Under the federal farm loan
act the following powers are
delegated to the federal farm 1
loan banks:
To buy first farm mortgages
within its district and to issue
and sell farm loan bonds.
To receive from farm loan as
sociations interest and amortiz
ation and farm loan bonds.
To acquire and dispose of real
and personal property necessary
for the convenient transaction of
business, and land taken in satis
faction of debts or purchased un
der judgments, deofrees or mort
gages held by it. Shall not hold
title exceeding five years.
To accept deposits of securities
or current funds from member
associations, but pay no interest
thereon.
Tq borrow money on security
and pay interest thereon .
To buy and sell United States
| Bonds.
To appraise land for bond is
sue and to charge applicants and
borrowers the cost of land ap
praisal, examing titles, recording
and other legal fees, said fees to
be paid, in cash or made part of
loan and paid in amortization
payments.
To accept mortgages only from
farm loan associations and ap
proved agents.
To appraise land for mortgage
through its loan committee ot
three.
To indorse and become liable
for the mortgages of its share
holders.
To receive and deliver the pro
ceeds of loans to borrowers.
To acquire and dispose of pro
perty necessary for the conven
ient transaction of its business.
To issue certificates of deposit
for not longer than one year and
to pay 4 per cent inferest there
on, convertible into farm loan
bonds at the federal land bank of
its district.
To receive and transmit to the
federal land bank payments of
interest and principal and am
ortization payments.
To lend money on farm mort
gage security,
To issue and sell farm loan
bonds.
To issue farm loan bonds up to
fifteen times the amount of its
capital and surplus.
Except as otherwise provided
it has the powers of and is subject
to the restrictions imposed on
federal land banks.
To accept deposits of current
funds only trom its stockholders.
To deposit its securities and
current funds subject to check
with any member bank of the
federal reserve system and to
receive interest thereon.
In a nutshell, the new farm
loan law embraces the following
provisions:
Ten.farmers or more may form
a loan association.
Every man who wants to bor
row joins the association.
Preliminary organizations may
be made now, but loans will not
be granted till federal land banks

til the associaton is chartered.
Each local association should
ask for loans totaling $20,000 or
more.
Loans will be made in any sum
from $10C to $10,000-not ex
ceeding half the appraised value
of the land.
Have your organization ready
to apply for a charter as soon as
the federal land bank in, your
district is organized.
Six per cent will be the maxi
mum interest rate. It is hoped
the rate will be less than that—
perhaps as low as 4 per cent.
Loans are made only on first
mortgages.
Mortgages will run not less
than five years nor more than
forty years.
