More and more diplomats in this
part of the world are expressing
the opinion that the people of the
west must recognize as a fact that
the Stalinists are strong, that they
are organized, that they consitute

In the military field, much has
| been done already, and there is
| auch more to be done. But even
there is a noticeable rise in con
fidence in western Europe. It the
showdown should come, say mili
tary men, the west could give a
good account of itself 2long the
Rhine while its air power raced
into action,
But how about the propaganda
field?
Communist propaganda every
where has been on the offensive,
It has been successful in many
instances. The technique of the big
lie, learned from Joseph Goeb-‘
bels, is being used to an extent
Goebbels never dreamed of.
Appeals to self interest are care
fully launched and have brought
results. The international economic
conference in Moscow, just ended,
served the Kremlin well. Moscow's
bait of profits has been a strong
lure. Moscow has looked at all
score points in the west and pro
mised relief. Is there a slump in
Britain’s textile industry? Moscow
indicates she will buy textiles. Is
there unemployment in Italy?
Moscow indicates full scale trade
with the east will ease that,
Aggressive Propaganda
Moscow’s performance never
matches her propaganda. But the
propaganda is aggressive, Where
ever there is discontent, whereever
there is human misery, wherever
there is fear or suffering or hune
ger, the agents of Moscow are ace
tive. They are schooled in capital=
izing on human ills, trained to turn
despair into a bloody political wea
pon, intent on answering prayers
for deliverance with the shackles
of dictatorship.
Can the west seize and hold the
propoganda offensive?
There are some concrete pro
posals at hand, and some concrete
action designed to snatch the ini
tiation from the Communists.
The International Confederation
of Free Trade Unions (ICFTU),
the Western Workers’ answer to
the Communist World Federation
of Trade Unions (WFTU), is rea
dying a full blast campaign which |
will take the issue of freedom or
slavery directly into the factorie:{
and to mass groups throughout
Europe and the middle east. |
An international organization
of counter-propaganda has grown'
up from the efforts of one French
man, Jean-Paul David, to catch
Moscow off base.
Effective Programs
Radio Free Europe and RIAS
the American radio in Berlin, have"
highly effective programs.

suggesting a general allied council

The ICFTU eampaign will

grass roots levels.

not words.” The ICFTU'S leaders
are conviced most Communists in

tion, not from political conviction.
The program is not confined to
Europe and the middle east, but
eventually would reach out into
Asia and Africa, Training schools
on a permanent basis are envis
ioned, to carry the word of the
west’s ideals of organized labor,
the story of collective bargaining
in the west, the prospects of shar
ing in the proceeds of a healthy
economy.,
- Another positive movement has |
been started in France. As an in
ternational movement it is still its
infancy, but it is growing. It has
emerged from the “Paix et liberte”
(peace and freedom) campaign
organized by businessman Jean-
Paul David in Paris to needle the
Communists at every turn.
Its success can be gauged from
‘the violent Communist reaction
to it. It is now entering the inter=
national field, with a council al
ready in being, and is expected
