Nfwjr.trr.ns is Chiba.—An extract of a letter from
a Missionary at Canton, published iu the N. Y. Jour
nal of Commerce, says:
A foreigner ha* just started a newspaper in the Chi-
nose language. Whether it will succeed orno remains
to bo scon, 'it is a novelty to tho people. The only
paper published by the Chinese thst ran at all he do
ponced upon, is tin Fokin Gazette. This ia publish
ed at irro-iilnrgteriods at tlic Capital, aud thence dis
tributed throughout the Empire. It is a matter of
groat uoportnnea for the Mandarins to secure an ear
ly reading cf the Curette, in order that tliev may be
enabled to proceed in tbeir official duties; for it gene
rally seems that the only mean, hy which the officers
of government arrivo at a knowledge of the will of
tht-ir sovereign, is through the medium of that Qaxette.
Express riders are in readiness at Fekin to carry
tho Gazette in different directions over tho Empire
as soon published. Tho same rider carries the Ga
zette* iu different directions over tho Empire as soon
hi published. Tho same riders carries the Gazette
from Fekin to any cue citv, ns for instance Canton
pi:forming the dirtnnre on iNirsciiack by meant ol re
lays < f lioisea at slant distances. The distance from
IVkiu to Canton is performed in six days, riding in
cessantly night and day; and. aa you mav rradilv ima
gine proves fatal to a great portion of tho riders. Aa
a gcuersl rule, no rider is aide to make more than two
tr ns. as lie cither dies or becomes permanently disa
bled.
A high Mandarin, who is under the necessity of sc-
cuviuea'i cariv perusal of tho Gazette, pays, not far
from 820 per month for his paper, wliereuithosc who
are content or who ere able to defer the peiusal to a
lsicr date, pay proportional,ly less, say 82 per mouth.
\Ya missionaries are uot cnoucli interested to sub
set ibe for the j sper, and if we did so, the perusal of
it would scarcely repay the trouble aud expense. It
is generally filled with eouit gossip and court ceremo
nies, alike insipid and unirstrortive.

I j^OR Publishing in the city of Pittsburgh, Penn.,
’ a Weekly Paper to be called THE CONFED
ERACY.—At tlie suggestion of many friends and
with the approbation olseveral distinguished gentle
men residing indifferent pnrts of the Union. we have
concluded to commence a Newspaper bearing the a-
bove title. Tbe limits of a prospectus will not allow
us to go into a detailed statement of the various caus
es which have prompted us to the undertaking. Suffi
cient for oar present purpose is it to state, that rvety
true friend to tho perpetuation of tlie Union of theStatea
must feci deeply mortified to witness the systematic
attempts now making to dissolve it—aud cannot but
deplore the silence of tho Northern press, generallv,
upon the subject. A crisis is at hand. The “Aboli
tionists,” “Liberty men” and advocates of the “Wil-
znot proviso” seem determined either to force our
Southern brethren to succumb to their views, or, as the
alternative, sever the Union. *
From tlic apathy manifested in the North, it is sup
posed by many- Unit North of. Mason's and Dixou'a
fine hut one fueling exists on the subject; though this
is not so, still, our sileucc is well calculated to suit the
ends sought for by these demagogues. We are deter
mined, therefore,"so far as we arc pcraour.lly concern
ed, to do our part towards correcting the evil.
When the institutions ofouo section of tlie Union
are branded as “infamous," "wicked,” and “deserving
the curse of God"—particularly when those institu
tions were sanctioned or.recocrnized by a Washington,
an Adams, a Jeft'ersou, a Franklin, a Henry, and their
contemporaries of Hcvoiuthniary days, we think it high
time to raise •> warning voire and put nn end to tlic
clamor. Is there more patriotism, more love of coun
try. or a greater desire to see the present aud future
generations happy, cootentcd and free, actuating die
Alolilioniats in their present attempt to array one
portion of the Union against the odier, than governed
the Heroes und riages of '7C ? The comparison is
odious.
Wehuvc said enough to enable the reader to under
stand us, and we promise on our part, all of oar time,
our talent and influence to make tlic “Confederacy" a
useful, instruct ive and invaluable family newspaper.
We may add that we have engaged as correspon

dent, die names of gentlemen well known throughout
the Union, os Statesmen and Patriots, and who have
contributed towards the getting np of the “Confedera

Will those to wliom this Prospectus is sent pro-

the independence to oppose the present war upon our
Southern brethren aud tlicir institutions, and anticipa
ting opposition of tlic most virulent and personal char
acter, we esnuot hut hope dint our distant friends will
lend a helping band. We have already a sufficient
guaranty to promise tlie ooutiuuaneeoftha “Confedera
