The legislature of Texas, just before its recent adjournment,puss- , cd a bill directing the superintend ent of the state’s conviet farms to J receive from the United States gov- ; ernment the money collectible un der the sugar bounty law, about ’ 1,000,000 pounds of sugar being* annually produced on those farms. This bill Governor Hogg has vetoed • and now gives his reasons for do ing so in an open letter addressed to the public. It is an interesting letter, in which very vigorous lan 5 guage is used. In the first place,Governor Hogg says, congress was guilty .of a usurpation of power when it pass ed the law and Texas would be particeps criminis if she consented to receive any partof themoney dis- , tribute under it. In the second , place, she would derogate from her . dignity as a sovereign state if she ‘ accepted it.
