PRESENTMENTS OF THE GRAND JURY
OCTOBER 2017 TERM, DECEMBER 2017 SESSION
TURNER COUNTY SUPERIOR COURT
We, the Grand Jury, serving at the December Session of the October 2017 Term make the
following presentments:
1. We wish to thank the Honorable Bill Reinhardt, Judge, for his able instructions to the
body, District Attorney Paul Bowden and the rest of the District Attorney's staff, Sheriff
Andy Hester and his department, Chief Clifford Jordan and his department, Clerk of Court
Mary Lee Green, and our Bailiff, John Dye.
2. The Grand Jury considered evidence presented concerning 16 offenses, contained in 8
indictments and returned 15 True Bills, 1 No Bill, and 0 Tabled.
3. The Grand Jury hereby reappoints Delores Pope as a regular member of the Board of
Equalization for a three year term beginning January 1, 2018. Further, the Grand Jury ap
points Chris McCard as an alternate member of the Board of Equalization for a three year
term beginning January 1,2018.
4. Melissa Wood, Senior Forensic Interviewer and Manager at the Patticake House Chil-
drne’s Advocacy Center, presented the Annual Report of the Turner County Child Abuse
Protocol Committee. Ms. Wood serves as the chairperson as said committee. The annual
report was presented in compliance with O.C.G.A 19-15-2 and is attached to these pre
sentments.
5. The October 2017 Grand Jury inspected Turner County Jail during the October session.
The Grand Jury found the jail to be in good working order. The Sheriff’s Department is al
ready in the process of repairing any concerns noted by the Grand Jury. As such, the
Grand Jury does not have any recommendations for the jail.
6. The Grand Jury hereby recommends the current bailiff and juror pay remain the same.
7. We respectfully request that the Court order the within recommendations and present
ments of the Grand Jury to be spread upon the minutes of the Turner Superior Court and
be published in The Wiregrass Farmer and that the Clerk of Court send a copy of these
presentments to the Turner County Commission.

PROTOCOL COMMITTEE - ANNUAL REPORT
County: Turner Judicial Circuit: Tifton Judicial Circuit Turner County Fall Term Grand Jury
Date of Submission: December 12, 2017
Pursuant OCGA§ 19-12-2(i) the protocol committee shall issue an annual report to the
Fall Term Grand Jury.
The report shall include the following:
1. Evaluate the extent to which the child abuse investigations during the 12 months prior to
the report have complied with the child abuse protocol: Every case of child abuse in Turner
County has complied with the child abuse protocol. There has been successful communi
cation with all agencies involved with child abuse cases.
2. Recommend measures to improve compliance: The Tifton Judicial Circuit Child Abuse
Protocol Committee for Turner County has updated the Protocol itself mirroring the State
Child Abuse Protocol Model.
3. Describe which measures taken within the county to prevent child abuse have been
successful: Numerous outreach opportunities have been successful by presenting children
and parents with information on child abuse at community events and to civic groups. Also
presentations have been given to teenagers on Teen Dating Violence. The Turner County
Connection along with many other collaborative partners, are active in presentations and
events as well. The Patticake House presented the Darkness to Light Stewards of Children
Training to many Turner County residents. The Patticake House also coordinated the 12th
annual Suitcases For Kids Project that provides clothing and gifts for foster children at
Christmas.

RAFFLE WINNERS
The TCHS rifle team says thanks to everyone who participated in our Raffle ticket
sale. Also would like to say thanks to Adel Outfitters and the TCHS Booster Club for
assisting in making this fundraiser happen. The 1 st winner of the $200 Adel Outfitter's
gift card was Officer Kirk Jones, he is in the picture with SFC Young and the Rifle
teams captains De'Naja Fullmore and Joseph Lewis. The 2nd winner of the Ruger
American rifle was Dr. Alec Katz, in the photo with SFC Young and one of the team
captains Joseph Lewis.

sion must be approached with
caution.
“Once that camel’s nose is
under the tent, that camel is
going in 1 direction,” he said.
Police Chief Bill Ryder said
Sycamore is the first place he’s
ever worked where the local
council paid all of his health
insurance premiums.
OVERDRIVE
In the meantime, City offi
cials were left scrambling for
what to do next.
“We have been on this thing
major,” Mayor Woodruff said.
The Council met Thursday
evening in regular session and
spent considerable time dis
cussing what to do next.
Time was a factor. Of two
bids received, one from BCBS
and one from United Health
Care (UNC), one needed an
answer Friday and one needed
an answer Monday.
“We’ve got to decide
tonight,” Mr. Eister said. We
don’t have the option of wait
ing two weeks or a week.”
The Council voted to go
with UNC at a cost of
$28,454.48 per year. That is
still a double-digit increase
over what the City paid in
2017, but less than what BCBS
wanted. BCBS’s bid was
$32,652.60 for a year.
UNC’s bid was $5,757.96
more than what the City paid
in 2017. BCBS raised rates
$9,865.08 over 2017.
“My first instinct (was to
call) the company that shops
for our insurance. Tell Ashley
to get them on the phone and
I’d tell them they are fired,”
the mayor said.
Surplus Property Sale
The City of Ashburn will be accepting sealed bids on the following equipment and
vehicles. The vehicles and equipment will be sold individually but bids can be
place in one envelope. The vehicles will be sold to the highest bidder on January
9th 2018 at 10:00 am. The bids for the 2008 Chevy Impala will start at $1500.
The equipment and vehicles are located at the Barn, 243 Mill Street Ashburn, Ga.
All vehicles must be removed within 7 days of acceptance of bid.
