' Atlanta, Ga., Augusta 30.—Mr. "Whittaker, of Troup, introduced a Jbill in the house this morning “ to require, the railroad commission of this state to regulate rates of freight and passenger tariff upon railroads that have been con solidated by lease, purchase or other wise, in violation of article 4, section 2, paragraph 4 of the constitution of tire State, upon such a basis as will protect the public in the premises, to prescribe said basis, and for other purposes.”, The “city of Demorest” is applying for a charter which has some new fea tures in it, at least new to Georgia- It is a brand new little mining town up in Habersham, and to preserve its municipal purity it wants to give to its women the right tu vote, bear arms and hold such offices as they may get. It wants woman’s suffrage. The charter applied for provides that any person, male or female, of the age of 21, and having lived in “ Demorest ” six months may vote at all elections held by authority ef said city . All persons, male or female, 21 years of age, who have lived in thirty days of Demorest shall be eligible to-office. Everything else about Demorest is to be like other cities. The State Chemist must come to At lanta from Athens and make his head quarters with the department of agri culture here. That is the decision of -Commissioner llenderso:.. It appears that not long ago Repre sentative Humphries,of Sc riven county, sent a sample of guano to Atheus to be analyzed. It is said that Mr. Humphries did not think an analysis had been made. As a consequence another analyses were made by Profs. McCandless and Pratt. Still other investigations were made, and the Commissioner decided to have the offiee of the State Chemist removed to Atlanta. It is not likely Professor White will be willing to leave Athens, and a new' State Chemist is a possibility. Prof. White is not in Georgia at this time. House. A Senate bill to provide for the sclee- lection,"introduction and use of a uni form series of school books in the com mon schools of the State. Passed. The bill provides that a uniform se ries of text books shall be used for a period of fifteen years. BILLS OX MUST READING. By Johnson, of Campbell—To revive the office of State Geologist and to pro vide for a geological, mineralogical, and physical survey of the State of Georgia. The Senate. The reading of the journal having been dispensed with, Senator McCarty moved that the action of the Senate in agreeing to Mr. Lyle’s amendment to the hill to extend the corporate limits of Jefferson be reconsidered. This amendment provides that the limtsiof the town shall not he extended unless a majority of the voters who re side in the territory which the .bill seeks to embrace withih the limits shall en dorse the change at the ballot hex. Senator Lyle moved to table. This motion w as lost and that of Senator Mc Carty prevailed. and three tons of postal cards a day all the year round. Mrs. Donnelly was uuder the influ ence of liquor wiien she is said to have attacked Mrs. Hamilton and was knifed in consequence. She has been accus tomed to indulging more or'jless in drink and her forced abstainence from it now has not improved,her temper. At fre- qujnt- intervals she has fits of violent ex citemeut, when she raves incessantly at her assailant. May’s Landing, where the Atlantic county jail is situated, is eighteen miles from’here. When Mrs. Hamilton was taken there on Tuesday she was placed in jail, but she was not locked in a cell. She was permitted to walk up and down the stone corridor in front of the iron- bound cells until the officials who had accoupanied-her had left. The unhap py woman’s mental condition at this time seemed to b-» worse than when she was locked up after her murderous as sault on her nurse, and the jai- officials feared that if she were confined in a cell alone she might make an attempt on her life. In the iron -barred door which separates the sheriff’s house from the corridor is a 1-ttle peep hole, and through this one of the officials watched her closely for nearly half an hour. She walked up and down steadily like a caged panther, sometimes wringing her hands and sometimes covering her face with them. Mr. Hamilton visited his wife in the morning. He was accompanied by his lawyer, Samuel L. Perry, and by Coun ty Clerk Evans. He urged the sheriff to permit him to see his wife alone, and his request was granted. He wms taken up to her room.
