C. A.Dodd’s team ran away with
him last week but owing to his
good judgment and steady nerve
he succeeded in checking them up
without any seriousness whatever.
We have a horseback rider in
this section that makes it danger
ous to himself and those with
whom he comes in contact.
He rode his mule direct over the
front and hind wheels ot a buggy
right recently without paying the
least attention or even lapology
afterward.
Jupiter, Mars and Venus are now
in conjunction and can be seen
plainly after night fall conies on
by looking in a south-westerly
direction. It is said the last time
this occurred was two thousand
five hundred years before the birth
of Christ and for tbir reason it will
be the more interesting to every
looker on.
The court house question is being
talked of to a considerable extent
here and all are hopeful that the
matter will be dispensed with until
the t?x payer can ltave more loose
change than now adorns his per
son.

tists and Methodists will unite in

We are sorry indeed to note that
one of our best boys has passed
away Lem Brownlow, son of
the late Wimpy Brownlow, living
about 3 miles north of Kingston,
died last Wednesday, Nov. 13. It
is said by his young friends that
he was a good boy and just a short
time before he died he said he was
ready to die.

The law governing the inspection
and cerrificatiou ot nursery stooa pro
scribes tuat the annual inspection of
nurseries Gigli be completed on or be
fore Nov. 1 of each year; bat the execu
tion of the act. as concerns the detail of
the work, is left largely to the discre
tion of the entomologist. The time of
the inspection last year was. from ne
cessity, extended through the month of
November and, indeed, a few unimpor
tant inspections were made as late as
December. The recent additiou of an
assistant to the working force will
greatly facilitate the work in the future,
and the inspection this season will
doubtless be completed within the pre
scribed turn 1 .
The regular inspection work is not
begun until Aug. 15, but the business
methods of a few nurserymen require
an earlier insoecriou, and in such cases
the inspections may be mad,, as early as
July L An inspection made before
Aug. 15, however, must be supple
mented by another later in the season.
Tne reason for delaying the work as
late in the season as practicable is ap- j
parent when tne luo hbtorv and habits
of the San Jose scale are considered,
this being the principal pest for which
the inspection is made. In this climate
the scale is breeding and is capable of
being communicated tc the nursery, !
certainly as late as November. Acer- I
tificate issued upon an early inspection,
therefore, would give little or no assur
ance of the absence of scale from ihe
nursery, particularly where it is located
in an infested neighborhood. More
over, June budded peach trees will not
have made sufficient growth to admit
of a satisfactory inspection before Oc- 1
tober. It is clear, too, that insect iuju- j
ries and disease effects are more con
spicuous near the close of the growing
season.
A certificate at best does not give un
qualified evidence of the entire absence
of serionsl.v injurious insects and dis
eases. It is proposed, therefore, to
make the inspections under the most
favorahle conditions uud to make sup
plemental inspections after the stock is
dug. whether the surroundings are snob
as to cause suspicion. As complete an
assurance as possible of the oleunliness
of me stock is tuus obtained, and it is
hoped that mere may be established,
thereby, a confidence in the products of
the Georgia nurseries equally advanta
geous to (he nurserymen and orchard
ista.
Some nurserymen have a careless habit
of leaving old, unsalable stock heeled iu
on their yards from year to year. This
practice affords a harboring place ior
insects and diseases ana we strong.y
condemn it. A case iu point: Last year
the writer found San Jose scale in a
bunch of old stock heeled iu ou the yard
of one of our liurs-rymen; and. al
tnougu no scale could be lound in the
nursery blocks, tne regular certificate
could not be issued to the owner.
Whenever such conditions are found
our certificate will be whithheld until
they are corrected.
Aside from the San Jose scale the
following are 011 the board’s list of dan
gerously injurious pests; The new
peaeu scale, black knot, peach yellows,
peach aud plain rosette. None of these
have yet been found iu any of the nur
series, but with the exception of the
yellows they all occur in the state to a
; slight extent, and are carefully looked
j for when the inspections are made.
Last year 70 nurseries were inspected,
four of which where found infested
with San Jose scale, aud from the
l owners of which tne regular inspection
certificate was withheld. It should be
clearly understood here that no nursery
man whose premises are found iufested
can obtain the regular certificate. A
nurseryman, a portion of wnose prem
ises is infested, but in such a man
ner as not to euaanger the remaind
er, may be given a special cer
tificate; provided, however, that all
stoca growing iu the infested portion
shall be destroyed aud the remaiuuer
i fumigated under our personal supervis
ion. Likewise, where a nursery is lo
cated iu a scale infested ueiguborhood,
even though no scale can be found on
the nursery gronuds, fumigation will be
required aud a certificate will be given
to the owner of such a nursery only
upon the conditions expressed in writing
that he will fumigate every plant before
it is sent out. This requirement is based
upon the following rule of the rules aud
regulations adopted by the Board of
Entomology Jan. IK. JS99:

terests of the state. Upon failure of any
individual, firm or corporation to com
ply with tnis requirement, the state
entomologist is hereby authorized to
withhold his certificate from the same.
Some of our nurserymen, even though
not compelled to meet the above require
ment. have voluntarily adopted tne
plan of lumig vtiug ail stock (including
buds ana grafts) grown or handled by
them. We most urgently advise ail
nurserymen to adopt rais piqn, not only
as a precaution against the riau Jose
scale, but to destroy tiie woolly aphis
and other injurious insects liaole to ue
conveyed on nursery stock.
The state ot Virginia has placed the
official ban upou the woolly apnis ana
crown gall, and other states are bring
ing gradual pressure to bear for the re
duction of these pests. The regulations
of our state board make no provisions
for the disposition of stock infested with
the wooiy aphis or crown gall, leaving
it to the discretion of the inspector.
Our own observations in the orchards
of the state show these agencies to be
seriously injurious, either producing
aearh or greatly retarding growth of
affected trees. For some time it has
been a question ;>s to what action stiould
be taken with re.ard to these troubles,
and so far nurseryman have only been
requested to withhold from the market
all affected stock. In tne future we
will require the destruction of plants
visibly infected with crown gall, and
all apple trees sufficiently infested with
the woolv apnis to show knots on the
roots. Iu cases of slight infestation by
tbe woolv aphis only ftmigiuion or
whale oil soap treatment will be re
required.
At the time of the regular inspection
it will not be possible to determine tne
extent of tnese pe6ts iu the nurseries,
as the roots will not then be exposed
nuu only a few trees iu each block can
be pulled up for examination. Then,
after ail. we must depend largely upon
the honesty and integrity of the uur
seryman for the enforcement of our in
structions. In this connection it should
be stated that we have nad the hearty
co-operation of the Georgia nurserymen
in our work and it is largely due to
them that the law bus been successfully
executed.
In addition to fruit frees the follow
j ing, if offered for sale, are classed us
nursery stock and are subject to the
regulations govern tug tne inspection
and transportation of the same: Straw
berry plants, vine-, ornamental trees
and shrubs, end gr.-euuouse plants (not
including cut-flowers).
When it is desired to use this certifi
cate on stock other than that grown by
the nurseryman to whom it was issued,
it may be sc. used provided such stock is
already covered by our state certificate
or the official tag of the board issued to
nurserymen outside of t!_e state.
The regular inspection certificate
must not be used by deal rs in nursery
stock who are not themselves growers.
Buying and re-seliing plants is certain
iy a. legitimate And ness mid we have
made provision whereby dealers may
readily comply with the law. The
dealer must furnish this office with the
names of all tue nurserymen from whom
he proposes to purchase siock, and if our
records show tuat ail of them have met
with the requirements of the board, a
certificate to that effect will be granted.
Also wherever practicable the stock
handled by dealers wi.l be re-inspected.

will personally superintend the begin

The formula tnat vre have adopted is
1 ounce of potassium cyani ie (98 99 per
cent), 1 1-4 ounces of commercial sul
phuric acid, 8 ounces of water to every
100 cubic feet of space in the room;
time of exp isure 50 minuces. Our ex
periments have shown that the time
may bo extended to one hour without
danger of injury to dormant trees.
Wo wish to give notice here that all
fumigating houses should bo placed in
order for aoproval at tue time of nurserv
inspection.
£>o far as possible the nurseries will be
taken up systematically with respeoc to
location, in order to avoid traveling over
the same ground more than onca It is
hoped that demands for early inspec
tions will not materially interfere with
this plan; but wuen for aav good
reason a certificate is desired iu ad
vance of our schedule we will arrange
for an earlier inspection.
