By anew breach cf fblrmn
treaties the Ligurian Republic
has been united to France.
This union initlelf, the circum
stances which accompanied it,
the means which were used to
hurry the execution, the mo
•ment that was chosen for its ex
ecution, have formed a tout en
semble which would mark the
last limits ofthe iacrifices which
his Majesty at the request of
Great Britain meant to make to
re-eftablilh peace in Europe.
Hi* Imperial Majesty ihould
certainly not have narrowed his
•Cervices and facnfices to those
limits, if the French govern
ment had inspired hopes that
they would rcipedt those ties
which unite lociety, and which
create confidence between civi
lized nations. Surely it is inv
poffible to believe that Bona
parte was ft nee re when he expe
tilted the pafies for peace—as he
hurried on measures between
the time that mud from
the fending off the pafTports till
the time that the undersigned
could reach Paris, which were
far from facilitating measures
lor peace ; but which were of a
nature to annul the foundation
thereof.
Vv hile the undersigned brings
to the memory of the ftace, and
cabinet mmifter, Baron Von
Hardenberg, facls, which are
well known to the cabinet of
his Pruflian Majesty, he must at
the lame time, notify to him,
that he has just; now’ received
the command to return the paft
ports, which go herewith, and
to request your excellency to
fend them back to the French
government, with the declara
tion that they cannot be used
under present circumstances.
The undersigned takes this
opportunity to renew to your
excellency, afturances of his high
esteem. *
