EDUCATION IS TO
BE ON NEW BASIS AS

Washington, December 12.—Devel
opment of arid, swamp and cut-over
lands to provide farms for returning
soldiers, and improvement of the
public school system to provide for
Americanization of foreign-born citi
zens, and the education of illiterate
mountain white populations and ne
groes, are two big reconstruction
problems, Secretary of the Interior
Lane says in his annual report made
public today. Schools, he added,
shouid lay more emphasis on teach
ing trade.
Of immediate importance is the
proposal that the government syste-
matically go about the work of pro
viding work for soldiers on existing
irrigation projects in the west. Later,
Secretary Lane suggested, more ex
tensive reclamation of waste ianu
should be put under way, and smali
farms sold to soldiers by the govern
ment on long-term payment plan.
Mr. Lane outlined in detail his pro
posed methods of carrying out this
program, which he characterized as
part of the “looking ahead work" of
the nation.
Referring to the returning sol
diers, he said:
“Being American and being young,
they will not ask or expect pensions.
They will want work. They will
want if possible, a chance for a
home of their own."
By systematic government devel
opment of idle land9, said Mr* Lane,
there will be provided immediate,
jobs for these men, labor markets
will be protected against 'possible
collapse by being swamped with a
surplus of labor, re-established in
dustries will be supplied with an im
mediate demand for their products,
the movement of population to cities
is offering to each man 160 acres of
land and $2,500 with which to im
prove it. Surely the United States,
which has escaped with so slight a
comparative loss in life, will not do
less.
“There can be no surer insurance
for the nation than to put its men
upon the soil, and there can be no
wiser investment that a nation can
make than to add to its territory by
taking from desert and waters and
desolation land that is now useless."
Mr. Lane declared that In the
United states there are more than
200,000,000 acres of waste land which
can be made into farms.
Appropriations of only a few mil
lions are needed to start, said the
secretary. A bill for this puipose
already is pending in congress, and
President Wilson endorsed some leg
islation of the kind in his address at
the opening of the present session.
The development need not be con
fined to states containing govern
ment land, said Mr. Lane, citing
cases of large unused tracts near
eastern cities which would supply
markets with farm produce.
Turning to the question of provid
ing fuller, edneation through the
public schools, particularly for the
foreign-born, Secretary Lane said? *
“Our war experience has taught
us, among many things, the value of
a strong national spirit, the vital im
portance of national ideals, the im
potence of ignorance, the dependence
of this modem world upon skilled
men and organizing ability, the neea
for and the possibilities that lie in
the extension of cooperative effort
of all kinds. —
“There can be neither national
unity in ideals or in purpose unless
there is some common method of
communication through which may
be conveyed the thought of the na
tion. All Americans must be taught
to read and write arid think Ih: one
language; this is, a primary condition
to that growth which all nations ex
pect of us arid which We demand of
ourselvds.”
The educational problem extends
beyond the state to the federal gov
ernment, Mr. Lane said, adding that

great numbers of fine hogs that will
be ready to put on the market this
winter. H. M. Thornhill, a well-
known Atlanta business man who
has just returned from on extensive
tour of the state, was particularly
impressed with what he saw in
south Georgia, where' the slogan of
“hog and hominy” is heard on every
hand.

raising industry has alway been hog
cholera, but this now promises to bo
solved in the near future, according
to Mr. Thornhill, who is very much
interested in the money-making pos
sibilities of the industry, and who
has himself perfected a hog cholera
preventive and cure that produced
remarkable results in a large num
ber of cases where he gave it a thor
ough trial under his own personal
supervision.
Elimination of hog cholera will re
move the final obstacle in the way of
the building of a great new indus
try in Georgia, and all of the agen
cies of the state ore now bending
their efforts in this direction. Mr.
Thornhill anticipates no further dif.
