Washington, July 20, 1900.
Mr McKinley is again perform
ing his specialty, the wobbling act.
He heard the criticism of the coun
try of his absence from his post
and rushed back to Washington,
everybody supposed to do some
thing. There has been cabinet
meetings and cabinet dinners, but
that is all. Nothing has been done
that had not been decided upon
before Mr. McKinley pulled him
self away from the enticing rock
ers on that Canton porch. Although
it is the general opinion in Wash
ington that congress should be
called in extra session to handle
this Chinese business, Mr. McKin
ley and his advisers decided that
no extra session should be called
until the urgency became more
pressing. Because the allied
forces in China have won a tem
porary success, at an awful cost of
life, including many Americans,
and the Chinese have sent a mes
sage saying that the foreign min
isters in Pekin are alive, which by
the way, isn’t believed by anybody
outside of members of the admin
istration, Mr. McKinley will wob
ble awljile longer.
The plain truth is that Mr. Mc-
Kinley is afraid to do anything un
til he gets a plainer tip on what
public sentiment wants thisgovern
raent to do. Men interested in
syndicates which have big conces
sions in China are urging him to
senda big army to China so that he
can be in a position to prevent the
breaking up of the Chinese empire,
which would mean the end of their
concessions, while republican poli
ticians are cautioning him to feel
his way carefully because a mistake
will make his defeat for re-election
more certain than it now apparent
ly is. He can’t get more men in
the army without authority from
congress, and he is afraid to take
any more men from Gen. Mac Ar
thur, who has already been made
to send men from the Phillippines
against his vigorous protest. Con
sequently, unless there is an extra
session of congress the total Amer
ican force in China will not exceed
12,000, and several thousand of
them cannot be got there before
the first of September, no matter
how badly they may be needed.
Meanwhile, Mr. McKinley has gone
back to Canton to wobble at leis
ure until public opinion shows him
what to do.
There are reasons to believe that
a decidedly interesting talk took
place in the dining room, of Sec
retary Gage’s suburban residence,
where Mr. McKinley, all the mem
bers of the cabinet who are in
Washington, and Gen. Leonard
Wood, military governor of Cuba,
were guests. The subject was
Cuba and its probable future rela
tions toward to United States.
Gen Wood is in Washington for
the purpose of receiving instruc
tions as to the method of electing
delegates to the proposed Cuban
constitutional convention, which it
has been hinted in inside adminis
tration circles, may start the an
nexation ball to rolling by adopt
ing an annexation resolution or de
claring in favor of it. If such is
the administration programme, the
arrangements for the election of
delegates to the convention will
probably be such as to ensure a
majority of annexationists. Gen.
Wood will talk about everything
else in Cuba, but as soon as you
say annexation he is as mum as a
clam.
The Chinese minister is about as
slick as the slickest of his race and
he seems to make Sectetary Hay
accept any old story that he chooses
to tell him. His latest, which Mr.
Hay thought important enough to
repeat at a cabinet meeting, is that
the reason the foreign ministers in
Pekin have not communicated with

Chinese minister’s success in stuff

tion may encourage him to remain
in this country and go in the gold
brick business if his government
gets knocked out at home.
The wires have been kept hot
getting word to such republicans
as Representative Hull, of lowa,
chairman of the house military
committee, who has been publicly
advocating the calling of an extra
session of congress, to take the
other track and fall in behind Mr.
McKinley, in opposition to an ex
tra session.
Communications received by the
Chinese minister indicate consider
able alarm among the Chinese res
idents of our large cities. They
fear that Americans will t:y to
avenge the murder of Americans
in China by uiassacreing them.
It is, of course, a groundless fear.

It is astonishing how much the
public will ask of a newspaper
man. The only reason he is not
requested to give some one the en
tire earth is because the people
know he hasn’t got it. But when
it comes to asking an editor to do
gratuitous work the public has
more gall than a town cow. Did
it evei occur to you that a newspa
per man can not print one single
word without he pays for it? It is
true that it may not cost him over
io cents to write up a frqe “puff”
for some particular scheme, but
ten such pulls make si\ and as
fifty of them per day is about the
average requested, you see it would
cost an editor at least $18,220 per
annum, which is one-half the clear
profit of the great country week
lies. An editor can not afford to
pay out that much monev is order
to keep the public from
mad at him. It is not the mer
chants who ask for free advertising.
They know it costs money and
they pay for what they get, but it
is the outsiders who get in ’their
graft on the poor editor and set it
in deep. They ask all sorts 01 free
advertising and grow’ warm ufider
the collar if you refuse to advance
their pet interests.
To give you an idea of how’ such
requests are made, we will gWe
you a sample. A gentleman re
cently wrote us as follows:

about a column, and you migty
say it will be the best stable in
country and that John is the mosr
popular young man in the county,”'
etc. The letter went on to state:

of free advertising the old man was
sure John would have some cards

This is only a sample of the
modest requests that come in to the
country editor, and to which he
usually complies, which has the
effect of keeping him constantly
financially embarrassed.

Chicago, July 20. —A special to
the Times-Herald from Washing
ton says:
Asa result of the cabinet meet
ing held Tuesday and Thursday
the policy of the United States
concerning the great world crisis in
China is fully and definitely decid
ed upon. The substance of this
policy is as follows.
1. The United States will under
no circumstances join in the parti
tion of China among the powers.
2. The United States will use all
of its influence to the utmost ex
tent, short of war with European
nations, to prevent the dismem
berment of the Chinese empire.
3. The United States proposes
to have a voice in the settlement of
the Chinese trouble and its voice
will ever be raised against spolia
tion and in favor of preservation of
China’s territorial and governmen
tal entity along the lines set forth
in Secretary Hay’s note to the
powers dated July 3d.
4. The United States will not
declare war upon China on the
present showing of facts, no matter
what other powers may do.
5. The United States, acting in
dependently and for itself, will co
operate with the other powers in
restoring order in China, in pun
ishing all officials, high or low,
found guilty of crimes against hu
man life, in setting up a stable
government that may give guaran
tees and security of life and prop
erty and freedom of trade.

Work Miss Brewer Found to Do In
Alabama.
Montgomery Journal.
Apropos of the discussions of
the question of the China, or for
eign missionary question, it has
come to the Journal that there is
one woman at least who has re
turned from foreign missionary
work right here in Alabama. Miss
Brewer, sister of Justice Brewer, of
the United States supreme court,
after many years spent abroad, re
turned home and, by chance, came
to Alabama, where she learned of
the condition of the poor and illit
erate among the hills, and there
she located. Whole communities
without schools, school houses,
churches and Sunday schools. She
found their condition more pitiable
than of those alleged heathens
abroad —people more ignorant of
God and His goodness and bless
ings tuan those in other lands. Go
ing to work among them, she caus
ed school houses and churches to
be erected, she established Sunday
schools and told the older ones, as
well as the little ones of the only
living and true God, the coming of
Christ, and how He died upon the
cross at cavalry to save them; and
so gentle, So loving was she. so de
voted to their present and future
welfare, she soon won her way in
the simple hearts of these ignorant,
but singularly good people, and
they have come to regard her as
an angel of mercy as she really
has proven to be. It is said of her
that she has so intermingled her
own life with those with whom she
has voluntarily become a recluse
from the outer world, that she ac
companies the women and children
on wagons drawn by oxen, single
or double and helps them sell their
products of garden and farm, or of
the 100m —helping them to strike
the best bargain with the merchant
and towns-people to whom they
offer them for sale. Who will say
Miss Brewer is not doing more
good than a hundred missionaries
in China or Japan, or elsewhere
among the alleged heathen? Who
would not rather contribute one
hundred dollars to help Miss
Brewer in her christianizing work
at home, than to give one dollar to

more reverence and tenacity than
any other nation on earth to any
other religious belief.

Monday night about 10 o’clock
the quietude of our little city was
broken by the startling news that
the house owned by Mrs. Hanna
Lemon and occupied by Rev. E. M.
Dyer, was in flames.
How quickly the noble hearted
people of Acworth deserted their
homes and responded to the call
of help. How heroic a few work
ed to save the property of Mr.
Dyer and their efforts did not meet
with absolute failure, for a few
pieces of furniture and the major
part of his valuable library were
saved from destruction.
Some attribute the origin of the
fire to rats, others to the act of a
burglarious incendiary. If the
malignant nature of the dastardly
act of incendiarism, nothing can be
said that will suffice to do the sub
ject justice.
As the lurid flames vied with
each other in reaching the greatest
height, and the witnesses of the
scene were intensely excited, the
cry of “Dr. Bailey!” “Dr. Bailey!”
rang out above the din and confus
ion, and for a few minutes the
scene was made more terrible by
the thought ot injury and death to
human life, but later it devoloped
that Charley Taylor, colored, need
ed a doctor on account of a fit,
which was brought on by the ex
citement.
Mr. and Mrs. Dyer were away
from home, and we are glad to
say that no physical hurt or in
jury was done by cause of the fire.

How to Raise a Campaign Fund-

It is not necessary for Mark
Hanna at this time to demand di
rect contributions from the finan
cial institutions and other corpora
tions, and from government em
ployes, to raise many millions of
dollars to be used as a campaign
fund.
Mo one can deny that the G. O.
P. is the friend, promoter and pro
tector of the trusts. The demo
cratic party and all other parties are
against them. Hence, their con
tinued existence depends on the
continuance in power of the re
publican party.
Now, it is not necessary for all
the big trusts to engage to assist
in raising the big fund that will be
necessary to defeat their opponents;
yet, no doubt, most of them will
cheerfully contribute. The way
to do it and the way it will, no
doubt, be done will be for the su
gar, oil and beef trusts to place
from two to three cents per pound
on their products for a month or
two, and in this way raise as many
millions as may be necessary. In
this w-ay every- man, woman and
child, whi f e, black or brown—re
publican, democrat, prohibitionist,
populist or socialist —in lact every
body using a pound of those ne
cessaries of life —can be compelled
to contribute to this fund without
knowing they are so doing. Of
course, the causes of the increase
in the prices would be given and
no doubt we would be told pros
perity is the cause, increased de
mand, short supply, etc. And in
the event of the people of this coun
try refusing to be debauened, ca
joled and driven to the support of
the imperialistic and trust-owned
party at this election,do you know
the people are at the absolute
mercy of these lords of the earth?
They have it in their power to shut
us off from the very necessaries of
life. They could stop refining su
gar and oil, stop making flour and
meat; in fact a few men in this
country- now have the rest of us
by the throats. Yet our great and
wise postmaster general says the
trusts are a business and not a po
litical question. A great man once
said the tariff is a local question
and his opponents laughed at him.
He was pretty nearly right; but we
now know the tariff is a big polit
ical question also. Let us be pre
pared for a raise in the prices of
sugar, oil, meat, flour and some of
the other trust-controlled neces
saries of life. The officers of the
government are already preparing
us for it by announcing short
crops. But the real cause will be
the secret arrangement between
Mark Hanna and the trust mag

Bishop McCabe Thinks it Will Num
ber 950,000 Men.
Omaha, Neb., July 19. —Bishop
McCabe, of the M. E. church, who
is intimately associated with the
foreign mission board, said today:
“I have not the slightest doubt
that the Chinese are gathering to
gether an army of 950.000 men. In
fact those reports coincide exactly
with information that I have been
receiving from the foreign mission
board and through the different
sources. This means that we are
to have the most stupendous war
of the age.
“When inflamed by passion the
Chinese are the most cruel and
vengeful savages in the world.
Add to this fanaticism and their
numbers and you can readily un
derstand the gigantic task that all
missionary workers realize the task
t ie powers have on hand to restore
order in the Chinese empire.”
