Cailles and His Band of Warriors Surrender to Americans, A SPECTACULAR CAPITULATION To Music of Native Bands Insurgent Leader Marches Into Santa Cruz, Gives Up Arms and Re ceives Congratulations. Advices from Santa Cruz, Province of Laguna. P. 1., state tnat when Gen eral Cailles surrendered there Monday with 650 men and 500 frifles, he entered Santa Cruz to the music of native bands, which were drawn up in six lines in the churchyard. Cailles and his staff entered the church, where mass was celebrated by Chaplain Hart, of the Eighth United States infantry. The column passed in review before the United States army headquarters, with arms at port, returned to the con vention enclosure, there surrendered t'.eir rifles and received receipts en tiling them to thirty pesos each During the surrender of the arms Cailles and his taff, who were outside the inclosure, wept. The officers afterward walked to headquarters, where Cailles tendered his sword to General Sumner, who gal lantly handed it back. General Sum ner also handed back the revolutionist flag, which Cailles will, personally, pre sent to General Mac Arthur. General Sumner congratulated Cailles on his surrender aDd the latter responded tnat it was a happy day for Laguna province. Frank Mekin, the deserter of the Thirty-seventh infantry, who had been acting as a lieutenant with the insur gents under Cailles, was placed in irons. MacArthur Reports. General MacArthur has cabled th* war department announcing the sur-’ render of General Cailles in Northern Luzon, with 396 rifles. 4.000 rounds of Ammunition and 600 officers and men. rallies has taken the oath of allegi ance. General MacArthur has announced the arrival cf Uawton at Manila, with Companies k and L, Eleventh infan try. MANY THOUSANDS HOMELESS, Details of Flood In Pocahontas Coal Region Shows Terrible State of Affairs. Advices of Monday from Bluefield, W. Va.. stne that details of the flood in the Pocahontas Flat Top coal re gion fully bear out the worst fears of the extent of damage done. The work of repairing railroad tracks, telephone and telegraph lines is being pushed with the vigor that the occasion de mands. Thousands of people are homeless and it is feared are without food, or at the'best with only food enough to last several days until railroad communica tion is established. Men are at work clearing away debris, recovering the bodies of the dead. The dead are be ing augmented hourly. Relief trains are running between Bluefield and the stricken district and everything possi ble is being done to relieve the suffer ing and destitution. The latest estimate is that it will take ten days to repair the Norfolk and Western track. Information from the Tug river district is to the effect that, the damage to the coal operations in that region is not great, but that the lumber interests have suffered con siderably. Over 100 miles of track belonging to the various operations are practically a total loss. The rails are bent and twisted like wires. Even the heavy iron girders of the collapsed railroad bridges were rendered useless. The force of the flood is better understood when it is explained that by reason of a long fill and a iow iron bridge the flood was dpmmed and a monster body of water accumulated, pronably as large a volume as was contained in the famous dam at Johnstown WheD this obstruction gave way it let down an immense volume of water on the village and mining camps below. PROFITABLE LAND DEAL. Valdocla Citizens Make Big Money Handling Florida Real Estate. The Georgia and Floi'ida Land ( om anv had a meeting in Valdosta the past week to divide the profits which uie company has earned since it was organized a little lass than two years ago. The dividend amounted to $58.- rtfll), making a profit of something over $73,000 since the company was organ ized with $25,000 capital two years ago. The company invested in timber lauds in Florida which were held for awhile and then resold. Half of their holdings brought $90,000. HANNA IS BRYAN’S CHOICE. Nebraskan Hopes Republicans Will Nominate Mark For President. William J. Bryan, in a talk with Chi cago newspaper men Thursday, said among other things: I am for Mark Hanna for the re publican candidate for president next time and hope the- republicans will nominate him, but I am n<*t sure.l can control their convention." ACTED FOR SELF PROTECTION, j Negroes Lynched Because They Were Avowed Enemiee of the Whites. The lynching of “Prophet” Smith and F. D. McLand at Benton for con nection with the murder of John Gray Foster, caused no commotion in Shreveport. The two negroes were regarded as dangerous characters, and there is little comment on the mob’s action. Evidence was discovered so clearly establisuing the identity oc Smith and McLand as enemies of the white race and dangerous elements among the ne groes that their extinction came to be regarded as essential to the preserva tion of order in the parish. As it became the general 'selief that Prince Edwards, the negro accused of the killing of Foster, would never be captured, the mob determined to act without further delay. Smith confessed, just before he was lynched, that he loaded the gun with which Foster w-as killed. Many letters of aii incendiary tenor written by Smith and his followers, were found. Indications of conspira cies against Chiei Lake, of tne Shreve port police, Foster and '•'* >, ers ran through tlffe missives, am in connec tion with the minutes of a meeting of the “Church of the Living Gcd,” of which Smit-i was the head, precipita ted the lynching. WILL ISSUE MORE STOCK. Plant System Lines to Be Consolidated Under ©. F. and W. Corporation. A special meeting of the stockhold ers of the Savannah, Florida and West ern Railway Company was held in Sa vannah i. ursday, and it was decided to issue 155,671 aaaitional shares of stock. The par value wil. be SIOO a share, and 125,000 shares will be pre ferred, without voting power, while the remainihg shares will bo common stock, wltn full voting power. The meeting was held in accordance with a plan reached some months ago to con solidate the lines of the Plant system under the corporation of the Savannah, Florida and Western. The roads tc be consolidated are the Savannah, Florida and Western, the Charleston and savannah, the Brunswick and ’Western, the Alabama Midland, the Silver Springs. Ocala and Gulf and the Tampa and Thonotosassa. All have long been under the Plant system, with the stock ownea by the Plant In vestment Company. Another meeting of stockholders will be held on July Ist. when further details win be com pleted. PRESAGES CONVICTION. Gai'ows or Long Sentence Faces Jessie Morrison, Slayer of Mrs. Castle. A special from Eldorado, Kas, says: Thus far the second trial of Jessie Morrison, on the charge of murdering Mrs. Clara Castle, is very much against her. The defense has not in troduced evidence of any consequence to support its claim of self defense. What is considered a very important point was gained by the state Thurs day- morning in the refusal of Judge Aikman to admit as evidence the cloth ing worn by Jessie Morrison on the day that she gave the mortal wound to Mrs. Castle. The clothing is cut and blood-stained. At the first trial it was all admitted to the jury, while the clothing of Mrs. Castle was excluded. VAST COLONIZATION SCHEME. Officials of Sar.ta Fe Railway Send to Italy For Colonists. A Chicago dispatch says: The man agement of the Santa Fe railway has begun to carry out a vast colonization plan, which will result in bringing many thousands of Italians to this country and in locating litem on lands in Southern California,, New Mexico, Oklahoma and A exas. Agents of the road have been sent to Italy with lit erature for distribution. These books are in the Italan language and are plentifully Illustrated witn views taken from picturesque spots along the line of the Santa Fe in the states and ter ritories mentioned. A Manila dispatch says: It is esti mated that forty insurgents were kill ed or wounded during the recent en gagements which have occurred in Al bay and Sorosogon provinces. Many insurgents are returning to tbeir homes. QUAKERS CANNOT BORROW. Philadelphia Fails to Dispose of Nine Millions For Improvements. For the first time in the history of Philadelphia a lean offered by the city has failed. The municipality recently offered 3 per cent for a $9,000,000 loan to be used in Improving the city’s wa ter supply and on Monday, the time having expired, one bid for $5,000 was reeeiveu. Mrs. McKinley Still Improving. Mrs. McKinley continues to improve and the arrangements to go to Cat.. r> are unchanged. The date of departure has not yet been fixed. NEW FOR KNOXVInLE. Southern Railway Will Erect SBO,OOO Shed In Tennessee City. Frank S. Gannon, third vice presi dent and general manager of the Southern railway, states tnat the con tract for an SBO,OOO depot at Knoxville, Tenn., would be let in three weeks. EIGHTY PER CENT A.YAILABLE With Sum of $200,000 Borrowed From i..e Banks the Total Funds for Teachers’ Salaries Will Be $263,499.32. An Atlanta, Ga., special says: Ac cording to the figures in the treasury statement submitted to Governor Can dler Thursday by Comptroller General W. A. Wright and State Treasurer R. E. Park, the governor will be able, it appears, to pay the teachers of tho state more than 80 per cent of their salaries for the month for which they were not paid on account of the su preme court decision with reference to the public property fund. The situation in brief is this: The cash balance in the treasury on June 14th was $795,707.97. from which must be deducted about $40,000 paid out on salaries, eta, during the quarter with out warrants, leaving net cash in the treasury $755,707.97. The estimated receipts up to October Ist are $392,000, making a total of $1,147,707.97. The estimated expenses up to October Ist are $540,000, leaving balance in the treasury October Ist of $607,707.97. From this balance must be subtracted the public property and sinking funds, amounting to $544,208.65, leaving avail able cash balance in the treasury Octo ber Ist $63,499.32. If the governor borrows $200,000, as he expects to do, he will have $263,- 499.32, whicn he can pay the teachers practically at once. This will pay all that is due them with the exception of about $50,000 or nearly 85 per cent of their salaries for the month stated. Governor Candier Talks. “I have not yet gone into the reports from the treasurer and the comptroller general ’’Governor Candler said Thurs day, “but they are practically the same in results. I shall not take any action until I confer with Treasurer Park. “I expect to pay the teachers every cent it is possiole for me to let them have, but how much that win be l can not yet say. It may be that it will be possible to pay them 75 or SO per cent, but mat 1 cannot tell yet. “I have made inquiries with regard to securing money, and i find I can get all I want at a satisfactory rate of interest.” Money Easily Obtainable. Atlanta and Savannah will furnish the money with which the state will tide over its financial difficulties. State Treasurer Park, who spent Thursday in. Savannah, completed his arrange ments there for securing the requisite $200,000. Mr. Park stated that he told Gover nor Candler some days ago that he thought the amount needed could be obtained in Georgia on as good, if not better, terms than in New York, and that his views on the subject had proved eminently correct. He obtained something over one-naif of the amount needed in Atlanta, and the remainder was secured in Savannah. The, banks which furnish the money are the Citi zens’ bank and the Southern bank, of Savannah; the Neal Loan and Bank ing Company, tho Atlanta National bank and the Fourth National bank, of Atlanta. Not a single bank which was asked to take part in the loan hes Lated a moment, notwithstanding that, the rate of interest offered was lower than the ordinary business rates. The rate has not been given out, but it is under stood to be fu—/ as low as the money could have been obtained for in New York. To Educate Fifty Filipinos. Washington has been asuc-a for an appropriation of SIO,OOO to defray the expenses of fifty Filipino teachers who are to study for a year in normal schools in America, these schools hav ing offered them free tuirion. Lightning Slays Three. Three persons were killed and sev eral injured by lightning during the severe electrical storm which passed over Indiana Wednesday. FIRED ON NEGRO SALESMEN. While Employees of a Mississippi Rail road Draw Color wine. A report reached Jackson. Miss, Thursday that a Gulf and Ship Island freight train was flagged down by white men near Magee and five negro salesmen in the caboose were fired upon and one was instantly killed. The other negroes aboard escaped by jumping and taking to the woods. The affair is the result of a declaration by white employees that negro salesmen •Hill not be allowed to work for the road, and this is the method taken to get rid of them. CINCINNATI MACHINISTS FIRM. Shops Were Started, But Workmen Failed to Show Up. As was announced by the manufac turers Monaay, all the machine shops in Cincinnati affected by the machin ists’ strike ,vere started Tuesday morning to allow those of the strikers who wished to return to work to do bo.
