The Atlanta coi respondent of
the Macon Telegraph quotes Dr.
Baker on the whiskey question in
Bartow county as follows:
Senator Thomas H, Baker will
this week introduce a bill provid
ing for the holding of an election
in Bartow county to determine
whether the sale of liquor will be
permitted in that countv. Senator
Baker says that while theoretically
Bartow county is as dry as a pow
der horn, the fact remains that the
countv is as wet as the Chattahoo
chee river, and that large quanti
ties of whiskey and beer *is slopped
into the county daily and o l al
most publicly. He says th t blind
tigers are everywhere, an 1 that no
trouble is experienced by any oe
in getting all the hquor wanted.
The senator says that during
the last twelve months fully 3,000
jugs and packages of whiskey and
beer passed through one of the ex
press offices of the county.
Now, says the senator, “while
all of this business is being done,
the county is not getting a cent of
revenue, and one object of my bill
is to have liquor sold legally and
with the proper restrictions about
the sale, if it is to be sold at all in
the county. As it is, we have all
of the evil effects of the sale of li
quor without any restrictions or
control of any character and get no
revenue whatever from this source
of trade. Some years ago a law
was passed in our couuty prohibit
ing the sale of liquor, but there
was no provision made for holding
another election unde r this bill
should there ever be a change of
sentiment upon this question, and
in consequence when the county
went dry it remained dry so far as
that bill was concerned. Now I
think that there has been a change
of sentiment upon this question in
Bartow county, and I want to see
if this is so. The people of the
county in which I reside and whom
I have the honor to represei t, des
ire to vote again upon this issue,
and lam in favor of their being
allowed to do so.”

Washington, Nov. 19. —Republi-
can members of the ways and
means committee of the house will
assemble here tomorrow to map out
the legislative program for the
short session. The proposed re
vision of the war revenue act is the
subject of paramount importance
to be considered.
President McKinley and Secre
tary Gage have agreed that a re
duction of $15,000,000 will be
about right for the next year and
the ways and means committee
will prepare a measure which is to
carry out the program intelligently.
A larger reduction might have
been recommended were it not for
the heavy expenditures of the gov
ernment in the Philippines and in
China. The president does not
care to face a deficit at the end of
the year, and for that reason will
not now propose ail}’ reduction that
might bring about the very thing
he desires to avoid. He prefers to
leave the heavier cut to the next
congress.
The war revenue act is estimated
to produce about $100,000,000 and
this may be nearly cut in half by
the 57th congress.

ISTHMIAN CANAL-
Hay-Pauncuf oiu Treaty to be,
Pressed With Vigor.
New York, Nov. 19. —Plans are
being made by the administration, |
according to a Washington dis
patch to the Herald, to press with
vigor for the ratification by the .
senate of the Hay-Pauucefote
treaty in its orginal form as the
first step toward constructing the
Isthmian canal.
This action is likely to precipi- 1
tate one of the memorable contests
of the coming session of congress.
Opposition to the treaty is based
on the fact that it provides that no
fortifications shall be erected on |
the canal.
The Hepburn bill, which has
passed the house, provides for the
construction and protection by the 1
secretary of war of a Nicaraguan
canal. In addition Senator Davis j
has brought before the senate from 1
the committee on foreign relations j
an amendment that nothing in the !
treaty shall restrict measures which 1
the United States may find neces- j
sary for the defense af the United
States.
The Davis amendment was cop
ied from the tenth clause of the
Constantinople treaty, securing
the neutrality of the Suez canal.
Hon. John Kasson of lowa, special
commissioner and formerly United
States minister to Germany and
Austria, supports the Hay-Paun
cefote treaty.
“It is manifestly absurd to at
tempt to make a private national
snap of the exclusive control and
usiof tii g eat in r e nic water
way,” he said in an interview.
“To establish such conditions by
law would be a challenge to all na
tions to combine against us and to
do what we ought to do in the
spirit of mi and rn civilization, and
in r c prc’c y for the priviliges we
enjoy in the Eastern work.”
No predictions can be made as to
the vote on the treaty.

Florida Loses Ground-
Montgomery, Ala., Oct. 24th. —
A portion of West Florida has
been annexed to Alabama, and
Alabama thus gains acres
of the best timber lands in the
south. Of this, 4,000 acres are
school lands, and the public school
system of the state is enriched just
that much. The land is on the
boundary of Alabama and Florida,
and the line has been moved south
into Florida a mile or more on the
Chattahoochee river. From this
point it goes westwardly to the old
boundary line near Flomation.
In 1826 the government author
ized a survey *0 fix the boundary
line, and it was made by Gen.
Caffey. Ten years later another
survey was made,and it was found
that the official records had given
Florida a narrow strip of land 100
miles in length too much. F'or
some reason no notice was taken
ot the matter, and foy seventy odd
years the strip officially belonged
to Florida.
In the old records allusion is
made to the “Tallahassee Meri
dian,” but none appears hi the
new. This fact led Land Com
missioner Deyampert to investi
gate, and annexation as the only
means of correcting the error was
decided upon. The United States
land office lias just approved the
transfer.
This, from the Savannah News,
is sensible: “It is to be hoped that
the farmers of Georgia are watch
ing the prices of eggs and butter.
Eggs are notv retailing around 25
cents a dozen, with the prospect
fair that they might go higher as
Tnanksgiving and Chiistmas ap
proach. And butter has taken a
jump upward. Is there any good
reason why our supplies of eggs
and butter should not be raised
right at home? It must make
Georgia farmers feel many keen
pan 4s of regret to know that thou: -
ands and thousands of dollars are
going out of the state fo; eggs and
butter which better than not might
be going into their pockets. We
need a million more hens and a
hundred thousand more high grade
cows in Georgia,

“If the Porto Ricans,” says the
Philadelphia Ledger, “adapt them
selves as readily to all American
methods as they do to the political
game, the ‘assimilation’ ot the peo.-
ple will not be long delayed. The
campaign which ended on Tues
day has had some surprises. In
the heat of the canvass the vigor
with which the two parties enter
ed into the contest, the firing of
pistols at political meetings, ar.d
the wrecking of newspaper offices
led to the belief that the hot blood
of the natives would end in serious
trouble on election day. Every
thing passed off, however, as quiet
ly as possible. There was not an
armed man needed at the polls to
keep the peace, and there was no
disturbance. The parties are call
ed the republicans and federals.
The republicans support the ad
ministration and do not want the
present policy interfered with un
til Porto Rico gets on its feet again,
while the fedetals are enthusiastic
and radical opponents of the pres
ent order, and are aligned with the
democrats of the United States.
The election was held to choose a
commissioner, who is to be the po
litical agent of Porto Rico accred
ited to Washington, where he is to
act in an advisory capacity be
tween the national administration
and the island government, and a
house of delegates was also elected
by popular vote. The upper house,
or executiye council, of ix mem
bers, constitutes with the civil
governor the executive and admin
istrative branch of the government
On Tuesday the republicans car
ried everything before them, elect
ing the commissioner, Senor P'red
erico Degetau, and the whole 35
delegates, simply because the fed
erals abstained from voting. There
was no educational qualification
required, but voters had to show
that they possessed as much as $25
worth of personal property.”
