A Just Tax.
The average citizen who in
vest* his money in a home, and
perhaps in a store or a manufact
uring plant, cannot, escape the
assessor and the tax collector.
His property is visible, and con
cealment and dodging are im
possible.
Such a man frequently labors
under the disadvantage of deriv
ing only a very small income
from his property, and bis taxes
become quite a burd*n. His
next door neighbor is a man rich
enough to buy him twice over
und not feel it, and yet hi* taxes
are no more than those paid by
the small fannet, trader or man
ufacturer whose situation we
have described. The rich citizen
gets off wit it light taxes because
most of bis wealth is in non-lnx-
able bonds and securities easily
held back from the tax ollielitis.

that of tho owner of visible prop
erty, and bis burdens are i<ss.
This is all wrong. Our system
of taxation should reach the citi
zen* with the big incomes. Fuir-
miuded statesnun, from Jefl'cr-
son down, have advocated a
graded income tax as a fair and
it just tax. Wo need it in this
country, where t ho masses
through the tariff', pensions and
ordinary tux** have been drained
of one-third of their cash every
year.
The new administration is
pledged to a policy of tariff' ■tttd
financial reform, and by imposing
a graded income tax it will tint!
it till the more practicable to re
duce the tariff’ to n revenue basis.
When we cut down the receipts
uow derived from a protective
tariff 1 we must get the revenue need
cd from some other source. Why
not get it from an income tax, as
is dole in many other countries?
It is just, and right that the citi
zens with large incomes should
pay their proportion of the ex
pense* of the government. They
urc benefited by the machinery of
government to u greater extent
than the other class. The army,
militia, courts and other expens
ive branches of tire public service
are mainly occupied in pintcct-
ing the rights and the properly
of people with large incomes, and
tho beneficiaries should pay their
proportionate share of the ex
pense, and not saddle it upon the
masses.
This is the viow the people
take of the matter, and it is un
answerable. A graded income
tax is a sound democratic idea.

ence most miserable.
The day of inhuman treatment
of common prisoners is past, and
wo should not presume to punish
until the prisoner has been prov en
guilty of punishable crime.
Incarceration in such it jail as
White county lias, is cruel in the

demonstrated by the numerous
jail deliveries from its historic I
