ATLANTA, Dec. 17.—The move
ment started recently in Atlanta by
the Juvenile Protective Association
to establish the Junior Republic of
the South, a self-governing village
for wayward boys and girls, has ex
tended to all parts of the South, and
has been received with unusual inter
est and consideration, according to
I announcement here today.
It is stated by officials of the Ju-
rile Protective Association that
appearing in the last issue of the
Columbia Law Review, which has
attracted consideration among law
yers here and in other sections of
the South.
The Columbia Law Review, which
is published monthly by the legal de
partment of Columbia University, is
one of the foremost publications of
its kind in the country, and articles
it carries are considered authorita
tive in legal circles.
Mr. Smith who has contributed the
special article for the publication, is
recognized as one of the ablest young
attorneys in .the South. He is the son
of former United States Senator

ial aid in rasing the necessary funds
for the village. A site has already
been purchased in Campbell county,
itear Ben Hill, consisting of 103 acres
on which the necessary builings will
be erected. It will be patterned af
ter the George Junior Republic of
Freevllle, N. Y., a nationally known
institution, which has accomplished
extraordinary results in, IrecLaming
wayward boys and girls.
Local architects have submitted
completed plans of the Junior Repub
lic of the South, showing the various
buildings which are to be erected.
They include workshops, schools, and
various other structures that are
practically a little town within itself.
The work of raising the fund will
be pushed as rapidly as possible so
as to complete the building during
the coming year. One hundred thou
sand dollars will be needed for the
buildings alone.
According to those who are behind
the movement to establish the vil
lage, the old method of treating de
linquent children! as though they were
criminals, herding them into courts
and jails with confirmed criminals,
and sending them to penal institut
ions for reformation has proven un
wise and inhuman, and it is giving
way to the more humane way of turn
ing thechildre n from potential crim
inals, through kind but firm treat
ment, into potentially useful and
creditable citizens.
The value of the juvenile courts in
Georgia and other Southern states,
which were established through the
efforts of the Juvenile Protective As
sociation, and other agencies of child
welfare, is being proved constantly,
Powell, Smith and Goldstein, of At

Take notice that applications have
been filed with the county commis
sioners seeking an order for the es
tablishment of the three new public
roads described below, each signed
by the owners of the land along the
proposed routes, and by others con
cerned, each application having been
by the commissioners submitted to
three reviewer® living near the pro
posed routes, and they in each in
stance having made and filed their
sworn report that said roads would
be of public utility and of convenience
to the traveling public, and that they
have laid out and marked the same
according to law, said roads being de
scribed as follows:
1st. Beginning on the Bainbridge
and Albany road at the intersection
of same with the land line between
land lots 117 and 118 in the 15th
district, and running thence east
along a continuation of the same land
line t othe Bainbridge and Camilla
road, a distance of about three miles.
2nd. Beginning on the Bainbridge
and Camilla road at it sintersection
with the land line between land lots
110 and 111 in the 15th district, and
running thence east along a continu
ation of the same land line to the ru
ral route road from Climax, a dis
tance of about three miles*
3rd. Beginning at the termination
o fthe public road from Climax to
Open Pond on the land line between
lots 27 and 14 in the 15th district

said lan dline north, crossing the
Bainbridge and Pelham road, to the

opening of the Junior Republic of

That wayward boys and girls will
be vastly benefitted by the establish
ment of the Republic is recognized
by many Southern child welfare worv
ers, who have discussed the subject
here. Small boys were cited who
have no home; others who have been
driven from home by scornful step
mothers or step-fathers, and these
are a^onstant prey of the cheap thief
it is said. A suitable place to care
for them, and at the same time where
they coulld be ducated, taught a good
trade, and allowed to earn an honest
and comfortable living, would be a
good thing and a splendid moral step
by the state, according to child wel
fare workers interested in the es
tablishment of the project.

ATLANTA, Ga., Dec. 17.—The an
nouncement recently made that the
St. Simon's Island half-million dollar
causeway is now an assurred fact
has been received here, and in other
sections of the South with extraor
dinary interest. Atlanta business
men express th e ouinion that the
proposed developmen wtill make St.
Simon Island the most attractive
winter and summer resort in the en
tire South.
The sale of the bonds by the City
of Brunswick and Glynn county at a
premium of more than $10,000, and
the letting of the contract for the
bridge work proper, in Brunswick, at
a price considered highly satisfactory
and in keeping with the estimates of
the State Highway Department, the
laset remaining doubt as to the great
project has been removed. It is ex
pected that the actual work will start
early in January, and that the bridge
will be open for traffis by labor day,
in 1923.
This great undertaking on the part
of the people of Brunswick and of
Glyrto county w’ill remove the isola
tion which has heretofore handicap
ped St. Simon Island, and will open j
for development this magnificent
playground on the coast of Georgia. I
Already extensive plans are under
way for the developing of the resort.
The famous Jekyl Island, whose
members are Ameri^als wealthiest
families, is separated from St. Sim
on Island by the narrow entrance
channel to Brunswick harbor, and the'
fact that Jekyl Island has always
been a favorite v spot for winter tour
ists is abundant evidence of the de
sirability of the winter climate of
Georgia's coast. As a matter of fact
the winter climate of the Georgia
coast is almost the same as that of
Southern California.
The half-million dollar causeway
will enter the island at Palm Harbor,
which is said to be one of the most
beautiful spots on the entire Atlan
tic coast, facing Brunswick bay and
the inter-eoastal waterways. Here
it is planned to build a palatial win
ter tourist hotel, which will cater to
the same patronage which is now
given to the Florida coast resorts,
including Palm Beach anti Miami,
and Southern California. The mov
ing spirit behind this undedtaking
is John A. Metcalf, prominent At
lanta banker and capitalist.
