Washington, Jan. 25. 1901.
Democratic senators are now
called upon to decide whether t'n *
ship subsidy bill, which is again
the ’‘unfinished business" of the
senate, shall or shall fail to
reach a vote. It is admitted by
Yr.ends and fesof the bill that if
the cemocrats choose thee can
easilv prevent its being voted upon.
The course of the democrats is not
yet certain. There are two sides
to the question. Some contend
that on general principles it is the
duty of the democratic and populist
senators, as representatives of the
people, to defeat such a vicious
bill, while others are equally con
fident that as a matter of party
policy the democrats ought not to
stand in the way of the placing of
such a millstone around the neck
of the republican party as this
subsidy bill would be likely to
prove, if allowed to become a law.
There is some talk of a caucus to
decide what shall be the democratic
policy toward this bill.
Gen. Miles can thank his per
sonal friends in the senate for the
discovery in time to defeat it, of a
scheme to denose him from the
command of the army, under the
army reorganization bill. That
bill as drawn by Adjutant Gen.
Corbin, whose hatred for Gen.
Miles is wide known, specially
provided that the present adjutant
general should be retained and
with the same rank, but in provid
ing for the appointment of a 'lieu
tenant general who should have
command of the army, the appoint
ment was left wide open. The
scheme first became known by
friends of Gen. Otis and of Gen.
Brooke seeking senatorial support
for the nomination of one or the
other to be lieutenant general, j
Fortunately the nomination has to
be confirmed by the senate which
would never have consented to such
a low down trick being played upon
Gen. Miles, even had it not been
made impossible by an amendment
added to the bill in conference.
It is customary for senators who
indulge in bad language toward
each other to apologize to the sen
ate, if not to the blackguarded
senator, but Senator Hawley has
made no apology for having called
Senator Chandler a liar at the se
cret session of the senate that con
firmed the nomination of Justice
Harlan’s son to be attorney general
of Porto Rico, several days ago.
The incident was brought about
by the reading from a pamphlet
written by Chandler, twenty-odd
years ago, by Senator Pettigrew, of
a statement that Justice Harlan
was given his place on the bench
for work done as a member of a
political commission sent to Louis
iana by Hayes, and that Hawley,
who was a member of the same
commission, was to have received
the appointment of United States
commissioner to the Paris exposi
tion of 1878 as a reward for his
work, but declined it because it
didn’t carry enough salary. Chand
ler’s only reply was that Hawley's
age and irresponsibility prevented
his feeling any resentment, and
that he stood bv his original state
ment. Chandler’s strong point is
not resentment of pe sonal insults.

Inviting sons of ex-presidents to
be assistant marshals of inaugural
parades is an old custom, but those
in charge of the coming inaugura
tion are said to be afraid to invite
Russell Harrison, lest he take ad
vantage ofth - opportunity to say a
few things—about his discharge
fiom the army, for instance —in a
letter declining to serve. Russell
Harrison is in Washington. When
asked if he had been invited to be
an assistant marshal in the inaug
ural parade, he said that he had
not, and added: “I know I am
persona non grata at the white
house, and it would seem a little
strange for me to occupy a prom
inent position in the inauguration
lor that reason.’’
A review of the work of the Uni
ted States patent office for 1900
shows the importance of the know
how in soliciting patents. A sin

Without in the slightest detract
ing from the many good qualities
of Queen Victoria, which were
known and recognized by the whole

her domestic life, many think that
it was unwise to make a precedent
as Mr. McKinley did when he or
dered that all the flags on the pub
lic buildings in Washington be
half-masted on account of her death
by paying such unusual honors to
the head of a foreign monarchy.
Appropriation bills and private
bills, including one fot the relief
of that struggling shipbuilding
plant maintained by the Cramps,
have occupied the attention of the
house all this week.
The senate committee on finance,
instead of reporting the revenue
reduction bill this week as expec
ted, seems to have got things aw
fully tangled up by amendments it
has decided to make to the house
bill and by what it has refused to
do. The brewers are clamoring
worse than ever and demanding
that promises made to them when
they were asked to contribute to
the campaign shall be lived up to,
and they have got some of the sena
tors badly frightened.

solved in a pint of boiling water,
to be drank when cold, at short in
tervals. It can be taken at any

as a curative. It is kdown to have
cured a hundred thousand cases
without a failure. I have myself
restored hundreds by this means.

causes blindness, and always pre
vents tedious lingeiing. If the
people would only try it many col
umns would be needed to report
cures.”
MRS- NATION HORSEWHIPPED-
Terrific Pitched Battle Between
Women on the Streets.
Enterprise, Kati., Jan. 24. —-A
street fight between women, led on
one side by Mrs. Carrie Nation the
Saloon-wrecker, with a following
of W. C. T. U. women, and the
other by Mrs. John Schilling, wife
of the manager of the saloon
wrecked, backed by a dozen women
j who championed the saloons, was
! enacted here today.
Asa result, Mrs. Nation swore
j out warrants against Mrs. Shilling
and her husband, and Mrs. Wil
j liam Pitner, charging them with
I assault, and Mayor Hoffman swore
out a warrant against Mrs. Nation,
charging her with disturbing the
peace. All were arrested.
At 10 o’clock today Mrs. Nation,
in company with several W. C. T.
U. leaders, entered a store near
William Shook’s saloon, which is
sti 1 unmolested. Mrs. Nation, ap
parently to give him warning, sent
| for Shook. He complied, but be-
I fore many words were exchanged
between the two she was assaulted
by a crowd of women, partisans of
Itl e saloons. A general fight be
] tween the women ensued, during
I which a woman, heavily veiled,
: rained blow after blow upon Mrs,
; Nation with a horsewhip.
Men drawn to the scene offered
no aid to either side. Quiet was
restored only when the police in
terfered. Mrs. Nation was badly
bruised.
All concerned except Mrs. Na
tion were bound over for trial at 1
o’clock tomorrow.
Mrs. Nation went to the house
of one of her-friends to doctor her
wounds, and, she declared, “to pre
pare for tomorrow.”
Much excitement prevailed over |
the affair and business was prac-1
tically suspended.
The case was concluded prompt
ly. Mrs. Nation was found not
guilty of disturbing the peace and
was released. The casez of the
three women arrested on complaint
of Mrs. Nation were contined un
til tomorrow. Mrs. Nation de
clares she will swear out additional
warrants against these women
charging them with attempt to
kill.
Mrs. Nation declared she had
encountered more trouble here than
at any place yet visited by her.
She will remain in Enterprise at
least until tomorrow.

Pension Roll Increases-
New York Sun.
The annual pension appropria
tion bill now before congress car
ries $145,245,230. This is the larg
est appropriation on record.
The amount to be appropriated
this year for pensions, thirty-six
years after the close of the civil
war, to which the enormous charge
is chiefly due, exceeds the aggre
gate payments on the same account
during the five years from 1879 to
1883 inclusive.
It is more than double the ap
propriation of IS9O, eleven years
ago.
It is more than double the ex
penditures of the federal govern
ment, excluding interest on the
public debt, in 1871, only thirty
years ago.
It is more than five times what
the republic was paying for pen
sions in 1878, thirteen years after
the end of the civil war.
The total number of pensioners
now on the roll is 993,529. Ten
years ago there were 537,944
Twenty years ago there were 250,-
802.
The total number of new claims
allowed last year was 40,645, ex
ceeding by more than two thou
sand the reduction occasioned in
the roll bv the deaths of old pen
sioners, thirty-six years after the
end of the civil war.
