Remedy The Defects.
Tlui public school laws of Goor-
giimd stand badly in need of re
vision.
This laws wo have now, probably
did good service, and encouraged
our educational progress for the
first live years after they were
written, but with the advance
ment which has boon made within
the last few years, there is a cry
ing need for the revision of these
laws.
In the fust, place the standard
of-ytapilremonts, in order to bo-
cothjf’n teacher should now he
raised higher. There are plenty
of teaehors who can reach a high
grade, and to these only should
license he civen.
Then the pay of teachers should
be a stated salary per month, ac
cording to grade. This would
do more than any one thing to
encourage good teachers. The
hoard should then give the pref
erence in a contest, to the teacher
bolding the best certificate, and
thereby supply every school as
often as possible, with a first
grade teacher. This would eie-
courhgu teachers to prepare them
selves fov their duties, and insure
then! fair returns for their work.
As it is, wo remember an exam
ine in a neighboring county, where
t \\ o sisters are teaching which
sectns to illustrate a sad defect in
the law. Olio holds a hist grade
certificate, and the other a third
grit jo. The one who lias the first
g.iitte Oertiticato has a school of
twenty, and her sister inferior in
every respect as a teacher, has
eighty pupils. This is not right.
It, is direct encouragement to
modiocrity. Another point, and
wo believe the three greatest de
fects hi tlio law, will all have
been touched upon. There should
he some provision made for the
monthly, or at least ipiarteiiy
payment of teachers. A public
school teacher earns and deserves
bis pay as well and surely as the
governor, or any state house af
fair, and should bo paid just as
regularly. There is no justice in
witting a year for the monov ; it
should, and could be paid as
earned. If there is no provision
for this, our legislators should
speedily make such a one. Almost
every paper in the state, from
mountains to seaboard, is calling
attention to this latter defect, es
pecially, and when representative
11am, the “suollygoster" intro
duce;, bis bill to this ctlccl in the
next legislature, wo hope to see a
great rallying to bis support for
the passage of any progressive
measure.
A Season ol Good Cheer.
There isa welcome for October
everywhere; from the cities that
thrill with new life, to the fair
and fiu tiul fields, rich with gol
den harvests, ll is a month of
good cheer, a rewarder of toil,
the fulfillment of the promise of
the year.
Nature has donned her loveli
est robes; an unseen artist has
touched with deft fingers every
tree and (lower, and banners of
silver and gold wave welcome
from field forest, and there is still
song in the woodlands, for au
tumn has her minstrels, that make
the days melodious.
It is a good time—“fall time”
in Georgia. It bus its practical
as well as poetical side. Instead
of being the prelude to the “dye
ing” year, it. inaugurates a great
revival of life, among the people;
returning trade enlivens the
cities; the storehouses of the far
mers arc piled with ahundcnl
harvests; the mill wheels move
once more, and the whole coun
try shales la the blessings of the
gracious season.
Here, in Georgia, we are rich
in Octobers cheer; we have passed
through a trying season ; but the
worst is over now, and we have
more to thank God for than we
have to lament. The fires are
blazing in our homes; in the out
side world the prospects brighten
for us, and as there was strength
for the trials of Iho past, there is
hope for t he future.
The “dying” year is the living
year ill Georgia, and wo repeat ;
There is a welcome for it every

An Alliance Talk
Ed. Phooiikhm:—It lias long
been my purpose to ask space in
your columns for a short talk
with the brethren. The writer is
a member ot the Alliance, hut 1
am doubtful as to his good stan
ding, as it seems now that unless
wo allow our leaders and bosses
to put on whatever polit ical yoke
they think host, wo soon loose
favor with the majority of the
bietliren.
Now, I do not propose that any
one shall dictate to me how Ishall
vote, and they may read me out
of the alliance if they want to,
hut it will not change me. I
should lose nothing anyway by
being suspended or expelled
from that body, as I have been
forced to believe (hat the alliance
which promised so well at the be
ginning, has now been prostitu
ted into it political machine
purely, for the manufacture of
ofiieo holders.
1 am a democrat, and expect to
remain so in principle. The
name may change, hut the princi
ple will remain, and I do not
propcso to turn my hack on a
party that is, and has been ever
since the war, doing its very host
for the common class of people. I
hold it a cowardly tiling todo, to
desert because the side wo were
own were unable to accomplish
all it desired. 1 propose to stay
in the ranks and mrongthon it,
instead of pulling off and weak
ening it, as the Peoples party has
done. The alliance was the
wedge that split off the Peoples
party from the democracy, and
in that alone 1 hold that it did us
great harm.
The hope of the south lies in a
solid democracy, and 1 for one do
not propose to desert the ranks
just because bullets lly thick.
The alliance was all right
enough before it got to dabbling
into politics, then it did every
body in it, or connected with it,
harm. The leaders were rotten,
and are no better to-day. Every
leader of the alliance in White
county, has his eye on some office,
and he expects to ride in on tile
alliance bicycle. 1 predict they
one and all got loft.

the house of Marion U. Smith was
destroyed by lire in the eastern
portion of this county, supposed
to he the work of an incendiary.

in that community of the fact,
that they brought the matter be
fore Governor Northern some time
afterwards, who offered a reward

who committed the deed.
Since then many of the citizen-
