Washington, D. C., Oct. 2, 1902.
There is intense interest in
Washington today in anticipation
of the conference which the presi
dent has summoned, to occur at
the white house tomorrow between
the railway presidents, John
Mitchell, president of the United
States Mine Workers of America,
and himself. The invitations to
this conference were the outcome
of several conferences held this
week and which were attended by
Attorney General Knox, Postmas
ter General Payne, secretary of the
Navy Moody and Governor Crane
of Massachusetts. After carefully
surveying the situation, in the
light of the special report made by
Labor Commissioner Wright, these
gentlemen were unable to find any
ground on which the federal gov
ernment could interfere. The coal
mines w’ere construed as private
property and even if the right of
eminent domain could be called
into requisition the state of Penn
sylvania would have to take the
initiative. On the other hand,
every republican politician com
ing to Washington has impressed it
upon the administration officials
that if the strike were not soon
ended it would have a serious ef
fect on republican success at the
fall elections. It has so long been
a recognized fact that the republi
can party stands for the capitalists
and the vested interests, that the
people naturally hold that party
responsible for the present condi
tion of affairs. This serious aspect
of the situation has moved the pres
ident to take the action outlined
and it is believed that the coal
operators, while they are unwill
ing to yield in the slightest degree
to the mine workers union, will
deem it judicious to do so when ap
pealed to by the president. They
can then claim that they have
yielded to the president and not to
the strikers.
The extraordinary methods pur
sued by the secretary of the treas
ury, in his recent efforts to relieve
the money stringency in Wall
street, have won for him the grati
tude and support of that element,
but have at the same time startled
the more conservative business
men of the country. By his simple
ipse dixit, Secretary Shaw has en
tirely departed from the spirit of
the law under which government
funds are placed in national banks
and has completely changed their
character. Heretofore they have
been deposits simply. Under the
recent ruling of the secretary,
whereby the banks are relieved
from maintaining the 25 per cent
reserve required in the case of pri
vate deposits, and heretofore re
quired in the case of government
accounts, Mr. Shaw has practically
changed these deposits into loans
secured by collateral, consisting of
United States bonds. Heretofore,
it has been the custom to reciiure

a deposit as further security of
bonds to the amount of 100 per
cent of the funds intrusted to the
banks. Hereafter, Mr. Shaw will
accept securities consisting of state
bonds, railway obligations, etc., at
65 per cent, of their face value. By
this means, not only is the security
of the government possibly dimin
ished in value, but the federal
government is made party to various
State, railroad and other enter
prises. Only last January, Presi
dent Roosevelt refused to accept
from Mr. Carnegie bonds of the
United States Steel company as
endowment of the Carnegie insti
tution and now his secretary of the
treasury is accepted similar, and
perhaps far less valuable secur
ties as collateral for govern
ment loans. Apparently the ru
mor circulated by Wall street, that
Secretary Shaw was about to re
sign, was understood in the treas
ury and produced the desired ef
fect.

The prospective revival of Rising
Fawn, Ga,, furnace will cause old
residenters to hark back to the
early days of coke iron manufact
ure in Chattanooga district. This
property was begun by the Walker
Coal and Iron Company in 1873,
completed and blown in in 1875,
Its career was round fifty tons a
day, say 15,000 tons a year. It.->
first manager was Maj. Thomas,
one of a celebrated iron-maker fam
ily of Pennsylvania, In the last
eighties the property was leased by
the company at the head of which
was the late Gov. Brown, of Geor
gia. Relining after an improved
plan, and more modern blowing
engines, brought the output up to
about 100 tons per day, or 35,000
tons a year. The stack is seventy
five feet high and seventeen feet
back.
Rising Fawn has made a good
deal of money for its operators —and
lost some, also. It was one of the
pioneers of the boom period of 1869-
73, the collapse coming in the lat
ter year, when the company that
had projected it was ready to build
the stack. It shows decided courage
in the directory, when it began
building what was to be one of the
largestfurnaces in the south, just
when stacks were being blown out
on every side, and operators “going
broke.” When Rising Fawn’s fires
were lit —late in 1875 —the south
ern iron trade was not only in its
infancy, it was a very sick infant;
and the vicissitude through which
this concern has since passed would
furnish material fora big and very
interesting book, which would be
essentially a history of the trade in
the south.
We hope for the new company
that is to renew operations at Ris
ing Fawn the best of luck. It is a
member of the Chattanooga fur
nace family. Its activity must in
evitably benefit trade in this city
both directly and indirectly.

Washington Will Investigate-
A number of officials of the agri
cultural department have left
Washington for the south with the
intention of investigating certain
features of the cotton movement.
Statistician Hyde’s estimate of
the amount qf cotton actually
grown during the year 1901-02 and
ihe report of the census office as to
the amount ginned during the year
both differ considerably from the
amount marketed according to
commercial reports. The depart
ment believes the difference is made
up largely of cotton carried over
from preceding years and of linters
and repacks.
No expense will be spared, it is
said, in an investigation as to what
the commercial crop really amount
ed to and what it consisted of, and
a full statement of the result will
be made public by the statistician.
