County explores
energy saving idea
The County Commission is accepting pro
posals from energy-saving companies to see
if the County can actually save money by up
grading electrical systems in county build
ings.
ABM presented its program to the Com
missioners last week. The Board of Education
has a contract with ABM. (See sidebar
below).
Right now ABM is not guaranteeing any
savings. Before it makes that promise, it will
send in engineers to check county buildings
to see if the promised savings can be
achieved.
ABM representative Jason Anderson said
the County is spending $2.25 per square foot
on utility costs. ABM expects to get that to
$1.60 per square foot, or lower, if the County
agrees to the contract. He predicted $35,000
in annual savings for a $470,000 savings over
15 years.
The ABM contract must cost less than
$470,000 for those 15 years.
SCOPE OF WORK
ABM is not sure what it can do to save the
County money. That will come during the en
gineering study (see below).
Mr. Anderson said from what the company
sees now, this program will generate savings.
Much of what ABM expects to do are “lit
tle things that cost you a lot over time.
Tighten the building up,” Mr. Anderson said.
That means looking at the doors and windows
to see if they can be more energy efficient.
“You have a lot of opportunities to save,

Guaranteed savings or money back
The Board of Education did this a few
years ago with Line.
Line was bought out by ABM, which now
holds the school system contract. The energy
savings are guaranteed in writing. If the
school system does not see the savings, ABM
will give the school system a check for the
difference.
ABM is offering the same deal to the
County.
Former School Superintendent Ray Jor
dan, now employed by ABM, said the pro
gram works. Since allowing Line, now ABM,
to upgrade HVAC, controls and lighting sys
tems in the schools, the system has consis
tently spent less on power bills than before.
The difference between the current power
bill and what it used to be is more than school
system’s mortgage payment to ABM.
In the first year of the contract ABM guar
anteed a $258K savings. The system saved
$368K.
“That’s two mills of taxes,” Mr. Jordan
said.

Sycamore looks to get a handle on tipping fees for yard debris
With one-fourth of the fiscal year gone, Sycamore
has already spent about half its budget for yard de
bris.
Mayor Wayne Woodruff said the Council needs to
address this. He plans to bring information to the No
vember meeting for Council action. Councilman Fred
Eister said what the mayor is proposing has to be an
ordinance, not a resolution. Mr. Eister also suggested
having weight limits.
“Our tipping fees are getting way out of hand,” he
said.
The problem appears to be homeowners who have
trees removed from their property. Tree removal con
tractors are cutting up the tree and leaving it for the
Public Works department to haul away.
Mayor Woodruff said he wants citizens to be re
sponsible for disposal of trees from now on. Citizens
can hold the tree removal company responsible for
hauling off the logs and limbs.
“With the exception of catastrophic storm dam
age,” Councilman Eister said.
For years the City has allowed residents to have
the dump truck parked on their property over the
weekend. The resident fills the truck with debris,
which the City then hauls off. Mayor Woodruff said
residents pay a tipping fee and a truck rental for that.
