Provisions of Measure Passed by
Senate

Authority Is Given For Issue of
$130,000 000 Cold Bonds to
Meet the Expenditures.
Washington, June 19. —The
isthmian canal bill passed by the
senate today provides substantially
follows:
Section 1 authorizes the presi
dent to acquire for the United
States at a cost not exceeding $40,-
000,000 all of the rights, privi
leges, franchises, concessions,
grants of land, right of way', un
finished work, plants and other
property owned by the new Panama
Canal company of France, on the
Isthmus of Panama, and a'l its
maps, plans, drawings, records of
the Isthmus of Panama and in
Paris, including all the capital
stock, not less, however, than 68,-
863 shares of the Panama Rail
road company, owned by or held
for the use of said canal company,
provided a satisfactory title to all
of said property can be obtained.
Section 2 authorizes the presi
dent to acquire from the republic
o Colombia exclusive and per
petual control of a strip of land
not less than six miles w’ide from
the Caribbean sea to the Pacific
ocean and the right to use and dis
pose of the waters thereon, and to
excavate, construct and perpetual
ly to maintain, operate and protect
thereon, a canal of such depth aud
capacity as will afford convenient
passage of sh ; ps of the greatest
tonnage and draft now in use from
the sea to the ocean; this control
to include the right perpetually to
maintain and operate the Panama
railroad,if the owmership thereof,
or controlling interest therein,
shall have been acquired by the
United States; also jurisdiction
over the strip and the ports at the
ends thereof, to make the necessary
police and sanitary rules and regu
lations and to establish judiciary
tribunals to enforce the same. The
president also may acquire such
additional territory and rights from
Colombia as in his judgment will
facilitate the general purpose of
the act.
$40,000,000 APPROPRIATED.
By section 3, $40,000,000 is ap
propriated to pay for the property
of the new Panama Canal company
and a sufficient amount to pay
Colombia for the territory acquired
from that country for building the
canal. The president is then,
through the isthmian canal com
mission, authorized by the act to
proceed with the construction of
the canal, utilizing as far as prac
ticable the work already done.
The canal is to be supplied with
all necessary locks and other ap
pliances. Provision is made for
the construction of harbors at the
termini of the canal and for such
works of defense as may be neces
sary.
By section 4, the president is
given the alternative authority of
proceeding with the construction
of an isthmian canal by vhat is
known as the Nicaragua route in
the event that he is unable to
secure a satisfactory title to the
property of the new Panama Canal
company and the control of the
necessaiv territory from Colombia
and after first having obtained for
the United States exclusive and
perpetual control by treaty of the
necessary territory from Costa
Rica md Nicaragua, the provis
ions as to tonnage and draft of
vessels, as to harbors and as to
works of defense being the same
as in the sectiou relating to the
Panama route. An appropriation
is made of such sums as may be
agreed upon by treaty as compen
sation to Nicaragua and Costa
Rica for concessions and rights
granted 10 the United States.
Section 5 appropriates $10,000,-
000 toward the project contemplat
ed and provides that appropriations
are not to exceed in the aggregate

and confirmed by the senate. They
are to have charge of construction
of the canal and are to be subject
to the direction and control of the
executive. At least four of the
seven are to be skilled in the
science of engineering, at least one
is tp be an officer of the army and
one other an officer of the nayy.
Authority is given for the employ
ment of engineers from the army
and civil life and of other neces
sary persons. The commission is
to make reports to the 'president
and to give to congress such infor
mation as may be required.
Under section 8 authority is given
for the issue of $130,000,000 2 per
cent, gold bonds to meet the exp
enditures authorized by the act.
They are to be issued from time to
time as the proceeds may be re
quired, are to be in denominations
of S2O or some multiple of that
sum, redeemable after ten years
and payable in twenty years, the
interest to be payable quarterly in
gold coin. They are to be exempt
from taxation, are to be disposed
of at not less than par and are to
be open to .popular subscription.
None of these bonds are to be sold
to pay the sum appropriated in
secton 1 and 2 of the act or tl e
$10,000,000 appropriated by sec
tion 5.
Many Qualifications for the Job
“I had hired a man to drive me
across the country between two
villages in Sanilac ccunty,” said a
Detroit drummer, according to the
Detroit Free Press, “and we had
scarcely got started before I found
one of the roughest roads I ever
traveled. The old horse was a
goer, and the shackelty buggy
bumped aud bounced over the ruts
until I felt it my duty to observe:
‘Aren’t you afraid of smashing the
wheels of your buggy over these
rough places?”
“ ‘Yes one of the wheels may
give out, but my son Jim is a wa
gon-maker,’ he placidly replied.
“When we had gone another
mile I thought I heard the snap
ping of iron, and said so. but'with
out checking the horse in the least
the driver replied:
“ ‘Shouldn’t wonder if we had
broke something, but my son Joe
is a blacksmith, you know.’
“We presently struck a spot
where the ruts were deep enough
to burv an ox, and as the man \ as
pitched almost over the dashboard
by one of the accentric movements
of the crazy old vehicle, I said:
“ ‘lf you go out of here on your
head it won’t be much of a joke.’
“ ‘No, no joke, but my son Tom
is a doctor, you see, and there will
be no bill to pay.’
“ ‘You seem to have most every
thing in your family,’ I continued
as we struck a causeway without
any ditt over the logs.
“ ‘Well, yes, and that’s why yc u
needn’t feel alarmed on this trip.
Yes, we’ve got a wagon-maker, a
blacksmith and a doctor, and in
case anything should happen to
you there’s my son Jack.
“ ‘And what is Jack?’
“ ‘He’s a bang-up undertaker,
and he’ll do the square thing by
your mangled remains and not be
hog in his charges, either!’ ”

Editors News and Courant.
I see in a recent issue of the
News and Courant a wise sugges
tion urging an action in regard to
the extension of the East and West
from Cartersville to some point
east of here. You suggested Law
renceville or Winder. Why not
follow the old survey to Gaines
ville, which would give a much
needed road through one of the
best sections of north Georgia.
The survey goes through the gold
mining regions of Cherokee county
which needs developing and runs
within a short distance of the
green marble quarry near Holly
Springs and goes through Forsyth
county that hasn’t afoot of railroad
in that section of county, and the
timber alone would pay them to
help the road to be built. They
certainly need a railroad, and it
would pay the company to look
into this route I would be glad
that the citizens of this county
would urge the extension over
this route. Citizen.
