Quite forty years ago a department
of agriculture was created in this
state. The act was approved Eeb. 28,
; 1ST-4. It was legislation in accordance
with the suggestion and the demand
of the farmers of Georgia.
So many years have passed since the
j date mentioned that only a few people,
■ comparatively speaking, remember the
number of highly important objects
i had In view in calling the department
into existence. No act of the general
! assembly has today a broader scope
j than tlie act referred to.

seeds that may be deemed of value,

importance of dairying and of live

eye to the protection of cattle through

the waters of the state, collate, pub
lish and distribute statistics, accurate
and as full as possible, that will show
the average yield per acre of the crops
of the state, etc.
The machinery of the department is
practically perfect. It is so carefully
adjusted that the department can each
year he made a very tower of strength
to the farmers of Georgia.
In order to realize to the fullest ex
tent tlie great objects in view it is of
the first importance that there should
he at the head of the department a
man who by personal experience aud
close personal observation is familiar
with the wants and tlie necessities of

state, a man who is cognizant of the
points at which help of a thoroughly
practical character can lie applied, a
man of executive ability, a man cupa
