The happy recovery of Queen
Wilhelmina of Holland has once
otain set ail tongues wagging
about the young royal menage
vhich began at the Hag tie amid so
' „v auspicious wishes less than
fvear and a half ago. The kind
ness and sympathy shown toward
prince Henry from all sides prove
hat S ome idea of the difficulties-of
bis'position as Prince Consort has
beg un to filter through the public
mind— even through the prejudiced
patch mind, The lot of a prince
cbtisorl is certainly not a happy
one Prince Henry, for instance,
as mere husband of Queen Wil
belmina is not, in the eyes of either
patch law or of any of the foreign
courts, a member of the royal fam
ily 0 f Holland, nor entitled to the
legal rights or social prerogatives
of the dynasty. He is really in
the position of one of his wife’s
ordinary subjects, and as such may
be indicted at any time by the
ordinary tribunals of the Nether
lands for offenses against the laws
of the land, including those of high
treason and of lessemajeste. Both
of these last-named crimes lack
definition, and are in consequence
most elastic in their application.
According to all the recognized
authorities bearing upon the sub
ject, the royal family of a monar
ch ial country embraces only the
Queen Consort, the Queen Dowager
and the lineal and legitimate des
cendants of the sovereign. But no
provision is made for the consort
of a queen regent or an empress
regent. Conseqently the matter
stands thus: That whereas a queen
consort is a member or the reign
ing family and entitled to all its
ample rights and prerogatives, the
husband of a queen or empress re
gent is not so unless specially em
powered by letters patent or by
statute. It will be remembered it
was not until Prince Albert had
been married to Queen Victory for
18 years that he became officially
and legally a member of a royal
family through letters patent issu
ed by the queen in council, confer
ing upon him the title of “Prince
Consort of Great Britain.” Up to
that time he had been without any
officially recognized status in Eng
land, while abroad he was obliged
to accept the precedence due to a
ssmere prince of the house of Co-
burg.
This goes to show how exceed
ingly difficult and far from envia
>le is the position of the consort of
tie female ruler of a state a posi
tion for which there is practically
no description or designation in
ciplomatic phraseology, sav.e that
of "L,e Mari de la Reine.” Perhaps
the best proof of all that the posi
tion of the husband of a queen or
empress regent is abnormal is fur
nished by the circumstance that so
few cases of the kind are to be
found in history* Indeed, there
are not more than half a dozen are
told, namely Prince Albert the hus
band of Queen Victoria; Prince
Ferdinand of Saxe-Coburg, the
consort of Queen Maria Della
Gloria of Portugal, who reigned
in the third and fourth decades of
the present century; Prince Fran
cis of Bourbon, the husband of
Queen Isabella of Spain; Prince
George of Denmark, the husband
°f Queen Anne, and Phillip of
Spain, the consort of Queen Mary.
Dickey is President of Emory-
Rev. G. E. Dickey, pastor of
Grace church of Atlanta, has been
elected president of Emory College
to succeed President Dovvman, who
resigned to become the presiding
elder of the Atlanta district. The
trustees of Emory held a meeting
for the purpose of selecting Dr.
bowman’s successor. The names
°f Dr. R. J. Bigham, of Nashville,
Tenn , Collins Denny, of Vander
bilt University, Rev. H. B'. Brad
■2y, of Atlanta, Prof. Lawton B.
Evans, of Augusta, and John W.
Akin were considered by the trus
tees, but Rev. Mr. Dickey won out.
Mr. Dickey is one of the best
known ministers in the south and
w ih, no doubt, fill the chair of
president with great ability.

The 42nd senatorial convention
was held at the court house at
noon yesterday.
In the absence of Chairman Con
yers the convention was called to
order by Judge J. M. Bellah, of
Chattooga.
On motion Judge Bellah was
elected permanent chairman and
Houstoun Harper, secretary.
The delegates present were as
follows:

S. Cleghorn, T. J. Worsham and
J. M. Yarbrough.
Bartow—J. L. Irick.
Floyd—Mose Wright, Alex

Nominations then being in order
the name of John D. Taylor was
then presented to the convention
by John S. Cleghorn. The nomi
nation was seconded by Alex
White, and Mr. Taylor was duly
nominated.
Mr. Taylor was unable to be
present, and Rev. J. G. Hunt of
Summerville accepted the nomina
tion in his behalf.
The convention then adjourned.
FATAL CUTTING.
John Streerman Stabs Tom Rut
ledge to Death.

John Streetman a 15 years cld
boy stabbed Tom Rutledge a 14
years old boy to death in the
Standard Cotton Mills last Monday
night.
Both boys were at work in the
mill, and Streetman, it seems, was
anew hand.
Rutledge was stabbed in the
forehead and left breast from which
wounds he died in a few moments.
After the difficulty Streetman
left and went to Aragon at which
place he was arrested by special
officer Brumbelow Tuesday, and
by Mr. Brumbelow and deputy
sheriff John Carmichael was
brought to town and lodged in

A representative of the Courier
called to see Streetman in the
county prison yesterday morning.
He is a lad of ordinary intelligence,
spare made, dark hair and eyes.
In response to questions as to
the origin of the fatal tragedy he
said in substance this:
“Tom had been picking at me
all nighty striking me with a broom
when passing and guying me. I
got tired of it and told him to let
me alone. Then three boys told
me that Tom said he was going to
kill me, and I went and asked him
about it. and he said ‘yes, I did say
it, and I am going to do it,’ but
before he could strike me, I cut
him with my pocket knife.”
Both boys, we are told, belong
to honest, industrious families, and
the sad tragedy is very much re
gretted.^.
From information which we
have gleaned the mill owners nor
its authorities are at all to blame
for the homicide.
War Taxes Abolished-
The new tax schedule of the In
ternal Revenue department went
into effect July i, which begins
another fiscal year. Under the
new schedule taxes have been tak
en off of banks, brokers, notes and
all papers of a similar character.
The legacy tax has also been re
pealed. All taxes imposed by the
war revenue act, which was for
emergency revenue, have been re
pealed, and only those that were in
force prior to June 13, 1898, are
now of force, and some of these
have been slightly modified.

the ensuing fiscal year are liquors,
oleomargarine, distilled spirits,
cigars, cigarettes, prepared smok
ing opium and similar goods.
Tax-payers of the class enumer
ated are warned to give in their
taxes during this month, otherwise
they will have to pay 50 per cent
more, and if it is found that they
have not been given in at all they
will be dohble-taxed.

came to me and said:

against me, and made me pay two
