Would it be his policy to pull down an ancient snd established power, merely to augment the force of one still more formidable, and whole views are hostile to every estab lished government ? PruiTla may indeed, wish the continuance of peace, and to take advantage of her influence with France upon every petty occafipn; but ihe never can, while in her sober senses, wish to fee the aggran dizement of Bonaparte carried further than it exfids at prefenr. Let France vanquish Rufila, Austria and Sweden, in the pre sent contefd, and what is to be come hereafter of Prufira ? If any- power on the continent ought to with to fee the balance of Europe placed upon its anci ent footing, that power is Prof it a. Though it is dlflacult to ans wer for the conduct of States men and Potentates, or to afiert that it will always be guided by ueafon and found policy, yet vve think it highly probable that, in the expected contefd, Prufiia and perhaps Denmark, will maintain their neutrality. In that case we cannot entertain a doubt but that RufTia, Austria, Sweden and Great-Britain, will prove an overmatch for France. Great as the military force of that nation may be admitted to be, fdill her population has been greatly exhausted by the pre ceding war, her finances arc ficarcely equal to the enterpnfes of moment —the ft dr it of her troops, we will venture to pre dict, will not be found what it was under the revolutionary re gime ; and fire has 101 l her befd generals, either in the mad ex pedition to St. Domingo, or by the caprice and jcaloufy of her present ruler. Though we lament that: the occasion was iofl (we are not informed why) of making as sig nal a deflru&ion of the navy of France, ofFFerrol, as at Abou kir, (till we cannot regard her j maritime force as formidable. She has indeed collected a great er number of fliips than we could have expected, but fdiips will not effect great achieve ments, unless manned with he roes and commanded by persons expert in their profefiion. This Is not the case, and Villeneuve knew it, when, with a very su perior force, lie ran awav from Lord Nell’on. We, therefore, look upon he increase of the French navy (and we truid every linglifhman does) without ter ror, though certainly not without reafonahle apprelicnfion.
