negroes were brought here from
the South by railroads and pri
vate contracters; that these men
are out of work.- having quit
work on the grourtd, alleged by
them that housing conditions
and food are unsatisfactory: that
they make application for medi
cal attention or food from the
charities deparment or ask for
admittance to the city home at

buried from Mayview and the
director is trying to compel the
railroad that them here pa.v the
funeral expenses.
The director, through the
Mayor, has asked the city noli-
citor to give a legal opinion stilt
ing whether thi people who
brought the negroes here can be
compelled to return to their
homes. At present the home
less ones have not gained ;i legal
I residence, but if they are here
for a year, the directoi ways,
they will be legal residents and
the city must take care of them
or send them to their hornetr at
its expense.
