No. 18, dated Headquarters of the Ar*
mv, March 15; 1867. the undersigned
assumes command of /bird Mil. Dist,
which comprises the States Alabama,
Georgia and Florida.
The districts of Georgia and Ala
bama remain as at constituted, and
with their present commanders, except
that the Headquarters ol the District of
Georgia will be forthwith removed to
Mill&dgevelle.
Ti.e District of Key West is hereby
merged into the District of Florida
winch will be commanded by Colonel
John f. Sprague, Seventh .0 S. Infan.
try. The Headquarters of the District
ol Florida are removed to Tallahassee,
to which place the District Commander
will transfer his Headquarters without
delay.
11. The civil officers at present in
office in Georgia, Florida and Alabama
will retain their offices until the expi
ration of their terms of service, uule *
otherwise directed in special cases, so
long as justice is impartially and laith
fully administered. It is hoped that
no necessity may aiise for the interpo*
»ilion of the military authorities in me
civil administration, and such necessi
ty can <;u!y arise from the lailure of the
civil tribunals to protect the people,
without distinction, in their rights ol
ji :rsmi and property.

M. Compton will pay 20 cents a
hundred pounds for old Bones of any and all
kinds delivered at his store, in this place. —
Here is a chance to make a speck, as bones are
very numerous around this place.
... .Surely Spring, with its birds, and blos
soms, and songs, has, at last, dawned upon us.
For the last two or three days the weath-r has
been very spring-like, wh ch seems to infuse
new life into every thing animate. We may
now reaspnab'y hope for betters times, as al!
out-door work will be resumed with renewed
vigor, and the prospect lor subsiatan e, fur both
man and beast, greatly enhanced and augment
ed, and not so much time will be spent sitting
cooped up by the fire-side studying and fretting
life away about politics. The ghost of confis
cation has haunted some of our property-loving
citizens until th y are afraid to build a chick
en coop. Now that winter’s clouds and blasts
have dispelled and left us the same bright and
cloudless horizon to warm our gloomy hearts
and cheer up our fainting s; irits, let us go to
work with renewed determination to render
ourselves worthy of life and such precious
vernal seasons.
BQk.lt will be seen that Mr. J. Walter
Pritchett proposes to open an English and
Classical School, in this place, on Monday, the
loth instant. Mr. P. is an efficient scholar,
and such a school is much needed in our vi
cinity at this time. It will be commenced
with a view to making it a permanent institu
tion of the land, and should, therefore be liber
ally patronized and encouraged.
Goss into a Territory. —We, of Bartow
County, hav gone into a Territory again.—
In order to make a respectable effort attcriito
riulization. Mr. Robert Junes, living near this
place, a few mornings since shouldered his
double-barrel shot-gun and resorted to the
(prairie) piney woods, and with.one fell stroke
brought down six wild turkeys, so wc are in
founed by respectable authority. Again on
Wednesday morning last he went out a..d
brought down another one weighing 22 pounds
gross. This last we got from strictly reliable
authority—the merchant that weighed it.—

District Meeting.
We are requested to state that a meeting of
the official membership of the Methodist E.
Church, -Rome Di.-trict, North Georgia Con
ference, will convene in the city of Rome, on
the first Sabbath in May and Friday and Sat
urday before, being the 3d, 4th and sth davs
of May next. Bishop McTyere is expected to
'be present and will at’end to the ordination of
all candidates elected to Deacons’ or Elders’

In view of the fact that the fund appropriated by the
Slate for E lucationai purposes, is at present emiiety
unavailable, we conclude that the tax which has usu
ally been levied upon the Couuty fur that purpose,
rould under existing ctrcums ance.*, not only be en
tirely inadequate, but the i umber ol its beneficiaries
being largely increased. It could not be distributed
so as to benefit each and all. We therefore, recom
mend the levy of no tax ai present for that purpose.
But believing that it is our imperative duty to supply
the sufferiug poor of our Coumy with ti.e sus'inai.ce if
life, and our means being even too limited to rel.eve
to the lull extent the actual necessities ol this numer
ous class ol charitable objects, ana as we cannot
feed bo b body aud mind, wc regard tho first as the
paramount uuty. We tbeiefore, recommend to the
Inferior Court, the levying of such a tax, as shall be
neoess ry to alleviate as much as possible the actual
wauls of the destitute, provided the beneficiaries shall
be known as proper aud worthy objects of such prr
vision. And white up >n this subject, we rec-uumeud
that as souu as practicable, the Interior Court pur
chase a suitable location and Farm for the establish
ment of a Poor House, believing this to be the m-rst
effectual and success!ui plan to secure pe-iuanautly
the susteuanoe of life, and the elevation and improve
ment of morals and minds of such as are destuu e of
meaus and lacilit.es of their own.
In conclusion, we are gratified to find that our Citi
zens are exhibiting a disposition to obey the mandates
of the Law, and to return to principles of moral recti
tude, such as characterized our Country prior to the
u-foitunate and deiaora izlng influences which per
vaded our section during the war.
With an expression of our approval of tho able, dig
nified and Impartial administration of the law his Hon
or, Judge Milner presiding—together w.th a lender of
our thanks, to the Solicitor-General ;for h;s courtesy
and faithful discharge of duty. We close—pray,ngthe

or Court of Bartow County, Georgia, Report that we
find the Solicitor of the Couuty Court without proper
books or records, that he has received forty dollars,
which have been applied to insolvent costs. That
Judge T. H. Trippe received ten dollars, a so applied
by him to Insolvent costs.
The cond.tion of the Poor in our county, is a source
of great anxiety to ur. We kn-.w ihe desiiiution to be
great, but are not sufficient y informed as to its exact
details. Intelligent action must be based up m this
knowledge. We therefore, recommend to the Inferio
Court, to appoint a proper peraun in each Mi.itia Dis
t. ict. vo examine into the deta Is of the destitution in
his District, and to repo; tto tiiat Court, We further
recommend that these reports be consolidated, and
published in the County Newspaper.
We regret that we cannot recommend an appropri
ation for educational purposes. We can but express
our hope, that our want of means may to some extent,
be remedied by the princely donation of Mr. Peabudy
tor the education of destitute children in the South,
and South weot. The gratitude of every Southern
man is due that noble gentleman, for this grand chan
ty. If this gratitude has not been publicly expressed,
we are very su e that .t has be n from want of oppor
tunity for such •■-.pression. Sh mid any portion of
this Immense -und be expended in our County, we
p edge our-,ive a , as jurors aud citizens, to see to it, as
far as- . are able, that this expend ture be made in
acr , dance with the humane purpose of the valuable
donor.
