Senator Allen, just before the
filibuster against the army reor
ganization bill was abandoned,
made a red hot speech against the
McKinley policy in the Philippines,
which made a large army neces
sary—in his own words: "I am
opposed to this bill, because its
avowed purpose is to provide sol
diers to be sent to the Phillippines.”
He paid his compliments to Sena
tor Hawley, who had denounced
the petition signed by 2,000 Fili
pinos, presented to the senate by
Senator Teller, as treasonable, by
saying: “The flippancy with which
the terms traitor and treason are
being used these days is getting to
be a stench in the nostrils of some
of us ” Incidentally he gave the
West Pointers in the array a few
side swipes and expressed the
opinion that the officers who had
never been to West Point were
among the best in the army. Re
ferring to the investigation now
being made in West Point by a
committee of the house. Mr. Al
len said: “Look at this investiga
tion going on now. This thing call
ed hazing. Why, the prize fighter
is a gentleman, the bull-baiter is a
gentleman, when compared with
the cadets at West Point. This
hazing takes place within the
knowledge of the officers at that in
stitution.”
It is understood that the repub
lican steering committee ha;- given
Senator Hanna one week within
which to pass the shipsubsidy bill.
If not passed in that time it is to be
permanently sidetracked.
Representative Kitchen, of North
Carolina, has no fear that a cadet
appointed by him to West Point
will suffer anything by hazing or
fighting. He said on the subject:
“I’ve been hoping to hear that my
cadet had been ‘called out.’ I
reckon he’s able to take care of
himself, and I reckon also they
will give him a wide berth. He’s
a graduate of one of our No,nh
Carolina colleges, played center
rush on the football team. Oh he’s
a peach! He stands six feet high,
weighs 180 pounds, and conies of i
good fighting stock.”
The nomination of the son of
Justice Harlan, of the supreme
court, to be Attorney General of
Porto Rico has not been confirmed
yet by the senate. At a secret
session this week special efforts
were made to get Senator Pettigrew
to withdraw' his objection to action,
but he refused, declaring that he
had no doubt of young Mr. Har
lan's personal fitness for the posi
tion was based on higher grounds

court at this time to such a posi
tion. Mr. Pettigrew then said a
few words concerning the recent
nomination of a son of Justice Mc-
Kenna to be major in the army,
jumping him over the heads 118
lieutenants and captains; also of
the removal of a son of ex-Presi
dent Harrison, because his father
had dared to raise his voice in op
position to the McKinley policy.
Mr. Pettigrew said: “I make no
charge against the supreme court,
but 1 do say that the appointment
of the sous of two of the members
of that court to important positions

Senator Daniel, who objected
when Senator Morgan asked the
unanimous consent of the senate to
vote on the Nicaragua Canal bill
Febn ary 11, says he objected be
cause he thought the question had
not been sufficiently considered in
its latest phases, and from the pres
ent crowded condition of senate
legislation he was afraid that
enough time would not be allowed
for debate upon the canal bill if an
hour was fixed for a vote. Later
Senator Morgan offered a resolu
tion declaring that neither the
Clayton-Buiwer treaty nor the
Hay-Pauncefote treaty as amended
by the Senate, stand in the way of
legislation providing for the con
struction of the Nicaragua Canal.
The threat of the ship subsidy

harbor bill held up in the senate
until democratic senators who are
interested in appropriations carried
by that bill allowed the ship sub
sidy bill to Ire voted upon did not
make a dent in the opposition of
democratic senators to the ship
subsidy, bill. Democratic senators

river, who were the ones aimed at
by the threat, say they can stand
the failure of the river and harbor
bill as well as republican senators
can, and that no action toward that
measure by the republicans will
change their opposition to the ship
sub:-idy bill.
Secretary Root has again de
clined to furnish information asked
for by a congressional resolution.
This time it is the action of Gen.
Chaffee in regard to looting by for
eign ttoops in China, information
about which a resolution offered
bv Representative De Armond, of
Missouri, asked, that was refused,
on the ground that it was inexpe
dient to make it public at this
time. Mr. De Armond stated on
the floor of the house that he was
satisfied with the reason giveu for
not making public the information.

In Soldier’s Home.
Atlanta, Jan. 17. —The publica
tion ot the proposition made by
Capt. “Tip” Harrison of a plan by
which tle n o.ns at the soldiers’
home could be furnished free of
cost to the trustees met with popu
lar favor, and responses are coming
almost daily to Capt. Harrison, the
originator of the seneme. Up to
date twelve rooms have been as
signed to applicants who desire to
fit them up. Today Capt. Harri
son received a letter from W. H
Kiser and John F. Kiser, of At
lanta, stating that as the sons of
the late Maj. M. C. Kiser, they de
sired the privilege of fitting a
room. Maj. Kiser was a strong
advocate of the state accepting the
home and subscribed SI,OOO to the
building fund when it was raised.
Judge Calhoun says that as near
is possible the furniture in each
room should be the same. He says
that nothing elaborate is desired,

Corbin is a Smouldering Volcano of
Excitement, Threatening to
Burst Into an Eruption.
Corbin, Ky., Jan. 17. —This
place has been at a high pitch of
anxietv.tben of excitement tonight,
Reports were received of armed
massing outside of the town, repre
senting the factions in the feud
that caused so much trouble last
night.
The special train with troops
from Lexington is due at 3 a.m.,
and then there will be very much
relief.
No attempt was made today to
clear the debris of the White build
ing, wrecked last night by dyna
mite. Everyone kept within doors,
fearing farther trouble between the
Shotwells and Whites before the
troops arrive.
Friends of the Shotwells search
ed every train tonight for certain
friends of the Whites here and at
Williamsburg.
It was during these proceedings
that Judge Morrow asked Gov.
Beckham for troops.
Fifty of the Chadwells from Clay
county came to Gray’s Station to
night, there joining the Shotwell
faction.
Sheriff Sutton has sworn in a
very large force of deputies.
The Shotwells occupy the hills
near the town, while the White
forces are mostly in Corbin. All
the resideuces are barricaded.
There has been some relief since
Roch White and Raleigh White
were arrested and taken to Will
iamsburg, the county seat. Roch
White is crippled, and will lose
both eyes as the result of the ex
plosion. It is believed he caunot
recover. Raleigh White has just
returned from service in the Phil
ippines.
While the trouble between the
two famlies was precipitated by
Raliegh WJiite killing old man
Shot well, yet it has been brewing
for many years. Mary Shotwell
and young White have been en
gaged; and notwithstanding the
fact that her father is dead, she ex
presses sympathy for White.
Mrs. White, mother of the White
boys, is over 70 years of age, and
is in a seiious condition tonight.
Last night after the wrecking of
White’s resturant, a woman was
shot by a stray bullet.

in Corbin rode to the outskirts of
the town and fired their Winches
ters, and then rode away.
Sheriff Sutton made an attempt
today to arrest the Shotwells, but
was held off at the point of Win
chesters. He says he will arrest
all the boys tomorrow when the
troops arrive, and he will have
over ioodeputies of his own. The
Shotwells will be charged with
blowing up the White restaurant.
Goodman was arrested today.
A public meeting at the town
hall tonight was addressed by the
ministers and others.
All was quiet here up to mid
night.
MR- KRUGER UNDECIDED-
Whether or Not to Make a Visit to
America.
London, Jan. 17. —Mr. Kruger
is undecided whether to visit
America, He will do so if assur
ed that President McKinley will
receive him officially as president
of the Transvaal. The fiiends of
Mr. Kruger do not desire the old
man, in his present state of health,
to undertake any arduous and
fruitless journey in cold weather.
Mr. Kruger has declared he is will
ing to make the trip if he could be
satisfied that his visit would tangi
bly help the Boers. He tells
his friends that he has reason to
hold to the czar's moral support.
The operation on Mr. Kruger’s
eyes, at Utrecht next week, al
though slight in itself, will neces
sitate absolute quiet for some time.
