PARIS — (By the Associated
Press) — The new French repara
tion plan, ready for submission to
the reparations commission Mon
day, provides for a German domes
tic loan of three billion gold marks
guaranteed by the Reich’s lead
ing industralists.
With the exception of 500,000,-
000 gold marks which would be
used in stabilizing the currency,
proceeds of the proposed plan
would be paid on the Allied repara
tion account. The guarantees de
manded by France are practically
the same as she now holds. Pre
mier Poincaire, Louis Bdrthou
and i^he other French experts,
make their proposals contingent
upon the withdrawal of all resis-
tence to France’s Ruhr policy or
to allied action ln» other territories
occupied under the Versailles
treaty. .
In commencing upon the fact
that the plan provides for no
moratorium, French officials point
out that a two year delay would
be considered if Germany agrees
to submit to the co-oercive meas
ures permitted by <6he treaty. As
the matter now stands, it ^ujd
there is little use in offering a
moratorium if the German govern
ment refuses to recognize the
treaky that imposes the payments.

Press)—Expulsion of the Jews was
openly advocated at a demonstra
tion held Sunday before the city
hall. Speakers asserted that efforts
to regenerate the German people
would not succeed until the Jews
were ousted from the dominant po
sitions in oconomic life, art, stage
and press. A heavy police guard
was-present and only a few/ minor
collisions occurred.
