
gested the other day in the most
serious of Paris dailies that fi3cal
injustice may be today greater
than in 1789, when fiscal injustice
bred the Revolution. Like the
franc the fiscal system is tottering,
