It was an enthusiastic assembly,
and the imcicsi inaohcsted in
the Sunday School work was very
encouraging. Mr George Haines,
of Augusta, was unanimously
reelected president of the associa
tion and J. J. Cobb, ot Macon,
vice president
The state is divided into fifteen
Sunday school districts and
chairman to superintend the work
is elected from each district. For
the Hainbridge district Mr. J. S.
Brad well was unanimously re
elected. Mr. Brad well is a mem
ber ol the Presbyterian church of
■this city and has for years been
actiyely and prominently con
nected with the church and es
pecially the Sunday school wotk
of the state. He has already
served ably as chairman of this
district anu no belter selection
cou'd have been made for the of-
Jjce. Mr. Brad well has accepted
<hc chairmanship and will con
tinue to work as belore zealously
in behalf uf the Sunday Schools
of the city and state.
The association will meet in the
spring instead of the fall of next
year, hut as yet the place of meet
ing has not been selected.
Whit Good Roads Will Do.
Good roads would be essential
in the establishment of a rural
constabulary in southern dis.ricts.
Without them such a patrol sys
tem could not be fully efficient
except at the expense of
employing more men than would
be required with them. Good
roads would be necessary in this
as in the rural free delivery sys
tem. In fact there is no aspect
of the country resident’s life
which good roads do not affect—
his going to church, sending his
children to school, social inter
course, marketing, being in quick
communication with the sources
of general information, providing
for the better protection ot his
family. The list could be added

respectfully showeth:
1st. That they, with such other parties as
may hereafter be associated with their, de
sire to be incorporated and made a body
corporate and politic for the full end ami
term of twenty (20) years, with the prlvi
lege of renewal at the expiration of that
time, uuder the style and name of FLINT
KrvER Milling company.
2nd. The object of said company is the mu
tual gain and profit of its stockholders, and
to obtain this end they desire:
(a) Toengagein and carry on the business
of Merchant Millers; to engage inandpur-
SLe the hand ling of corn, oats, wheat, bar
ley, and all kinds of grain, that is, buying
and selling outright, to buy and to Mellon
commission, or consignment, or to hannle
the same in any manner which they may
deem necessary and proper; and to manu
facture and convert said grains into bran,

ucts manufactured from said grains;
(b) To engage in and pursue the handling
of hay. straw and all foiage products of all

ment, or to handle same in any manner
which they may deem necessary and proper.
(c) To deal in real estate, to buy, own,
rent, lease, farm, lease and farm let, sell,
and otherwise dispose of or handle reul
estate of every description; and to do and
perform all other acts which individuals
might,or could do In the buying, ow- ing.

all kinds; and to do all other things or acts
in connection with realty or personality

a majority of the directois shall elect the
officers of said corporation. A majority of
the stock issued shall be necessary to con
stitute a quotum. All officers shall hold

A PROCLAMATION
By His Excellency, Joseph M. Terrell
Governor ot the State Georgia.
Executive Department,
Jnly 27, 1904.
Whereas, the General Assembly, at
its session in 1903 proposed an amend
ment to the Constitution of this State, as
set forth in an Act, approved August, 17,
1903, to-wit:
SE01IO4 1. Be it enacted by the Gen
eral Ai se nbly of Georgia, and it is here
by enacted by authority of the same,
That from and after the passage of this
Act, that article 8. section 4. paragraph
1 of the Constitution of the State be al
tered and amended by striking out the
words “upon the reoommendation of
two grand juries.” which begin in the
first line atter the word ' counties ’ and
end in the second line before tbe word
•and,” and sub tituting therefore the
words "militia districts, school dis
tricts.” and by inserting the words “mi
litia districts, school districts” in the
seventh line after the word “county”

which begins in the seventh line after

line before the word “vote.” and substi-

majority ol those voting;” so that said
paragraph -hall read, when amended, as

to counties, militia districts, school, dis

upon the reoommendation ot tne corpo

tain public schools within their respect
ive limits by local taxation; but no
such laws shall take effect until the
same shall have been submitted to a
vote of the qualified voters in each
county, militia district, school district,
or municipal corporation, and approved
by two-third» majority of persons vot
ing at Buch election, and the General As
sembly may prescribe who shall vote on
such questions.”
Seo. 2. Be it further enacted, That if
ihis amendment shall be agreed to two-
birds of the members elected to byeach
if the two Houses, the same shall be en
tered on their Journals, with the ayes
and nays taken thereon, and the Gov.
erm.r shall cause said amendment to be
published in one or more uewpapers in
each congressional district tor two
mouths previous to the next general
election, and the legal voters at tbe next
eneral election shall have written on
their tickets “Ratification” or “Against
Ratification.” as they mav choose to
vote, and if a majority of the electors
qualified to vote’ for members of the
General Assembly, voting, shall vote in
favor of ratification, then said amend
meat shall become a part of said article
8, section 4, paragraph 1 of the Consti
tution of this State, and the Governor
shall make proclamation thereof.
Now, therefore I. Joseph M. Terrell,
Governor of said State, do issue this
my proclamation hereby declaring that
the foregoing proposed amendment to
the Constitution is submitted for ratifi
cation or rejection to the voters of the
State, qualified to vote for members of
the General Assembly, at the general
election to be held on Wednesday, Oc
tober 5tli. 1904.

Bateman, a mortgage on certain lands in
said county, to-wit: One hundred and
eighty seven and one-half acres off of
lot of land number Two hundred and
forty-one (241) in tbe 16tL district of
said eounty, for the purpose of securing
the payment of a certain promissory
note made by tbe said J. M. Mathis,
payable to J. H. Bateman with interest
after maturity at the rate of seven per •
cent, per annum, aud ten percent, of the
principal and interest as attorney’s fees,
which said note the said defendant re
uses to pay. It is therefore ordered
that the said J. M. Mathis pay into this
oourt on or before the tint day of tbe
next term, the principal and interest
