state capitol says in part:
According to H. G. Hastings,
whose card The Constitution pub
lishes today, it is the banks which
are responsible for that specula
tive portion of the cotton crop
that makes a bumper yield and
depresses the price. In other
words, when cotton is high in
the spring, numerous tenants and
croppers who would otherwise
find different employment are
financed tor cotton planting by
money directly from the city
banks.

bank money, according to Mr.
Hastings, this speculative por
tion of the crop, induced by the

the Climax district. Mr. Evans
is a prominent farmer of East De
catur. He would fill the office
in a satisfactory manner.

be to maintain a more even price
level at a figure affording a fair
profit to the producer
It is difficult to believe that
the city banks, controlled and
managed by men who are gifted
with a peculiar business instinct
and understanding, would lend
themselves, even unknowingly,
to any plan or arrangement
which must necessary result in
more or less business depression
in the territory, and consequently
to the institution, in which they
are directly interested.
The trouble probably grows
out of the fact that the city
banks are in the habit of extend
ing reasonable credit upon good
collateral without any too much
inquiry as to the uses to be made
of it. In the majority of instan
ces, if they had any idea it was
to be used to increase the cotton
yield to a point beyond reason,
they would undoubtedly with
hold it. At least, no other con
clusion can be drawn from their
expressed views and attitude.
There are plenty of lines of
agricultural activity in which
they can make use of the natural
credit expansion. For instance,
dispatches to The Constitution
the other day showed where the
Bainbndge State Bank had pro
vided funds for the purchase of
26 registered Duroc-Jersey pigs,
to be given to 25 tarm boys in
Decatur county. From the dis
tribution of the natural increase
of these pigs to other Decatur
county boys there will be built
up in the next few years a hog
industry the like of which the
county has never known before.
This is a simple little incident
requiring small outlay. But it is
the kind of an investment that
means big things for the future.
Banks and bankers can well af
ford to lend money, particularly
at this time, for increasing the |
food production of the state and
section, where they should feel
it a duty to themselves and their
patrons to deny that credit which
means more cotton and less for
it.
The Habit of Taking Cold.
