We entered upon our duties on Mon day morning, after a very intelli gent charge of your Honor upon the various subjects which would attract tho attention of this body and we have carefully considered all the business brought before ns | and made a careful decision of all the matters pertaining to the at 1 tention of this body, j We find tho county in a very j reasonable condition, financially, | and tho public property carefully ! looked after by our vigilent Ordi- ! nary and a recommendation upon j the subject of public property and | bridges will be noticed further on. AVe, the Finance Committee, ap- j ! pointed by your honorable body to in- i i I i 1. ’ 1 -« , f * U , V * r.s appears on the Tax Digest of the county, and we believe the same will be ample enough to pay all the indebt edness of the county and leave a neat surplus in the County Treasury. We congratulate the Ordinary on the fact that the lirst time in live years our stale and county tax is only one dollar on the $100.00 dollars of taxable prop erty, and feel that the same has been due to bis economy and strict business principles in discharging the affairs of ihe county. We visited the jail in 11 body and find it cleanly kept, and we recommend that a new stable be | built commensurate with the needs : of the jailor, and suggest that the | Ordinary build the said structure under his own supervision and j that the said structure he oigh- 1 teen by- thirty feet with suitable ! tails and loft toaccommodnto the j wants necessary. The present id root tiro is a disgrace to the county. It will not turn rain or sunshine, therefore, proyinder cannot be taken care of and stock cannot lie made comfortable. We recommend that the ground above the jail bo so graded us to turn the water away from the jail, and some little repairs are needed which we hope the Ordinary will look after at once. AVe find that the Sheriff has been paid the sum of $234.80, and that his proper account is the sum of $247.25, and that there is a balance due the Sheriff of $12.45, which we recommend be paid by the Ordinary. We recommend the repainting of the Castleberry bridge be done at once, and that the Ordinary in spect all other bridges of the c ounty and give them such repairs as is necessary to preserve tho property. We find that a uew floor is needed at New Bridge, especially. We find that tho roads have been worked out recently, with two exceptions—the one leading from the Cooper Gap road to tho long tubes, and tho one leaving the Ellijay road by Judge Brittain’s farm—only two hands on the for mer road, and the latter no hands to work. Wo see no other chance but for the Ordinary to look after tbc said road. Tho Grassy Gap road has been worked and in reasonable con dition— according to the number of hands. It is reported that wagoners are in the habit of lock ing their wagons coming down the mountain by tieing the limb fir top of a tree to the hindmost part of their wagons and drag ging same from top of the moun tain to the foot of the same, there by keeping the road all torn up after being fresh worked. We recommend that the Road Com missioners put a slop to this iii' jurious habit. It has been the custom to allow roads to go in bad condition until just before court, when the oversoerers would hurry to work them for fear of the law. This habit should bo stopped and commend his reappointment. There is a vacancy of a Justice of the J'eacc in the Porter Springs disfiet aud wo recommend that, the vacancy bo supplied as llie law directs. We find the following named persons receiving county aid for support: James G. Grizzle, $8 per month; Mrs. Williams, $8; Mrs. Oronun, $8; Mrs. Janies Sparks, $2; Mrs. Ayers, $3; Geo. Chapman, $8; Mrs. Gaddis or A bee, #3; Levi Stencil, S3; Mart Hashaw, $z; Manerya McMillian, S3; Charley Smith, (blind) $3; Ad line Alston, £2, and two inmates at paupers home taken cure of at $5 per month each. We recom mend that Mrs. Francis Turner, on account of ago and infirmity, he paid $5 per month and remain where she now resides. We are satisfied that some lands are returned less than 50ets per acre. We recommend that tho Tax Receiver lake no return on lands for less than 50cts per acre, and to see that all other lands arc returned at a reasonable valuation. We have received the report of tho Tax Collector on special taxes, and fine that he has collected from G. D. Bruce, photographer, $10.00; Gipsies, $25.00, aud after I deducting his commission' of $2.50 cents, returned the balance of $22.50 oyer to the State Treas urer. We recommend that the next Jurors lie paid $1,50 per day. Bailiffs $T, except horsemen, and they lie paid $1.50 per day, and we request that tho Sheriff use no one on court service except bond ed bailiffs. Wc recommend that J. W. We hayo found, after examina tion the hooks of the various Jus ticos of the Peace and Nolories Republics of the county to ' be correctly kept except tho hook of A. W. Caldwell is not dated and properly signed. We recommend that the Justices in fault keep their records according to law | and with pen and ink. There is a vacancy in the 888th I District, G. M., caused by the resignation of Scott Stringer, and wo recommend the appointment of Geo. Peek, as a suitable person to be appointed as a Notary Public of said district, As the term of Joseph B. Cald well has expired as Notary Pub lic in tho Yahoola district, wc rc- We find tho office of Rcgistror, formerly occupied by E. S. Copes land, now a noil resident, is vacant. We recommend that J. . Wood ward lie appointed to fill the vin 'caney. On the Finance Committee wc appoint William B. Townsend, Thomas A. P. Tate and G. Mc Guire. Wo have carefully Pension list and find to the same. In taking leave of your Honor, we return you our thanks for your able and intelligent charge, which enabled us to have groat relief in the discharge of our duties, and also we thank the Solicitor-General for his prompt work in assisting us in bringing law offenders to prop; r punishment. Our Bailiff, L. B. Walker, has ixamined the io objection been a faithful Constable in tbo discharge of his duties to this body, and in taking our leave, we return him our thanks. Wo recommend tho publication of those presentments in both the Duhlotiegu Signal and The Daii- r,onega Nugget, charging legal fees for the sumo, and equally dis vide tho same. We recommend that the .fay bridge, over the Hightower river at Jay, bo repaired, or re-built pro vided it can lio done not to exceed $200.00. In case tho Ordinary cannot hire hands and attend to tho work himself to let to the lowest bidder. We recommend hereafter that all public work that cannot he su perintended by the Ordinary to bo let to the lowest bidder, except he finds he can have tho work done for less. Elisha W.
