Insurgent Leaders Report a Bloody
Civil War

Washington, March 5. —A mail
just in from the Phillippiilts shows
that the insurgent leaders are re
sorting to all kinds of deceptions
and subterfuges to retain control.
One insurgent commander recently
issued a proclamation saying that
“now is the time to strike a de
cisive blow for Filipino independ
ence,” and adding: “The United
States is in the midst of a bloody
civil war. The coal miners in
Pennsylvania have risen against
the government, and at Chicago a
great battle was fought in which
j,600 regular soldiers were killed.
An army of anti imperialists is be
sieging Washington. Roosevelt
will be deposed and Dr. Bryan pro
claimed president by the democrats
on the 4th of March next.”
In a circular letter to his subor
dinate officers which was to be
published far and wide for the in
formation of the people a rebel
lieutenant colonel declared that Hie
junta central at Hong Kong had
received a cablegram from Berlin
informing them that the emperor
of Germany was about to confer
upon General Malvar a grand dec
oration and that in consideration
•of the relinquishment by the insur
gent government of all claims to
the Caroline islands, which for
merly belonged to the Phillippines,
but had not yet achieved their in
dependence, Germany would sup
ply the insurgents here free of
charge 4,800 new rifles and 1,000,-
000 Mauser cartridges.
Within a month, it was asserted,
Russia would declare war against
the United States,and a Russian fleet
that had already arrived at Cavite
would sink all the American shfps,
even as Dewey had destroyed the
.armada of the Spanish in 1898.
So even if the outlook in their
immediate vicinity should appear
to be almost hopeless, the letter
declared, it always must be remem
bered that the insurgents were
winning great victories in other
places, so no one should be dis
couraged.
Another peculiar tale said that
the Americans now have a chaplain
with every regiment, for the reason
■that the number of Americans
killed by the insurgents had in
creased so greatly that the chap
lains with the army a year ago
were insufficient to receive the dy
ing confessions of the soldiers
killed in battle.
Although the United States was
considered a Protestant nation, so
many Americans were sent to hell
irom the Phillippines, according to
the story, that all Christendom was
scandalized, and the pope of Rome
commanded the president to send
more chaplains to the islands.
The Value of Cotton Seed-
The value of cotton seed, says
the New York Journal of Com
merce, on the authority of a census
bulletin, added 1 1-4 cents to the
walue of every pound of cotton
lint gathered in the year 1899-1900.
Not much more than half the seed
was crushed for oil. Had all of
it been so used the seed would
have added 1 69 cents to every
pound of cottou. The value of the
product appears more impressively
when the figures are extended to
the whole crop, instead of being
estimated relative to the pound of
cotton. Forty years ago, and less
cotton seid was very largely re
garded as a nuisance. In the last
census year it- added $54,346,000
to the income of the cotton raisers,
and would have added $80,000,000
if all of it had been crushed for

the south, the Journal explains,
is very much hevoud its addition
to the w alth of the cotton growers
ror the value given to the product
by the manufacture of oil; meal
and other products was an addition
to the section of the country
where the industry is car
ried on. The Journal contends
that while the cotton oil industry
had a beginning before 1870,
nearlv the whole of its growth has
been in the last 25 years. Modern
economic processes, it is added,
consist very largely in preventing
waste,-but the utilization of cotton
seed is “one of its most notable
illustrations.” At times when the
price of lint has been very low-,
the value of the seed has afforded
a substantia! offset to the de
pression in price.
The export of cotton seed oil it
is noted finally, which was under
20,000, 000 gallons, so recently as
five years ago in 1896, had in
creased by 150 per cent , or to
just under 50 000, gallons in 1901
and in spite of that laige increase
in quantity the value over 5 cents
a gallon, or very nearly 20 per cent,
which shows that the world is
ready to take all of the product it
can get.
