BANK ORGANIZED
New Financial Institution Will
be a Big Factor in the Rapid
Development of Agricultural
Resources of the South.
\ Atlanta, Ga., Oct. 30.—Sixty-three
bank correspondents in the states of
Georgia and Alabama have been ap
pointed for the Atlanta joint-stock
land bank, which is now in active op
eration in *the Hurt building here.
The officers of more than 100 banks,
located in the two states, are the
stockholders in the Atlanta institu
tion. It is state’d by President A. B.
Sims that the applications on hand
for more than half a million dol
lars, when the bank opened, have
been greatly increased.
Of the several joint stock land
banks organized in the United Sta
tes, predictions have been made that
the Atlanta bank is destined to be
one Of the most successful, due to
the fact that its stock has been plac
ed among so many representative
bankers and business men in its ter
ritory . From among these several
hundred stockholders the bank has
selected its correspondents, accord-
nig to President Simms, who will
safeguard both the interest of the
borrower, who is often the client of
his bank, as well as bear in mind
the fact that the institution means
money to him. The correspondents
will also aid in keeping money in
the home territory.
Such banks as the one now in op
eration in Atlanta function under
the same governmental supervision
as the federal reserve banks, though,
because of their stock being controll
ed by private interests, are allowed
certain exemptions which the federal
banks do not enjoy. Both systems
are operated under the same govern
ment act.
Function of AtlantaBank.
The function of the Atlanta bank
will be to make first mortgage of
from five to forty years at a low rate
of interest, at present six per cent;
to provide capital for the'purchase
of land fbr .agricultural purposes,
for the purchase of equipment, fer
tilizers and live stock necessary for
such farms; for farm buildings and
for the improvement of farm lands,
and to liquidate the indebtedness of
the owners of the land mortgaged,

j year plan, based on a loan of $1,000,
showing where a payment of $35.00
paid semi-annually extinguishes the
principal and interest in thirty-three
years.
Both federal reserve banks and
the joint>stock land banks are under
the direction ,of the federal farm
loan board, with the Secretary of the
Treasury as ex-officio chairman. They
issue bonds against their approved
farm loans—the joint-stock land
banks for fifteen limes their capital
and surplus. These bonds are exempt
from federal, state, municipal and
local taxation. The act further pro
vides that such bonds shall be law
ful investment for all fiduciary and
trust funds, and may be accepted for
security of all public deposits.
Making of Loans Simple
The operation of the law with re
gard to the making of loans through
the joint-stock farm land banks is
simple and practical, it is pointed out.
Such banks as the Atlanta bank may
make loans up to fifteen per cent of
their capital and surplus to a single
borrower, not exceeding $50,000, and
the borrower does not have to live
upon and cultivate the land.

Atlanta, Ga., Nov. 6.—Conservative
clothes for ladies and gentlemen.
That is to be the vogue this fall and
winter according to clothiers in the
Peachtree Arcade, fashion center fo
Atlanta. When flapperism was the
rage a short time back the flapper
and the “cake eater” both went to
extremes in dress. She wore short,
snappy styles. He wore clothes which
buttoned semi-chockingly about his
collar, and corduroy trousers whose
bottoms floppety-flopped around his
ankles. Thsi type of patronage will
be served, but the clothiers in the Ar
cade say those who demand the un
usual are becoming fewer.
“The extremes in dress as typified
by the flapper and the cake eater is
a disease,” explained one of the Ar
cade fashion experts. However it is
being exterminated rapidly^ in his op
inion, he added.
“I firmly believe it had its inception
in the East. I recall vividly that the
youngsters attending college in 1918,
shortly after the war, were demand
ing clothes whose tendency was to
wards the English effect. They want
ed to get away from the four-button
coat, which was popular at that time.
The natural evolution in styles since
that time has produced the cake eat
er. He had to have clothes that were
different, and goodness knows, he had
them.
“It would be impossible to predict
what the lads of sixteen to eighteen
years of age will wear this winter.
They are the unknown quantity. It
is a Chinese puzzle to carry apparel
in stock which will prove to their lik
ing.
“Thank heaven, conservatism in
dress has finally arrived, in conjunc
tion with other forecasters of normal
cy, and perhaps parents will direct
their offspring toward a more sane
mode of dress than has been preva
lent in the last three years. This is
to be hoped. It will make a sounder
Americanism, I am sure.”
