tion bill.
In tho sennto, Wednesday, Mr.
Ohundlor offered n resolution, which
went over, instructing the senate oom-
mitteo appointed to investigate the
charges of bribery against senators to
inquire into the facts connected with
tho organization aud history of tho
Dominion Coni Company, of Nova
Scotia, for the purpose of ascertaining
whether such company was formed or
is Doing conducted by reason of any
assurance that the tariff duty on coal
shall be repealed by aongress, nud if
bo to ascertain who gave such assur
ances, whether or not any officer of
the government, or any member of
congress is or was interested in such
company, nud whnt notion, if any, has
been taken by any person in fulllll-
uiont of such assurauoos.
The conference report on tho dis
trict of Columbia appropriation bill
was presented in the senate Thursday
aud nggroed to. Tho house anti-
option Dill was reported from tho com
mittee on agriculture, and placed on
the eulendar. Mr. ltill, from thocom-
mitteu on immigration, reported buck
the house bill for the inspection of
immigrants by United States counsels,
with a substitute which is aimed
at tho exclusion of anarchists.
He else presented eomiuuniontiens on
the subject from tho secretaries of
state and tho treasury. Those were
ordered printed nud the Dill went to
the calendar. Mr. l’effer presented a
petition from representatives of the
“United States Industrial Army,"
now encamped near Washington, ask
ing for “immediate work, immediate
employment on public works at fair
wagon, or national assistance to supply
their own wants by co-operative in
dustry.”
The last of the appropriation bills,
the general deficiency, passed the sen
ate Friday aud will now go to a con
ference, in which the disagreeing votes
of tho two houses will be reconciled
aud adjusted. Seven tint of the four
teen appropriation bills have already
become law through the signature of
the president. These are the fortifi
cations, the pensions, tho military
academy, the naval academy, the past-
oftieo, the diplomatic and the legisla
tive. The other seven are some of
them in the president's hands awaiting
approval and the remainder in confer
ence. The house lulls for the adiuis
sion of the territories of Now Mexico
nud Arizona as states were reported
from the committee on territories aud

river and harbor bill. It was discov
ered, however, that technical errors
had crept into tho roporl, or into tho
bill, nnd that it won necessary to seDd
tlio wholo matter lmek to the confer
ence committee; nnd so tho report wns
withdrawn for that purpose. The ab
sence of any important business press
ing for action furnishod an opportunity,
tho first time this session, of tuking
up the calendar and disposing of all
private pension bills on it. Tbero
was ouo rather important bill passed,
with very little discussiun and with

royalty. The emperor has freely ex
pressed his anger at tho viceroy’s hav
ing allowed Japan to get ahuad of
China in preparing for war.
After 1,244 ballots for the nomina
tion of a candidate, the congressional
convention at Corsicana, Texas, ad
journed nt noon Friday to meet at
Dallas on August 21 at. From start to
finish tho vote stood: Rurke, 87;
Poindexter, 82; Abbot 12; Hardy, 10.
Tho adoption of a 10 to 1 silver resolu
tion by the convention created some
indignation among tho Cleveland peo

denouncing their delegation for voting

from Tieu-Tsin, dated August 2d,
I I : 10 n. m., says: "The preamble of
an imperial edict just issued recites
Chinn's claims in Corea, its hundreds
of years suzerainty of Unit country
and tho constant assistance it has ren
dered the vassal king to subdue rebel
lions. China, it continues, recently
sent forces to Corea with this object
in view. Japan, without the right,
also sent troops and refused to with
draw them. Slio Ioih further, sunk a
transport carrying Chinese soldiers,
and her action has been condemned
by other powers.
"The emperor places all the mili
tary authorities under Viceroy Li
Hung Chang, who will protect the
rights of tho empire. He also orders
the capture and destruction of Japa
nese ships wherever found."
Another dispatch to The /inn s from
Tieu-Tsin says that thirteen Japauese
were forcibly taken by tho Chinese
from on board the British steamer
Chun King. They were at once re
turned to that vessel upon tho order of
(he viceroy, who issued such instruc
tions the moment he was informed of
the incident. The viceroy also sent
an apology to the Hritith consul, and
ordered the punishment of those re
sponsible for the removal of the Jap
anese from the ship.

Saturday morning n mixed train on
tiie Florida Southern railway plunged
into a lime sink near Rochelle.
Tho engine and two ears are at tho
bottom of the sink, completely wreck
ed. Engineer Riuupancr and Conduc
tor Carpenter were seriously injured.
Sinks are of frequent occurrence on
tins road. A track walker passed over
the spot where the accident occurred
an hour before the train was due and
found everything all right. The track
was swallowed up for sixty feet. Tho
sink is about forty feet deep.
The Strike Declared Off.
At a meeting iu Chicago of the gen
eral strike committee ol the American
Railway Union it was decided to declare
the great strike off in Chicago. This
does not include tho Chicago and East
ern Ilbuoisnor the Santa Fc,where the
men have voted to continue the strike
to settle local grievances nud where
they think they-have n fair show of
w inning.
The Question of Ivory.
The ivory question is important, be
cause ivory is the wealth of tho slavo
trader far moro than are his slaves.
Ivory is now found almost exclusively
iu tho Congo state. The elephant is
exterminated in Uganda nnd in Nynsa-
laml. Some 500 tons of ivory reach
London yearly, but tho supply is de
creasing. It is estimated that 75,000
elephants are being killed every year,
and if this is trno even tho Congo
herds cannot long survivo such
slaughter.
It is generally agreed that as tho
she elephant has only one calf every
two or three yosrs tho destruction is
going on much faster than tho breed
ing. Meanwhilo it is to be remem
bered that ivory is essentially a slave

land of Tippu Tib. Tho sale of arms
