make the English’ war loan availa
ble for investment in India and thus
open up the great accumuiation of
hoarded capital in that country. In
dia is a great reservoir of hidden
gold and silver. Vast quantities oft
gold to India from England, but very
little ever comes out. The late Lord
Rothschild, who made a long study
of Indian finances, told a parliamen
tary committee that not a single one
of the thousands of smooth gold
bars sent to India had ever copte
back. He declared that a huge
amount of money was locked up in
the country which ought to be tapped
and diverted to useful purposes.
In recent years there has been
considerable flow of Indian capital
into industrial enterprises and into
internal loans there, but the flow re
mains small compared with the sf
tuai reserves.
In order to coax these out through
the medium of the British loan, the
people would have to be enabled to
participate in the simplest possible
way, and the idea would have to be
explained and made popular. The
Times declares that the only obsta
cle is the income tax, for Indian in
vestors would apparently be required
to pay this tax on their loan hold
ings twice over—both in India and
in England.

CARRYING OUT OLD PACT
Columbia, Mo„ July 23.—Twenty-
three years ago H. S. Jewell, publish
er of the Springfield, Mo., Leader,
and T. D. Taylor, advertising mana
ger of the New York Times, wpre
employed on a Kansas City newspa
per. Each had an infant son. They
made an agreement that when their
sons finished college, provided the
youths intended to go into the news
paper business, they would “trade
sons” for a year.
At the meeting of the Associated
Advertising clubs in Chicago recent
ly the college dailies organized as a
division of the associated clubs. Two
of the college papers’ representatives
were Wallace Taylor, business mana
ger of the Columbia University Spec
tator, and John W. Jewell, business
manager of the University Missour
ian, of the University of Missouri.
At the close of the convention
young Taylor went to Springfield to
in come an employe of H. S. Jewell,
and in September young Jewell will
go to New York to become an em
ploye of the Times, in fulfillment of
the pledge.

Hand, Jr., W. I. Hand and Carroll
Hurst are young men of Pelham who
have completed an autb trip to Cali
fornia in less than thirty days. Ac
cording to the route traveled by the
young men the distance was a little
over 4,000 miles. They are said to
have had only two punctures on the
way and a most delightful trip. They
visited many of the most noted
points of interest in the west on their
way to California.

From the Athens Chamber of Com
merce as representatives to the state
wide meeting in the interests of agri
culture to be held at Savannah to
morrow, will go Mr. John J. Wilkins
and Mr. James W. Morton. The for
mer is a prominent banker of our city
and the latter a very prosperous farm
er of our county. Both arc members
of the chamber of commerce.
These two were yesterda ynamed
by President Flanigen to represent
the local chamber at the meeting in
Savannah and they left this afternoon
to attend the meeting. Governor Har
ris and the members of teh legisla
ture will be present at the convention
and a program of speeches has been
arranged. Hon. J. D. Price, commis
sioner of agriculture, is on the pro
gram,
