Reform is Growing.
GOV -ELECT CANDLER’S VIEWS-
He Favors Reform and Will Have
Something to Say on It in His
Inaugural Address.
As the session of the legislature
approaches it becomes more and
more evident that the Australian
ballot has many more friends than
ever before, and the present inu..,„
tions are that it will have a good
chance of becoming the law of the
state, says the Atlanta Journal.
Conservative memo rs who have
never committed themselves on
this subject before are now outspo
ken in favor of the system.
Colonel Candler’s known purpose
so declare in his inaugural for bal
lot reform which will prevent an
ignorant, and vicious minority t om
holding the balance of power, seems
to mean nothing more nor less than
the opening of the discussion before
the legislature. Colonel Candler
has been strengthened in his posi
tion by commendations which have
come to him from all parts of the
state since his famous utterance on
fair elections. Tne following inter
view is a sample:
Mr, F. W. Copeland, of Walker,
wh > has represented that county in
the legislature a number of terms,
may be a candidate for speaker pro
tern. Me is a substantial, thought
ful and conservative man, and his
opinion always has weight. Speak
ing of legislation to come before the
house, he said some interesting
things about the Australian ballot.
“The people of the northern part
of the state are generally in favor
of that system,” said he. “You will
remember what Colonel Candler
said about fair elections when he
first announced his candidacy. That
has particularly endeared him to
the people in our end of the state.
They are earnestly in favor of re
form in that respect,
“I suppose we have no more of
the objectionable kind of votes than
any ottier part of the state, but in
the best communities there is an
element whose votes can be con
trolled with a drink of liquor. Our
people are for getting rid of that
kind of suffrage.
‘■lt seems a harsh statement, but
it is a fact, that there are thousands
of people who do not know the name
of the president of the United
States. A considerable number
don’t know who were the candi
dates for governor and some don’t
yet know that a governor is to be
inaugurated here on the 29th of
this month.
"It is a self-evident proposition
that people like these are not capa
ble of easting an intelligent vote.
If a iran has no more interest in
government than that he is not en
titled to have a voice in the elec
tion, he is not competent to vote.
“If we do adopt the Australian
ballot, there is one thing I see in
the system as it is in operation in
Hamilton county, Tennessee, that
we want to guard against. There
they require a certificate of regis
tration to be presented at the polls
by the voter. Scheming politicians
go round and buy up hundreds of
these cei tificates from ignorant vot
ers and kid that many votes. That
is one way they have ef controlling
electi* ns.
“The politicians in Chattanooga
keep a regular school for illiterate
voters. I have seen them at it.
They take the official ballot and
ell the ignoramus to count so many
lames from the top and make a
nark. They will say, for instance:
Mark the third, fifth and tenth
tames.’ Then they send the fellow
■ut with a blank to try his hand,
and maybe he will get it about half
right. But they keep on drilling
rill he knows where to put the
marks.
“This is so extremely humiliating
to even ignorant voters that it must
result in putting a spur on them to
educate their children. They will
vow by all that is holy that their
■hildren shall be able to read and
vrite. I have on my farm a hard
working, honest, out illiterate man.
When I get into a race for the leg
islature he goes wild because he
can’t. read and write enough to fill
out tickets. He said to me:
‘“Though I perish, my children
shall know how to read and write.’
“The result is that he is bending
all his energies to educate them
and they have been at school t'-o
years,
“The Australian ballot may be a
heroic remedy, but it will lift the
i ext generation out of the depths
of illiteracy in which theit parents
plod.”

Situation at Paris.
Washington, Oct. 20—The assur
ances given yesterday that the
peace commission would not recede
from itm stand against the assump
by the United States of the Cuban
debt, were reiterated today, with
emphasis. Just what the outcome
of the display of Spanish stubborn
ness in Paris will be, nobody here
can predict with certainty, but it is
obvious that no worry is felt in of
ficial circles and the feeling appears
general that they will gracefully
accept the inevitable, when they
realize that their stand may result
in a possible resumption of hostili
ties.
The Spanish delay is believed to
haye been caused by the hope that
it may bring a butter chance of suc
cess in the negotiations, through
the mistaken idea that Mr. Day and
his associates can be easily hood
winked. The statement today that
the Americans had agreed to as
sume the responsibility for debts of
the Cuban municipalities proves
erroneous, but such debts would be
a subject between the municipality
and the creditors and will not come
before the peace commission, as a
disputed question.
The United States will, however,
assume moral responsibility for
such debts falling due while the isl
and is held in trust by this govern
ment.

ville, came over this week and with
a force of hands begun development
work on the soapstone quarry, th ee

purpose of grinding and manufact

Vancouver, B. C., Oct. 20—Disas
trous typhoons, sand storms and
floods have caused a fearful loss of
life and property in the Orient. In
the district watered by the river
Feng, in .1 pan, hundreds of vil
lages have been swept away and
2,000 people have been drowned.
Another r port says 250 towns
are under water. Thousands of
refugees are flocking to the cities.
The Ishikari river has also over
flowed, drowning nearly 1,000 peo
ple. The prefectures were destroy
ed.
In a terrible typhoon off Formosa,
happening the same time as the
floods, great damage to shipping
was done. At Temani eight junks
were wrecked and a hundred lives
lost. The junks were driven to sea
and lost. The steamer llensi Maru
was pi usd up on shore.
Among the ships wrecked was
the American bark Comet. The
ship was abandoned and the crew
saved. The steamer Cowrie is
partially wrecked. The French
steamer Hoihow is wrecked on the
beach near Amry. The Gerim.n
steamer Trinidad, formerly of the
Cunard line, was abandoned in the
open sea.

Indian Trouble Practically Ends,
Walker, Minn., Oct. 20.—Seven
of the Pillager Indians for whom
the marshal has was rants, surren
der today, and the others, with the
exception of Bog-Ali-Na-Ge-Shig
and his son, will give themselves up
some time tonight. This practically
ends the trouble.
