ed the senate ou the Wolcott rosolu-
lion. Fie argued that it was meaning
less and could effect nothing. It
would not receivo executive approval
even if it went through congress. Ho
said the repeal of the Sherman law was
notice to the world that tho United
States would no longer bo the patient
ass to hoar the burden of silver. At
12 o’clock, tho hour of unfinished bus
iness arrived and a sharp controversy
nriiso ns to tho precedence of various
bills. Tho Wolcott resolution, undor
the rules, wont to tho calendar. Mr.
Gorman appealed to senators to stop
llio fruitless discussion on tho pending
Wolcott resolution, and to tako up tho
appropriation hills which were de
manding attention, if it wss hoped to
pass them. Ho then moved to take up
tho Indian appropriation bib. Mr.
Butler, in ohnrgo of tho pooling bill,
objected, and demanded a roll call.
Tho motion prevailed—515 to 12. Tho
effect of the vote was to displace the
silver bill ns tho unfinished business,
and to Bond it back to tho calendar.
The Indian appropriation bill being
taken up Mr. Higgins continued his
interrupted speech on tho flnauoes.
There woro just sixteen senators
present when the 11 o’clock session of
the senate opened Thursday, and Mr.
Walcott, republican, of Colorado, sug
gested the absence of a quorum. Sena
tors woro hurriedly summonod and
forty-responded, two moro than tho
necessary number. Mr. Irby, demo
crat, of South Carolina, presented cre
dentials of B. R. Tillman from South
