Terrell Comity’s Dispensary.
Dawson, Ga., Sept. 22—The
fact that for three years, counting
the present year, Terrell citizens
have had no taxes to pay is at
tracting much attention and inter
est throughout the state, as evi-
denced by the many letters which
R. Christie, chairman of the
hoard of county commissioners,
has been receiving, asking for in
formation relative to the dispensa-
system and the profits from
that, establishment, which explains
the situation.
The reason that no tax levy
has been made in the county
during this time is because of the
fact that the profits from the dis
pensary in Dawson and the two
other similar establishments in
Sasser and Bronwood pay all the
running expenses of the county
and, above these, a neat little sur
plus annually.
The dispensary system went
into effect in Terrell county in
898, the bill creating it specify
ing that dispensaries should be
conducted in Dawson, Bronwood
and Sasser, and that the profits
arising therefrom should be divid
ed equally between the county and
the respective towns, thus not only
going into the county treasury but
also swelling the coffers of the mu
nicipalities in which they are loca
ted.
The gradual increase of sales
and profits finally made it possible
for the county commissioners to
dispense with the levying of taxes.
The rate for the year previous,
1900, had been $5.64 on the thous
and, but in 1901 the large surplus
from the dispensary revenues
made it not only practical but ad
visable for the commissioners to
declare that citizens would be re
lieved from the payment of taxes.
The same policy was adopted the
year following and has just been
recently adopted for the present
year.
$4,000 of the county’s money is
now out at a good rate of interest.
At the beginning of the year, $6,-
000 of the county’s bonds were
bought in by the commissioners.
In addition to these sums and af
ter the county’s expenses are paid
this year, it is expected that a neat
balance will be on hand. The fol
lowing are the profits in round
numbers .from the dispensaries
since their establishment: 1898,
$9000; 1899, $10,500; 1900, $14,-
500; 1901, $26,750; 1902; $20,000.
It is very probable, however,
that this year will be the last in
which no tax levy will be made in
Terrell county. Chairman Chris
tie, of the of board commissioners,
said to your correspondent that it
will no doubt be the case that a
small levy will be made next year.
This will be necessitated by the
added expense of the recently
adopted road forking system in
the county.—Atlanta Journal.
The above clipping will be read
with interest by those of our read
ers who favor the dispensary as
the best solution of the whiskey
question.
