Baldwin of Ohio, to be consul at Nureinburg, Bavaria; Hen ry R Miller of Oregon, to be consul of the United States at Niuchwang. Ohiua; Marion Erwin, to be at the United Stutes southern district ot Geor gia; Henry L. Hertz, to be collector of internal revenue for the First district of Illinois. War—Thirtieth regiment of infantry, United States volunteers, Frederick J. Barrows, to be captain; Thirty-eighth regiment of infantry. United States vol unteers, John E. Morris, to be captain. Navy—To be captain, Samuel W. Very; to be commanders, Dennis H. Ma hou, W T aruer B. Bay ley, James H. Perry; to be lieutenant commander, Al bert N. Wood. Kodenburg Appointed on Commission. Washington, March 25. —The presi dent has appointed ex-Representative W. A. Rodeuburg of Illinois a member of the civil service commission to succeed the late Murk S. Brewer, and F. I. Al len of Auburn, N. Y., a commissioner of patents to succeed Commissioner Dueil, resigned. The selection of Mr. Rodeuburg removes one of the factors which has delayed the appointment of the St. Louis exposition commissioners. Mr. Rodeubnrg’s friends pressed him persistently for one of these places. It is generally believed that Mr. Rodeu burg’s candidacy clashed directly with that-of Professor Northrop of Minne sota. The announcement of the com mission is now expected within a few days. Niles Bank Defalcation sliK>,ooo. Washington, March 25. —Mr. Dawes, the controller of the currency, received a report from the receiver in charge on the condition of the failed First Na tional bank of Niles, Mien.
