MINISTER WU TALKS Chinese Diplomat Attends Ban quet In Charlotte, N. £. DELIVERS OPTIMISTIC ADDRESS Discourses On the Demands of His Country For Our . Cotton Goods. Mr. Wu Ting Fang, Chinese minis ter, was the guest of honor at a din ner at Charlotte, N. C., given Thurs day night by the Southern Manufac turers’ club, of which Mr. D. A. Tompkins, a member of the United States industrial commission, is presi dent. He spoke on the cotton goods trade in China. Senator John L. Me- Laurin, of South Carolina, was also a guest of ilie club, and read a paper od “Our Present Condition Iu the South aud Our Duty For the Future.” Mr. Ellison A. Smythe, president of the Pelzer Manufacturing Company, spoke on “The Question of the Hour, or the Need of au Early and Peaceful Settlement of the Oriental Question from the Standpoint of a Southern Manufacturer,” Dr. Charles W. Dabney, president }f the University of Tennessee, spoke , *n “The Possibilities in Cotton.” "krnong other prominent guests was . Senator Pritchard, of South Carolina. In his address at the dinner Thursday night Mr. Wu gave a general review of the trade conditions between the south and the orient and of China’s import ance as a market for southern goods. After quoting from advance sheets of the consular reports for February, 1901, he said in part: “Large as is the amount of Ameri can coiton goods which China imports every year, it forms only one-sixth of the quautity she buys from abroad. Indeed, only t tie outskirts of the coun try have been entered. It is well known that the bnlk of the American gjodsis shipped to Manchuria and the province of Chi Li. Now Manchuria has a population of 7,000,000 aud Chi Li a population of 18,000,000. These Thes eare by no means the most thick ly populated parts of the empire. There are seventeen other provinces of China proper, many of which have a denser population than either Chi Li or Manchuria. There is no reason why American cotton goods cannot find as ready a market in the provinces of central and southern China as in the north. “It is manifest,” he said, “that the cotton growers and manufacturers of these southern states have not only gained a foothold in Manchuria and north China, bnt can, with a little effort, easily find a large market for their goods throughout the whole of •central and south China. The only thing the American manufacturer has to keep in mind is that he should make goods suitable for the Chinese market. “If properly placed before the Chinese, American cotton goods will obtain the same foothold in southern China that they hav6 in northern. The present importations are not nearly sufficient to meet the requirements, ; It must be borne in mind that the Chinese never wear wool—not even in the depth of winter; that, generally speaking, the entire population clothe j themselves in cotton all the year round. Their bedclothes, umbrellas and, in a few instances, boatsails, are made of cotton, and the consumption is prac tically unlimited if they ore made in accordance with native requirements. “The recent troubles in north China have undoubtedly injured the Ameri can cotton trade in that country, for the market for such goods has become a vast camp for armed hosts. In the midst of warlike operations trade and commerce cannot continue to flourish. The restoration of peace nd order to that distracted region will be a boon not only to the inhabitants of north China, who have already suffered un told losses and hardships, but also to southern planters, manufacturers and aboring men of all classes in ibis country, who depend upon the nor mal trade conditions in the Chinese empire for their continued prosperity, and I sincefely hope aud trust that this will not be long delayed.” JUDGE INSTRUCTS JURY. testimony In the Ripley Case at Frank fort Is Summed Up. At Frankfort, Ky., Thursday, Judge Cantrill delivered his instructions to the jury in the case of Captain Gar nett Ripley, the Goebel assassination suspeci, and argument of the case was begun. The instructions are practically the same as those given in the ciee of Caleb Powers. The first holds that the defendant must be found guilty if the charge that Ripley conspired with Taylor and others to procure Goebel’s death, as alleged, has been proven to the satisfaction of the jury. PEKIN PALACE BURNER. Von Walrtersee Headquarters In Chinese Capital Destroyed by Fire. Field Marshal von Waldersee re ports that the best part of the winter palace at Pekin was destroyed by fire Wednesday evening. Gen. Schwartz kopf met his death in the fire, the enure of whieh is not explained. He adds that the French and Japanese troops gave the most prompt assist ance. One of the most disastrous wind storms in that section of the state swept over Selma, Ala., Thumday | morning between 2 and 3 o’clock. The I wind came with fearful force from the south and did a great deal of damage to the wholesale grocery houses on Water street. The wind tore off the roofs of the majority of these stores and they were flooded with the rain which followed, ruiuing mauy thou sand dollars’ worth of groceries. A conservative estimate places the loss in the city in the neighborhood of $30,000. Freight train No. 73, on the Southern, between Selma and Mobile, ran into a pile of sand five feet deep, whieh bad been washed across the track by the rains following the pass ing cyclone. The engine was turned over and Engineer H. G. Ellwood was almost instantly killed, a negro fireman named Killian was seriously if j not fatally injured. A special to The Birmingham Age- Herald from Gadsden aud Gunters ville stated that a severe windstorm swept those two places Thursday morning from 1 to 2 o’clock, doing considerable damage. Three churches were almost totally destroyed, as well as about twelve cottages. The storm played havoc with shade trees and telephone wires at Hunts ville. The Huntsville cotton mill was unroofed by the wind aDd operation of the plaut was delayed for a time. Small frame buildings in various parts of the city were more or lees damaged. At Carrollton, Ala., the wind un roofed the jail, courthouse, several residences and a church. The drug store of N. B. Upchurch and a large mill were demolished. ENORMOUS COST OF WAR. Britons Will Have to Go Down Deep Into Their Pockets to Even Up. A London special says: The ex ceptional interest taken in this year’s budget statement was evinced by the crowded condition of the house of commons when it reassembled Thurs day. The attendance of members was nnusually large, while the appearance of the galleries testified to the deep interest of the public in the fresh tax ation proposals required to meet the expenditure for 1901-1902, which, ac cording to a parliamentary paper, to tals £187,142,000 ($835,710,000), in clusive of war charges, this being an increase of £32,901,000 ($164,505,000) over last year. The national balance sheet for 1901- 1902, as shown by the same paper, stands as follows: Revenue, £130,385,- 000; expenditures, £185,592,000; net deficit, £53,207,000. The budget adds 2 pence to the in come tax, making it 1 shilling 2 pence. It does not provide an increase in the duties on beer, wine or tea, spirits or tobacco. A duty o 4s2d per cwt will be imposed on refined sugar. A duty of 2s per hundred weight is imposed on molasses. West Indian sugar is not excepted. A duty of 1 shilling and 8 pence per hundred weight is im posed on glucose. A shilling per ton duty \s imposed on exported coal. Raw sugar polarizing below 98 is to pay a duty gradually diminishing, ac cording to each degree of polarization to a minimum of two shillings at a polarization of 76. The total expected yield of the new taxation is £11,000,000, of which £2,100,000 will be from coal. The chancellor of exchequer asked for permission to extend the present borrowing on consols. ALLEGED ASSASSINS ARRESTED. Murder of I>r. Scrugg* Lending to Sensa tional Development*. A Memphis special says: Sensa tional developments have been made in the Dr. Scruggs assassination case and strong evidence is being accumu lated w hich may uncover a plot with a number of persons implicated as the result of a political feud in the com munity in which the physician lived. J. YV. Skinner, a wealthy dairyman, and John Phillips, a carpenter, are be hind the bars charged with the deed, and other equally sensational may follow. LYNCHED AT COURT HOUSE. Tennessee Mol* Wat Dotennlaed to Out wit the Sheriff. Tuesday night a mob of 100 men forcibly entered the courthouse at Sprihgfield, Tenn.,took Watt Mollory, a negro, from the officers guarding him and hanged him from the court house veranda. As the rope grew taut with the weight of the uegro’s body, each member of the mob fired a shot into the swinging body. Mallory had fatally wounded J. H. Farmer, a white man. The sheriff heard that a mob was forming and se cretly moved the negro from the jail to the courthouse for safety. Suit Against Treasurer. Monday * Attorney General J. M. Terrell, of Georgia, filed suit iu the superior court at Atlanta asking in the name of the governor that man damus issue against State Treasurer B. E.
