Bowman, of that city, and his
thoughts on the theme are un
doubtedly of true and universal
value. “Saving,” he says, “pro
duces a peace of mind unknown to
him who in time of misfortune
must depend on the bounty of his
friends. Determine to save, for
will power is the prime essential.

ence Maybrick, the American
woman Who was convicted at
Liverpool in 4889* on the charge of
poisoning her husband, Janies May
brick, by arsenic, and whose sen
tence of death was commuted to
penal servitude for live, will be re
leased in 1904. The ennouncement
comes from the home officfe, which
now authorizes her Washington
lawyers to use the fact of her re
lease next year as a reason for se-

THE FLOOD SITUATION.

Memphis, Term., March 23. —
The river has remained stationary
all day at 39.5 feet and tonight it
is reported to be falling. The
danger from the flood in this terri
tory is considered to be practically
over and no further developments
of moment are expected in the
natural course of events. The
center of interest is now the situa
tion south of Memphis along the
levees of Mississippi, Louisiana
and Arkansas,
There has been considerable
wind today and this has Caused
uneasiness for those points along
the southern levees that are but a
foot or more above the floHMi. It
has been fair the greater part of
the day and the rain that fell this
morning was not considered cause
for additional uneasiness,
While the engineers feel that
there is no danger to be ieared in
the territory above Helena, they
know of old the uncertainties of
the Mississippi and no lessening of
vigilance has occurred. Forces of
men are being kept available so
that they can be rushed to any
poin#where unfavorable develop
ments occur.
