OUR WEEKLY LETTER

Washington, Feb. 15. 1901.
Senator Hanna is the maddest
man in Washington. He knows
that the ship subsidy bill is dead
for this session, but refuses to al
low the corpse to be buried, and is
indulging in all sorts of threats of
what he is going to do to get even
with those republican senator* who
dec'ined to help him jam the bill
down the throats of the minority.
Senator Spooner who has been
classed as one of the republicans
who would prefer seeing the sub
sidy bill fail, but would vote for it
if a was reached, publicly put
himself on record this week by
saying: "I am against this bill,
but as it is in no danger of becom
ing a law, I see no need in work
ing up useless fears," aiul Sen
ator Elkins, who has been classed
as a supporter of the bill, said:
“The subsidy bill is dead, i here
can be no question about it now.
I might say that it died horning.”
Senator Jones,of Arkansas,to whom
no little of the credit for killing
the vicious bill is due, said of its
present status: “The republican*
know themselves that it would be
impossible to get the measure
through at this session, and hence
their influence. The bill is dead.”
One of Hanna’s threats is that the
river and hafbor bill shall fail, but
whether he can make it stick re
mains to be seen.
Representative Bell, of Colorado,
a member of the committee on ap
propriations made a telling speech
against the unprecedented extrava
gance of the present congress, in
which he said it was time for the
people to become alarmed at the
rapid increase in public expendi
tures, which had grown in a single
decade from $4.75 per capita to
more than $lO per capita. He said
that congress had become so cal
lous to vast increases in appropria
tions that it was considered almost
disreputable to call attention to the
extravagance of the government.
Representative Cochran, of Mis
souri, made a speech along similar
lines.
Doubtless the reason why some
of the republican senators are not
acutely supporting the ship sub
sidy bill is that they have heard
from some of their constituents
and that they wrote something like
the editor of a Michigan republican
paper did to Ins Washington cor
respondent who had sent him some,
favorable comment on the attempt
to pass the bill. “We don’t want
any more such gush. We are not
running an administration paper
but a republican paper from an
honorable standpoint. There is no
more damnable steal before con
gress than the subsidy bill, and we
will bet you anew suit of clothes
that it will never become a law.”
Just before the house passed the
army appropriation bill, carrying a
little less than $118,000,000, Rep
resentative McClellan, of New
York, in a short speech presented
some figures that are worthy of the
country’s most thoughtful con
sideration. He stated that the an
nual cost of each soldier to the
United States excluding pensions,
would be $1,288, and including
pensions $2,828, while the annual
cost of each German soldier, in-

that of each French soldier,includ
ing pensions and the cost of the
Fraco- Prussian war, was only $232.
He said the total cost of our army
would soon reach $300,000,000 a
year, to say nothing of the expense
of the navv, which is now more
than $100,000,000.
Perry Heath has not attemnted
to reply to the challenge of Rep
resentative Suly.er, of New York,
in connection with the anonymous
letter Mr. Sulzer had read as part
of his speech, which charged Heath
with guilty knowledge of Neely s
stealing and other crookedness.
Mr. Sul/.er said on the floor of the
house: “I am responsible for ev
ery word in that letter. If Mr.
Heath thinks there is anything
libelous or scandalous in that let- j
ter I will not plead my constitu- '
tional privilege. I will plead the
truth of the statements. But I ;
serve notice that I am going to say ;

If lie does truthfully he will be fit
for the penitentiary. I want iuui
to understand that I am responsi
ble in damages for what 1 say.
The house has no compunctions of
conscience when he attacks me,but
when I attack him he squeals like
a pig under a gate. I got that let
ter in the Re"ord. Tnatvaivvhat

have it stricken out.” The house
without a division ordered the lat
ter expunged from the Record, but
it had already beeu printed in the
Record as well as in newspapers
throughout the countiy.
When Mr. McKinley saw that
the opposition to the nominations
of Wood, Bell and Grant to ' e
brigadier generals in the regular
army was strong enough to be
serious, he made a shrewd move by
sending the nominations of Fitz
Lee and J. H. Wilson to be briga
diers to the senate, thus giving his
friends a chance to dicker for the
confirmation of the whole bunch —
chance tHat was at once taken
advantage of. It is expected that
Gen. Lee and Wilson will both De
retired at once, now that their
nominations have been confirmed,
as they have both passed the age
limit for active duty.
The sugar trust scored another
profitable triumph when Secretary
Gage ordered a retaliatory duty of
nearh one cent a pound placed on
Russian sugar, that, too. in the
face of the rather clearly iffiplied
threat of the Russian government
that it would meet such action on
the part of this government by put
ting the maximum tariff on all
American goods. The short-sight
edness of this policy on the part of
the administration is made plain
by the figures of our trade witn
Russia. Russia sells us annually
about $300,000 worth of sugar,
while American exports to Russia
are nearly $30,000,000. Protests
from great business interests are
pouring into Washington against
Secretary Gage’s action.
Polk’s VVild Lands-
Atlanta Constitution.
There are 2.400 acres of wild land
in Pclk county which seems to be
long to no one, and which the
sheriff of that county is preparing
to sell because no taxes have been
paid on it for several years. It
was advertised for sale in the
county paper for several weeks,
when it was discovered that the fi.
fas had not been made out in legal
form. New fi. fas were prepared
and the editor of the paper was
asked to publish the advertisements.
This he declined to do until he
had been paid for the first publica
tion. The sheriff had no ntone
with which to pay the bill, and the
matter \Vas referred to Comptroller
General Wright, who referred it to
Attorney General Terrell. The
advertisement, says the attorney
general, will have to be published
before the property can be sold,
and if the editor refuses the only
way in which it can he done is for
the sheriff to advance the cash.
Nothing lias been heard from the
sheriff so far as to whether or not
he will put up the cash.

Washington, Feb. 14. —“Rus-
sia’s sentiments for the United
States are, as always, of the most
cordial character. My government
is constantly endeavoring to im
prove these relations and nothing
but the absolute necessity of pro
tecting its own interests could
cause it to take any action harm
ful to the commerce of this coun
try-" i
This statement was made today
by Count Cassin Ambassador,when
I talked with him relative to the
action of the treasury department
in imposing a countervailing duty
on Russian sugar. Count Cassin
is certain of the justice of his gov
ernment’s position that no bounty
or grant within the meaning of the
Dingley law is paid to sugar pro
ducers He pointed out today the
great increase in the trade of the
United States and Russia in recent
years, and he proposes to continue
liis efforts to foster it.
Those well informed regarding
the feeling of Russia in regard to
the imposition of the countervail
ing duty on Russian sugar say
that the government probably will
not sanction a judicial determina- j
tion. M. De Witte declared in
most positive terms that no bounty
or grant was paid on the sugar,
and it is believed he will be great
ly chagrined over the failure of
this government to accept the state
ment at its full value.
Custom officials were today fur
nished with Secretary Gage’s or
der placing a countervailing dutj
on Russian sugar. The regular
duty on refined sugar is $1.25 a
hundred pounds. With the addi
tion of the countervailing duty,
which order goes into effect today,
the duty on Russian sugar will be
$2.64 a hundred pounds, and will
practically prohibit its importation.

Stopped at Seven.
Gordon, Ga., Feb. 14. —Yester-
day afternoon Stonewall Jackson,
a coalblack negro, who is about
six feet four inches high and six
inches thick, wagered with Tootner
Hawkins that he could eat twelve
halj-potind boxes of sardines and
drink a gallon of water. If he ac
complished the feat Toomer was
to pay for the sardines; otherwise,
he would pay for them. He pro
ceeded very well until he had
reached the seventh box, when his
friends noticed that he was turning
pale and about to faint. He rolled
on the ground, praying for relief.
Stonewall is in older, wiser and
poorer negro, his meal having cost
him 70 cents.
