Gi and Juries In the Past Give Ex
presslon About New Court House
[Under this head the and
Courant will publish from week to
week what the grand juries foi
years back have had to say regard
ing the need of anew court house
for Barlow county. On the juries
were prominent citizens, Whose
names are familiar as men of pub
lic spirit and superior intelligence.
Some of; Ahem have gone Irom
life’s scetie ot action, but their
names live in the memory of their
people.]
i'lolll f 1 <-Beutuients Grand Jury, Jan
uary term, 1901.
“PUBLIC ftUILDINGS.”
The court house is in bad repair.
The roof has a number of leaks
that efforts to stop have been inef
fectual. The structure might be
used for some purposes, but as a'
court house it has served its day
and generation. It is little better
than a miseiable makeshiit, ade
quate in not a single particular to
the demands of our judicial fabric,
and the common priue should re
volt at the continued use of a .-truc
ture so little in comport with the
thrift and progressiveness, ttie in
telligeuce and refinement ot a citi
zenry like Bartow’s. The tioirg
of a thing that should be done at
the right time is oiten the truest
economy. We believe that with
out raising the present rate of tax
ation, which was reduced last year,
the county can, with the aid of
money now in the treasury, bund
anew edifice with the taxes of this
year and the next. We are oppos
ed to the nurturing of a self com
placency that is never awake to
the call of progress, but we believe
in husbanding those qualities that
energize and vitalize available
forces and that endow us with new
strength. As malignant ills re
quire heroic treatment, we believe
taut the need and the opportunity
have met in this matter and should
be welded. Therefore we recom
mend that a commission made up
of the board of commissioners of
roads and revenues and two citi
zens from Cartersvillo district and
one from each of the other districts
of the county, as follows: Carters
ville, J. F. Stephens, L. S. Mun
ford; Cassville, James B. Crawford;
Kingston, J. H. McKelvey; Adairs

Taylorsville, M. D. Trippe; lion
Hill, Fountain Whitaker; be em
powered to negotiate for a site and
purchase property on which to lo
cate a court house and that anew
court house be built; a fund of £30,-
000.00 in addition to wdiat pay be
obtained by sale of the present
building and lot be used in buying
a lot and erecting the building, the
above amount to cover entire costs
of building, lot and furnishings.
We recommend that the building
be erected within this and the next
year. We recommend that the
above named commission meet On
ihe first Tuesday in March; and
that a majority vote of those pres
ent shall determine their action.
Jurors were: John A. Stover,

from Oran i Jury Presentments July
Adjourned term, 1901.
We have examined the court
house and jail, and find the jail in
good condition, except the blinds
need repairing, which should be
done at once. There are thirteen
prisoners in the jail, eleven of
which had been convicted and
were sent to the convict camps.
The prisoners expressed them
-elves as being well treated and
fed. The general sanitary condi
tion of the jail is good. Every*-
clung about the jail convinces us
that the jailer has been doing his
full duty. We found some leaks

We concur with ihe formei grand
