A PEOPLE’S OPPORTUNITY.
Twenty years have passed since the
contending forces of the north and south
laid down their arms at Appomattox.
The soldiers of one section went home
with plenty—pensions, honors and com
fort. The soldiers of the other returned
broken-hearted to ruined homes, ragged
and suffering, to wring from nature a
bare subsistance.
One side fought for the preservation
of the Union ; the other for constitution
al liberty; both for that which might
have been secured without bloodshed
had the wisdom and patriotism of party
leaders equalled the devotion and cour
age of the people.
To-day the Union stands firm. To
day constitutional liberty is safer than it
was twenty-five years ago. To-day the
party that then gave place to an unscru
pulous yet vigorous and progressive ele
ment resumes again the direction of gov
ernmental affairs.
There is an opportunity here for
thought and reflection. The republican
party was necessary to the preservation
of the Union itself, but its mission did
not end there; it was necessary to dem
onstrate by years of error and misrule,
official corruption and partisan strife,
the sublime purity and wisdom of the
principles for which the south chose to
contend with arms rather than with the
intellect. Indeed, we are American
enough to admit that it was also necessa
ry to develop and demonstrate a finer
economic policy than that to which the
splendid methods of southern statesmen
under the compromising demands of so
cialists and political sophists had degen
erated. The harvest is at hand. One
by one the rash, amendments to our con
stitution are being annulled or limited;
one by one the rights of the states and
the powers of the general government
defined. And not only is there an op
portunity here for thought and reflec
tion, but for the grandest patriotism
made possible to any people, if we e.-
i er into our old places with the rallying
civ of a section upon our lips; if we
come with hint of lawlessness or political
violence, with threatening words upon
our banners, cheered by violent mot*
aud drunken demagogues, we defile the
golden hour of triumph and waste the
supreme moment of our history. The
spirit that animates a people, pervades
the legislative halls; a government can
not be higher than its source.
We of the south said, “let sectional
ism perish,” when sectionalism was fill
ing our courts with renegades and open
ing otir treasuries to thieves. The ap
peal was laughed to scorn. We said,
“let the bitterness of fratricidal strife be
forgotten,” when that bitterness hound
ed down our people and checked the ad
vance of prosperity. The cry was but
the cry of the oppressed and died as a
wail in Egypt, But now with all dangers
passed, with freedom secure, the long
night ended aud roseate day gilding our
hill tops, we may say uuto all our peo
ple, as patriots indeed, “let love return
and abide with thee ad me.”
The republican party could never re
cover from tike madness of its triumph.
It fulfilled its purpose. It must perish
or be purged. But democracy, purified,
unified, humbled by defeat, humbler
still in victory long delayed, may rise
above all memories to prove itself again
the preserver of the liberties and rights
of the whole people.
It was a singular and a stirring scene
that was enacted upon our streets last
night. No man may live to see it re
peated. Beyond the arch triumphal
reared in iionor of the south’s redemp
tion, with the light of a thousand flames
driving back the shadows, stood the
marble hero, typifying the dead who,
for liberty’s cause, rushed to glory and
the grave. The cheers of thousands rent
the air; the thunder of cannon shook the
ground; the night was full of fire and
martial music. But there was no war
flash in that marble face; no light of bat
tle in the marble eye, no anger, no re
gret. An eternal calm rested upon the
immobile features, the repose of an in
effable peace. There in. that face, as
plainly as the records of a hallowed pa
triotism carved beneath it, might all
men read, “silence.”
Let us, when again we enter upon our
ancient inheritance, remember the si
lence of our monuments, the patriotism

CHOLKUA I.\ PARIS.
The appearance of cholera in Paris—
in the most cleanly parts of a clean city,
and in central districts—has alarmed all
Europe, and it should set our authorities
at work to devise means both to keep off
the plague and to control it if it should
gain a foothold. The people of Paris
felt very secure, because their city had
been put aud was kept in excellent sani
tary condition. Then, too, the disease
had been driven out of southern France,
afld the weather had lost its sultriness,
but still germs of the disease were car
ried to Paris in some manner, and in a
very short time the plague had assumed
an epidemic form, and the cleanest and
most beautiful city in the world—the
paradise of tourists and loungers—was in
a panicky condition. There is not a bet
ter drained, better policed or better
cared for city anywhere, and yet the
plague has taken as firm a hold and is
as malignant as it was in the slums of
Toulon and Naples. No doubt the sani
tary force of Paris will make a brave
fight against it, and it may be they will
succeed in checking its ravages in a short
time, but its very appearance at this
time is a warning to all other cities, both
in Europe and America.
If during the coming winter filth is
allowed to accumulate, as is generally
the case when people think the climate
will protect them—if special precautions
are not at once taken at the ports against
its approach—if we do not begin the
battle as a people now, we may be sure
the ravages of the cholera next year will
be a frightful in this country as they
have been in France this year. It is
idle to say that the genus of the disease
will not be brought to this country; for
our immense foreign trade will surely
bring along the seeds of the plague. An
immigrant from an infected quarter, or a
package of hides, or goods of a thousand
kinds, may introduce the disejise. We
can not reasonably hope to prevent its
introduction, but with the history of the
disease at Marseilles before us, we should
be able to successfully fight it and check
its progress who ever it appears. The
subject deserves the attention of con
gress next month. The country can be
rendered secure against a great and vio
lent epidemic, but it cannot be done by
mere wishes and dreams of fancied se
curity. The water between ns and
France is no protection whatever, because
a vessel is known to be the most conveni
ent and deadly hiding place of the
wandering scourge. It seems to gather
strength on board ship to spring upon
the first city it is brought to. There is
no remedy, no security, except in cleanli
ness and in readiness to fight systemati
cally and vigorously the unwelcome vis
itor when it first shows its head.
The only comfort to be gleaned from
the situation in Paris is to be found in
its water supply. Paris never has had
an abundant supply of water, and in the
drouth which is of long standing over
there, the Seine has shrunk until it is
little better than an open and foul sewer.
Otherwise the city is in fine condition.—

There seems to be no end to the capri
cious tyranny of fashion. During the
coming winter ladies who want to be in
the mode will have to wear some hat
along with their feathers.
Fort Sumter has fallen, actually tum
bled down, and yet not a soul is stirred,
not a band toots, nor a sabre clashes
When it fell twenty-three years ago
( things were different. In fact, on the
contrary, quite the reverse.
