Kiimsey, Judge Superior Court of Lump kin county, April Term 1004. We the grand jury chosen and •sworn for this term respectfully submit to your Honor our report for the present term. We entered upon our duties on Monday morning after a very in telligent charge of your Honor up on the various subjects which would attract the attention of this body, and we have carefully considered all the business brought before us and made decision of all the matters pertaining to the at tention of this body. We find the county in a very reasonable condition financially and the public property carefully looked after by our vigilent ordi nary. The report of the Finance Committee, which we have adopt ed, will show the workings of the county officers in their respective offices, and it is here appended as a part of our report, Report ok Finance Committee, Dahlonkga,•, April 18, 1904. We the Finance Committee appoint ed by the grand jury of the Get. Term submit the following report to the grand jury of April Term of Lumpkin Superior court. We have examined and checked up the Ordinary’s books and find them in good condition. He has issued orders on the different county fui ds for which he lias proper vouchers towit: On county fund $ 172.68 On bridge fund 238.17 On jail fund 136.25 On pauper fund 673 82 We find on the pauper list the. fol lowing named persons and amounts paid them per month : Martin llaahaw $3 per month, Charlie Smith $4 per month, Mary Grizzle 1 $3 per month, died Feb. 21, 1904, Jane Ayers $8 per month, Dortha Sparks $2 per month, J.J. Grizzle $3 per month, Francis Turner $5 per month, Alantha Day's $3 per month., Mrs. Levi Stancil $3 per .piontii, died Jan. 6, 1904, Mira Gaydon #3 per month, Sarah Cronan $3 per month, Rachel Williams $3 per month, Martha Abce $3 per month. Upon an investigation we find that the expenses of keeping paupers have increased more than one hundred per cent for the last six months. We would ask the grand jury apd ordinary if possible to formulate some plan to .curtail this expense to the county. We have examined the books of J. B. Brown, the county treasurer, and find he has received from all sources .since last report. $4,334.70 and paid out on proper vouchers On county fund $1,897.28 On jury fund 469.20 On jail fund 656.75 On pauper fynd 708.32 On bridge fund 472.24 the conn 1 v ami find, by the best menus obtainable, that, they are in ns good it not hotter, condition than formerly at this season of the year but we are satisfied [that they an not what they ought, to be. Me believe that in most pla ces the Vends are too narrow and too shady. Wo have, through proper com mittees, Q examined the county 1 property, viz: The Jail and Court House, and find that they i are in fairly good condition, and | the sanitary condition of our Jail I is ns good as the limited supply t>1 j water w ill admit. Henbolt, county School Commissioner, and find they are neat ly and correctly kept. He has receiv ed from all sources, including the bal ance on hand at last report $4,379.79 Fd. out on proper vouchers.... 3,477.11 i (Leaving balance on hand $ 902.41 We have examined the tax digest of | the county and find that E. .T. Walden, i tax collector, has not made a final set- ! tloment with the ordinary, but find that the tax digest calls for $4,565.50 on the county fund and he has paid over to the’eounty treasurei $4,39.4.52, leaving balance due of $261.00. We ask that the next finance committee finish tiiis report. Wo have examined the registration book and find that some parties have •registered twice, •We have examined the books of J. M. Davis, sheriff, and find them cor rectly kept. We herewith present his fee bill for arresting persons out of the county and find them in keeping with the fee bill of the code as far as we are able to judge. We have examined the books and records of the clerks office and find them neatly and correctly kept. We find they have received on fines and forfeitures since last court $206.95, which has'been paid out to the officers of co.url on the insolvent cost as •follows: W. A. Charters, Solic itor, $123.75; J. II. Moore, Clerk, $46.- 95: J. M. Davis, Sheriff, $36.25. All of which is respectfully submit ted. W. B. Townsend, G. McGuire, T. A. P. Tate, Finance Com. Wo have examined the dockets of the Justices of the Peace and Notaries Public and find them reasonably well kept. We find some vacancies in the office of Notary Public arid recom mend the appointment of the fol lowing to serve as Notaries Public in their respective districts? 1352nd District, G. We find two vacancies in the Boat'd of Education and wve re- i commend that W. P. Price, Sr., : here-appointed to succeed him-j self, and that F. J. Williams bo j appointed to succeed J. B. Sim-j mons. We have selected, as a commit tee, to examine the various county offices and make report to the next Grand Jury the following:) T. F. Jackson, W. H. Jones and M. J. Williams, and we recom mend that they receive the same compensation that Jurors receive for the time that they are actually engaged in the performance of their duties. We have examined into the condition of the public roads of The Mo sit Complete Line of diem at the $1.50. We, Georg find that the terms of W. Cochran, Wm. II. Enr- tiv and Joseph M. Christopher, as Jury revisors, have expired and \v»- recommend their re-appointment ,to succeed l hemselves. W have examined the pension mil, and so far as we are aide to ascertain they are all entitled. We recommend that the Ordi nary build a good and substantial bridge at the Jay site, with sub stantial siohe peers, and above H>-;J ", tier mark, either out of heart timber or iron, provided same can be built for a sum not •to exceed ¥500.00 and that the tame lie dec out at the lowest and •best responsible bid. We recommend that Samuel Porter and Anbury Free be placed on the indigent pension roll. PAUPERS. Under this heading we find t hat since last term of the court our Ordinary has paid out $708.32. These figures show two or three times more money paid out of this fund than has been paid out for any similar time for. many years. We have looked into the pauper situation Wiith great care and find that the contract former ly existing between our Ordinary and A. D. Jackson (keeper of the poor house) has in effect been re voked . We earnestly recommend, end, if not transcending our authority, demand that yur Ordi nary renew the contract above mentioned at once, for the taking care of and the humane 1 reatment of our poor. We further recom mend that from this date no pau per shall receive any allowance direct from the Oruiuary and -no pauper be taken care of except provided in said contract above referred to. And we further authorize our Ordinary to furnish ! comfortable conveyance to any I pauper not able, physically, to i reach the home provided for them, ! and that he also 'furnish comjie-j tent medical attention to those i whose physical condition may re-! *ixiire such attention. | We have overlooked the matter of examining the Registration! book until it was too late to give it the attention it demands and therefore earnestly recommend the next Grand Jury to take up this matter in detail. We further recommend that the officers, whose duty it is to keep the Registration books, keep them lawfully and properly dated, and ! that they also keep a correct de faulters list alphabetically ar ranged, so that it will appear in telligently.
