OUR WEEKLY LETTER
FROM WASHINGTON
(From Our Regular Correspondent )
Washington October 13, 1902.
President Roosevelt is still
“strenuously striving” to end the
coal strike but so far has accom
plished nothing. The lack of unity
in his own party, the fear that
some of the New York financiers
express in regard to the president 's
policies, and the extent to which
the capitalists of the country, in
cluding the coal mine operators,
have succeeded during a long
period of republican supremacy in
the national legislature, in hedging
themselves about with laws which
prevent federal interference with
their most nefarious practices, have
all contributed to the futility of
Mr. Roosevelt’s efforts. Now,
when republican supremacy is
threatened, when the people seem
about to demand retribution at the
polls, a republican president finds
himself powerless to avert the cat
astrophe. Attorney General Knox,
in his usual “philandering” way,
has ordered an investigation to as
certain if a coal trust exists. Pre
sumably, some time in the distant
future, he will be informed that
there is one and then he will insti-
tute legal proceedings which will
progress with the same lack of
rapidity as his suits against the
beef trust and the Northern Secur
ities Company. Meanwhile the
public will suffer.
President Roosevelt recently ap
pealed to the president of the coal
miners union to send the men to
work, promising an investigation
crftheir alleged wrongs by a com
mission to be appointed by the
president and the report of the
commission to be followed in turn
by the recommendation of proper
legislation. While Presiaent Mitch
ell has not yet replied to this prop
osition it is understood that his
answer will be in the negative.
Doubtless the miners remember
how little attention was paid to Mr.
Roosevelt’s recommendations, made
to the last session of congress, for
compulsory publicity of trust
statistics and methods. They also
remember how the president’s
earnest appeal for Cuban reciproc
ity was ignored by his own party
and they have, therefore, little
faith in the success of any recom
mendation Mr. Roosevelt might
make. They appreciate that while
the republican party dominates
congress, an appeal for their rights
which must be obnoxious to the
capitalistic class of the country,
will receive no consideration.
Under the pressure brought to
bear by the president, Governor
Stone has finally ordered the entire
military strength of Pennsylvania
to the scene of the coal strike and
now the operators have the oppor
tunity to make good their claim
that they can mine sufficient coal
to meet present demands, irrespec
tive of the miners union.
Reports received at democratic
headquarters from Pennsylvania
is of a most encouraging charac
ter. It seems more than probable
that Hon. Robert PL Patterson will
defeat Senator Quay’s candidate
for governor. It will be remem
bered that the republicans of Penn
sylvania wanted Attorney- General
John P. Elkin for gubernatorial
syndidate, but Senator Quay feared
the growing popularity of EHkin
and regarded it as a menace to his
cwn boss-ship. Therefore he w T ent
to Harrisburg and forced Samuel
W. Pennypacker on the conven
tion. Asa result, republican en
thusiasm has waned and the demo
crats are growing enthusiastic over
the chances of electing their candi
date. It will further be remem
bered that the democratic candidate
has already twice defeated the
republicans in the Keystone state,
once in 1882 and again in 1881.
That he will do so again in 1909 is
the prediction of many Penn2yl
vania democrats.
This week in Washington is the
occasion of the encampment of the
A. R. and the city is crowded
with veterans, their wives and
families. A great effort has been
trade by the citizens of the national
capital to insure to the old soldiers
a royal good time and the evidence
heard on all sides is that the citizens
have been successful. The great
parade of the week took place on
Wednesday and lasted for hours.
Many of the bands played Dixie
and in every instance the popular
southern air was greeted with ap
preciative applause. During the
parade, Mr. Roosevelt drove down
the line in a carriage, his injured
leg propped upon the seat opposite
him. This was the first time he
had left his room since he returned
from Indianapolis and he looked
very pale as a result of his confine
ment and injury. He was enthus
iastically cheered, the old soldiers
saluting and dipping their colors.
The nomination of the Hon. Wil
liam Randolph Hearst of New York,
it might almost be said of New
York, Chicago and San Francisco,
as candidate for congress from the
eleventh district, is a source of grat
ification to democratic leaders. In
his acceptance of the nomination
Mr. Hearst gave evidence that he
was well fitted for the duties of
representative. He vigorously de
nounced the trusts and made such
a forcible statement that the Wash
ington democrat > are looking to
him already as promising timber
on the democratic side of the house.
There is much amusement in
armv circles over the cabled report
of the arrest of Generals Corbin
and Young in Eglaud for too rapid
automobiling. Of course, it is said,
had such distinguished satraps
chosen to violate the law in this
country, no mere police officer
would have dared to arrest them,
but in England it is different and
the majesty of the law, rather than
that of the individual, is upheld.
Accordingly they were arrested
like common mortals and the pres
ident is reported to have said that
in future he guessed he would
have to exercise his prerogative as
commauder-in-chief and keep his
generals at home in order to keep
them out of jail.
