Pre-hearing may not end appeal

dards Training (POST) council
decision is set for Jan. 29.
POST recommended in
September that Ms. Clark’s
certification be revoked. She
was accused of several differ
ent things, including identify
ing a confidential informant.
She filed an appeal of that de
cision and has remained em
ployed with Sycamore. The
Council has twice held a vote
on her continued employment
and both times a majority
voted to keep her as chief.
Ryan Powell, operations di
vision chairman at POST said
the pre-hearing is an “infor
mal” meeting.
“It’s not a public meeting. It
will determine whether we
pursue it any further,” he said.
If the pre-hearing does
come to an agreement, then the
chairman and POST executive
director must sign off. When
that happens, it becomes public
record.
If no agreement is reached,
the matter may be referred to
the Office of State Administra
tive Hearings. Mr. Powell said
this is the state agency which
hears appeals on such cases.
An administrative law judge
will oversee an appeal.
As to when this could hap
pen, if it does, Mr. Powell said
he does not know.
“It’s hard to say. It leaves
our hands at that point. We turn
it over to the Attorney General
then. It depends on when they
can get it scheduled,” he said.
FSA crop reporting deadline is today
The Turner County Farm
Service Agency (FSA) wants
to remind all producers of fall
planted small grains that

is the final date to report small
grain acreages without penalty.
Producers are encouraged to
report all small grain acreages
with an intended use of grain
for cropping history purposes.
Also, the late-filed fees will
be waived for crops that had a
November 15, 2013 acreage
reporting deadline if these
crops are reported no later than
January 15,2014.
Be advised that crops with
the November 15,2013 report
ing date will be assessed the
late-filed fee if reported after
the January 15, 2014 waiver
date.
Crops under this waiver in
clude perennial improved
grasses intended for grazing or
haying. Please note that the
Risk Management Agency
(RMA) did not grant a report
ing waiver on the Pasture,
Range, and Forage Land (PRF)
insurance program, so produc
ers need to consult with their
crop insurance agent if they
had PRF coverage and have
not yet reported their 2014
grass crop(s).
For cropping history,
acreages must be reported
timely. Late filed acreage re
ports are costly, due to meas
urement service rates.
When visiting the Turner
County FSA Office, you are
also encouraged to report any
changes to your farming oper
ation such as farm ownership
changes, farm operators, farm
producers, and other pertinent
information such as address
changes and banking informa
tion.

and/or improved grasses (graz
ing or haying), please contact

Conservation Stewardship program deadline extended
The U.S. Department of
Agriculture’s Natural Re
sources Conservation Service
(NRCS) has extended the
deadline for the Conservation
Stewardship Program (CSP)
new enrollments for fiscal year
2014 through Feb. 7.
CSP is an important Farm
Bill conservation program that
helps established conservation
stewards with taking their level
of natural resource manage
ment to the next level to im
prove both their agricultural
production and provide valu
able conservation benefits such
as cleaner and more abundant

The date of location and design approval is: December 10,2013
This project will include the installation of sidewalks, curbing and gutters, lighting, and pedes
trian amenities along Carlos Avenue beginning at the intersection of Toombs Street to the inter
section of Jefferson Street. The project will also include installing sidewalks along Jefferson
Street to connect the sidewalks along Carlos to the existing community center located on Jeffer
son. These sidewalks will start at the intersection of Jefferson Street and Carlos Avenue and ter
minate mid-block of Jefferson Street. The project will also include upgrading the deficient lighting
system in the target area. Landscaping and irrigation may also be added along Carlos Avenue.
Due to Wheeler Avenue’s dislocation from the main project area and the lack of rightof- way on
this street, no improvements will be made along Wheeler Avenue. This project is located in the
City of Ashburn GA, Turner County. It is in the 2nd Land District, Land Lot No. 133, and GA.
Militia District 1624.
The proposed project will be approximately 0.16 miles in length.
